Hồng Tiến Industrial Park - Nam Định Province

I. LEGAL INFORMATION AND LOCATION OF Hồng Tiến INDUSTRIAL PARK

On December 28, 2023, the Prime Minister issued Decision No. 1729/QD-TTg approving the planning of Nam Định province for the period 2021 - 2030, with a vision to 2050, in which the Hồng Tiến Industrial Park is included in the development plan of industrial parks to 2030. Hồng Tiến Industrial Park is planned in Yên Tiến commune, Y Yen district, Nam Định province, and the detailed construction plan at the ratio of 1/500 was approved by the People's Committee of Nam Định province in Decision No. 2423/QD-UBND dated December 26, 2022 with a total planned area of 113.89 ha. The northern boundary of the IP borders the district road connecting the left dike to road 57B (under construction) with the North-South railway and QL10 road; The southern side borders a ditch, existing residential areas of Cong Hoa hamlet, Trung Thu hamlet and Bac Son hamlet of Thuong Dong village; The east borders a ditch and rice fields; The west borders TL490 road.
In terms of nature, Hồng Tiến Industrial Park is planned as a specialized industrial park, with a synchronously, modernly, and environmentally friendly newly built technical infrastructure system, mainly operating in the field of manufacturing and assembling electronic products, computers, and optical products (accounting for over 60% of the industry proportion in the industrial park). In addition, the industrial park also attracts supporting industries (allocating about 5ha for small and medium-sized enterprises, supporting industrial enterprises, innovative enterprises, entities eligible for investment incentives, etc.). Hồng Tiến IP does not attract textile, garment, dyeing, footwear industries, toy manufacturing projects that use a lot of labor, or projects that cause environmental pollution.

Regarding the regional connectivity, Hồng Tiến IP is planned to be located close to the development axis connecting the coastal economic zone of Nam Định province with the Cau Gie - Ninh Binh highway. II. INFRASTRUCTURE SYSTEM OF Hồng Tiến INDUSTRIAL PARK

Land leveling: The entire area of the industrial park is leveled with an average height of 1.39m, elevation from 2.20 – 2.65.  The entire area is filled with sand or compacted soil with a compaction K = 0.85, ensuring the slope of the construction site for self-flowing drainage. Convenient rainwater drainage and no flooding

Internal traffic system: The main road of the industrial park has a road surface width of 21.0m; Sidewalk width: 2x5.0m = 10.0m; Median strip 14.0m. Branch roads are distributed along the industrial park with a road surface width of 11.0m; Sidewalk width from 8.0 – 15.0 m. The traffic network is organized simply, clearly classified, creating favorable conditions for safe, smooth and efficient operation and management. At the same time, it ensures architectural and aesthetic aspects, and prevents noise from vehicles.

Power supply system: The power source for Hồng Tiến Industrial Park is taken from the national power system through the 110kV Ninh Binh - Trinh Xuyen line leading to the 110kV transformer station located in Yên Tiến commune, adjacent to Yen Khang. The transformer at the station has a capacity of 40MVA. The investor arranges 35(22)kV overhead lines along the sidewalks of the roads according to the planned routes, connecting to the land plot according to the investor's requirements.

Water supply system: The water source for production is supplied by the Y Yen branch water plant (in Lam town) of Nam Định Water Supply Joint Stock Company. The expected water supply capacity is 2600 m3/day.

Wastewater treatment system: Production wastewater in the industrial park is collected and treated at a centralized wastewater treatment station before being discharged into the environment. The IP's wastewater treatment system has a total treatment capacity of 2,000 m3/day and night, built in phases to suit the occupancy time of the industrial park. The wastewater collection pipeline network is arranged along the traffic routes to ensure the collection of wastewater from factories leading to the wastewater treatment station. 

Other infrastructure utilities: The rainwater collection and drainage system is arranged independently of the production wastewater collection and treatment system; Telecommunications system; Greenery system; Lighting system.

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT Hồng Tiến INDUSTRIAL PARK

Land lease costs at Hồng Tiến Industrial Park: Currently, the industrial park is in the process of completing legal procedures, the rental price will be accurately determined at the time of completion of infrastructure construction.

Investment incentives at Hồng Tiến Industrial Park:
Regarding corporate income tax: Entitled to a tax incentive of 100% CIT exemption in the first 02 years and a 50% CIT reduction in the next 04 years.
Regarding import and export tax: Import tax exemption for goods on the list of tax incentives that are imported to create fixed assets for enterprises.

IV. CURRENT INVESTMENT STATUS AT Hồng Tiến INDUSTRIAL PARK

On February 22, 2024, the People's Committee of this province issued a document agreeing in principle for Hồng Tiến Industrial Park Infrastructure Investment Joint Stock Company (a subsidiary of Infrastructure Construction and Transportation Investment Joint Stock Company) to prepare documents and carry out procedures to approve the investment policy of the Investment Project on construction and business of Hồng Tiến IP infrastructure (Y Yen district) to submit to competent authorities for consideration and decision in accordance with the law). Up to now, the People's Committee of Nam Định province is still coordinating with the Management Board of Industrial Parks of Nam Định province to guide the investor to complete the procedures in accordance with the provisions of law. The People's Committee of Nam Định province is also directing Y Yen district to quickly complete the site clearance work to hand over land to investors to implement construction.
