Tiên Thanh - Hải Phòng Industrial Park

I. LEGAL INFORMATION AND LOCATION OF Tiên Thanh INDUSTRIAL PARK

Tiên Thanh Industrial Park was approved by the Prime Minister to be added to the planning of industrial parks in Hải Phòng according to official dispatch No. 180/TTg-CN dated February 1, 2008, with an initial planned area of 450 ha. On January 27, 2011, Tiên Thanh Industrial Park was approved for detailed planning at a scale of 1/2000 by Hải Phòng City People's Committee in Decision No. 166/QD-UBND with a planned area of 410.46 ha, of which the area of industrial land for lease is 281.71 ha (accounting for 68.63%). The industrial park is planned to be located in Tiên Thanh commune, Cap Tien commune, Tiên Lãng district, Hải Phòng city.
On May 27, 2012, Tiên Thanh IP was approved for investment policy in Decision No. 647/QD-TTg of the Prime Minister for Tiên Thanh Industrial Park Investment Joint Stock Company to be the investor with an investment capital of over VND 4,597 billion. The project to invest in construction and business of infrastructure in Tiên Thanh IP has an operating term of 50 years (from 2022-2072) and is invested in 02 phases, of which phase 1 has a scale of 150 ha, phase 2 has a scale of 260.46 ha after completing the planning procedures according to regulations.
After being approved for investment policy by the Prime Minister, Tiên Thanh Industrial Park Investment Joint Stock Company has proposed adjusting the 1/2000 scale zoning plan of Tiên Thanh Industrial Park, according to which the planning scale of the IP is kept the same, but the area of industrial land for lease is adjusted from 281.71 ha to 289.11 ha (an increase of 7.4 ha), while reducing the planned area of port bridges, service operation centers, cemeteries...

Regarding nature, Tiên Thanh industrial park is planned as a multi-industry industrial park, focusing on attracting investment in consumer goods industries, manufacturing, assembling electronics, manufacturing mechanical products, and manufacturing building materials.
Regarding regional connectivity, Tiên Thanh IP is bordered by the Thai Binh River to the West, the road connecting district road 25 to National Highway 10 to the North and:
- About 2 km from National Highway 10; About 12 km from the coastal highway connecting Thanh Hoa - Hải Phòng
- About 3 km from provincial road 354
- 25 km from the center of Hải Phòng city; about 30 km from Cat Bi International Airport
- 40 km from Dinh Vu port and 50 km from Lach Huyen deep-water port

II. INFRASTRUCTURE SYSTEM OF TIEN THANH IP

Internal traffic system: The traffic network in Tiên Thanh IP is arranged in a grid pattern. In which, the main axis of the industrial park has a cross-sectional width of 47m - 49m, a road width of 15 m including 04 lanes; The branch roads in the industrial park have a cross-sectional width of 21m - 27m, a road width of 11 m including 02 lanes. At the same time, all roads in the industrial park are arranged with sidewalks on both sides of the road with a minimum width of 6m each, the main axes and large branch roads are arranged with medians.
The internal traffic network directly connects to the road connecting DT354 to National Highway 10 running through the industrial park with a cross-sectional width of 22.5m (road width of 21m)

Power supply system: Tiên Thanh industrial park is invested in building 01 110kV/22kV transformer station with a capacity of 2*63 MVA to serve the electricity demand for production in the industrial park. The 110KV power source is taken from the 110kV An Lao - Tiên Lãng line or from the Tiên Lãng transformer station. The 22kV lines are connected to each land plot in the industrial park in a loop shape.

Water supply system: Clean water for production at Tiên Thanh IP is supplied through a clean water treatment station built in the internal area with a capacity of 21,000 m3/day and night from the surface water source of the Thai Binh River, Luoc River and can be used instead from Cau Nguyet water plant in the future.

Wastewater treatment system: All production wastewater at the industrial park is collected and treated at a centralized wastewater treatment station with a maximum treatment capacity as designed of 15,000 m3/day and night before being discharged into the environment.

Other infrastructure utilities: Fire hydrants are arranged with a distance of 150m each, ensuring the service radius of the entire industrial park with a minimum water pressure at the fire hydrant of 10m; The rainwater drainage system is arranged independently of the wastewater drainage system; The telecommunications system is connected according to the needs of each investor through a ready-made pipe system arranged along the traffic routes in the industrial park; Land plots in the industrial park are leveled with a minimum elevation of +2.46m, ensuring drainage capacity and natural flood control; In addition, the industrial park also has an area of green trees, parking lots and other service works.

III. CURRENT INVESTMENT STATUS AT TIEN THANH INDUSTRIAL PARK

Currently, after being approved for the adjusted 1/2000 scale zoning plan, Tiên Thanh industrial park is being implemented by the investor in compensation and site clearance to deploy infrastructure construction. At the same time, the road connecting from the industrial park to DT354 invested by the People's Committee of Hải Phòng city has not been deployed, making access to the IP relatively difficult. On February 7, 2023, at the meeting to remove difficulties in the construction of IPs and industrial clusters in Hải Phòng city, the Chairman of the City People's Committee - Mr. Nguyen Van Tung requested to quickly advance 100 billion VND to Tiên Lãng district to implement compensation and site clearance for Tiên Thanh IP to start construction in 2023.
