Việt Hàn Industrial Park - Bắc Giang Province

I. LEGAL INFORMATION AND LOCATION OF VIETNAM-KOREA INDUSTRIAL PARK

Việt Hàn Industrial Park was approved by the Prime Minister to be added to the list of industrial parks in Bắc Giang province according to Official Dispatch No. 920/TTg-KTN dated June 20, 2008 with a planned area of 200 ha. Việt Hàn Industrial Park was established on February 27, 2009 according to Decision No. 285/QD-UBND of the People's Committee of Bắc Giang province with an area of 101.53 ha at the time of establishment. The project had an initial investor who was Việt Hàn Land One Member Company Limited under the Korea Land Corporation. The project is located in the planning area of Tăng Tiến and Hồng Thái communes, Việt Yên district, Bắc Giang province.

On October 15, 2015, the project was adjusted to reduce the planned area to 50 ha according to Official Dispatch No. 1830/TTg-KTN of the Prime Minister. After that, Việt Hàn IP was approved to expand by an additional 148 ha according to Official Dispatch No. 216/TTg-CN dated February 23, 2021 of the Prime Minister, bringing the total planned area of the industrial park to 198 ha when including the expansion phase. The area of Việt Hàn Industrial Park is maintained according to the planning of Bắc Giang province for the period 2021-2030, with a vision to 2050 approved by the Prime Minister.

After many years of non-implementation by the investor, the project's investment certificate was revoked, then the project to invest in construction and business of infrastructure of Việt Hàn industrial park was approved by the Prime Minister for investment policy in Decision No. 225/QD-TTg dated February 22, 2021 for Fuji Phuc Long Development Co., Ltd. with a phase 1 area of 50 ha, project implementation location in Hồng Thái, Tăng Tiến communes and Nếnh town, Việt Yên district. On February 26, 2024, Fuji Phuc Long Company was further approved for investment policy to become the investor of the expanded Việt Hàn Industrial Park with a scale of 147.31 ha with a total investment of more than 1,236 billion VND. The Việt Hàn industrial park project has an operating term of 50 years (until 2071).

Việt Hàn IP was approved and adjusted for detailed planning by the People's Committee of Bắc Giang province through Decisions No. 377/QD-UBND dated June 20, 2018; Decision No. 693/QD-UBND dated July 14, 2021; Decision No. 161/QD-UBND dated February 14, 2022 and Decision No. 990/QD-UBND dated September 10, 2023. Currently, Việt Hàn industrial park has a planned area with detailed planning of 197.612 ha, of which industrial land area is 123.128 ha (accounting for 62.4%).
In terms of characteristics, Việt Hàn Industrial Park is a concentrated, multi-sector industrial park, attracting investment projects in the fields of mechanical manufacturing, precision mechanics, electrical equipment, machinery and construction equipment, medical equipment, consumer goods production... with modern, advanced and environmentally friendly technology.
Regarding regional connectivity, Việt Hàn IP is bordered to the South by the Hanoi - Lang Son highway, to the West and Southwest by Dinh Tram IP and Mi Dien village, and:
- 40 km from Hanoi city
- 40 km from Noi Bai international airport
- 10 km from Bắc Giang city
- 110 km from Hai Phong port; 120 km from Huu Nghi border gate (Lang Son)

II. INFRASTRUCTURE SYSTEM OF VIETNAM-KOREA INDUSTRIAL PARK

Internal traffic road system: the main axis of Việt Hàn IP is 25m-34m wide, of which the road surface width is 15m; Internal roads in the industrial park are 13.5m-22m wide, of which the road surface width is 7.5m-12m. The traffic routes in the industrial park are arranged with sidewalks 6m-10m wide on each side.
Power supply system: the power source for production in Việt Hàn IP is taken from the 22KV line passing through the industrial park. In the future, the power source will be replaced by the internal 110kV/22kV substation. The 22KV lines are connected overhead to each plot of land in the industrial park.
Water supply system: the clean water source for production at Việt Hàn industrial park is provided by the water plant of DNP Water Infrastructure Development Joint Stock Company through a water supply pipeline running along the Hanoi - Bắc Giang highway, with a total water supply capacity for the industrial park of about 35,500 m3/day and night.
Wastewater treatment system: all production wastewater at Việt Hàn IP is collected and treated at the industrial park's centralized wastewater treatment station with a capacity of 18,000 m3/day and night, wastewater is treated to column A standards before being discharged into the environment.
Other infrastructure utilities: Ground elevation from +4.3m to +5.9m; The rainwater drainage system is arranged independently of the wastewater drainage system; Greenery system and lighting system; Information and communication system; Parking system; Solid waste collection and treatment system.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT VIETNAM-KOREA IP

Infrastructure rental price: 120-140 USD/m2/entire remaining lease term (until 2071). The rental unit price may vary depending on the location and area of the leased land.
Infrastructure management and maintenance fee: 0.5 USD/m2/year
Electricity price: applied according to EVN's electricity price schedule at each time
Water price: 0.65 USD/m3, calculated on the actual amount of clean water used
Wastewater treatment fee: 0.55 USD/m3, depending on the quality of incoming wastewater

Investment incentives at Việt Hàn Industrial Park
Corporate income tax incentives: 100% exemption from corporate income tax for the first 02 years and a 50% reduction in corporate income tax payable for the next 04 years for new investment projects in IPs
Import tax incentives: exemption from import tax on goods on the tax incentive list imported to create fixed assets for the project.

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT VIETNAM-KOREA IP

Currently, Việt Hàn industrial park has basically completed the construction of phase 1 infrastructure of the industrial park and is simultaneously implementing compensation, site clearance and construction of the expanded phase. However, Việt Hàn Industrial Park has attracted major investment projects such as the solar panel production project of JA Solar Group with a total investment of more than 477 million USD.
