I. LEGAL INFORMATION AND LOCATION OF NAM SON - HAP LINH INDUSTRIAL PARK
Nam Sơn - Hạp Lĩnh Industrial Park was approved to be added to the master plan of industrial parks in Vietnam under Decision No. 1107/QD-TTg dated August 21, 2006 of the Prime Minister with a planned area of 200 ha. On June 28, 2007, the Prime Minister approved the adjustment of the area of Nam Sơn - Hạp Lĩnh industrial park, and at the same time approved the investment policy for the construction of Nam Sơn - Hạp Lĩnh Industrial Park, urban area and service with a total area of approximately 1,000 ha, of which the industrial park land area increased to 800 ha (Official Letter 856/TTg-CN). At the same time, also in 2007, the project to build area A of Nam Sơn - Hạp Lĩnh Industrial Park was assigned to the joint venture between IGS Group and Nam Hong Company (Bắc Ninh) as the investor with a total land area of 600 ha (including 400 ha of industrial park land and 200 ha of urban land), the project was later adjusted to increase the industrial park area to 432 ha (adding agricultural land that is difficult to cultivate) according to Decision 1365/QD-UBND dated September 23, 2009 of Bắc Ninh Provincial People's Committee.
On April 16, 2010, the investment project to build area A of Nam Sơn - Hạp Lĩnh Industrial Park was revoked by Bắc Ninh province and assigned to Kinh Bac City Development Holding Corporation (KBC) to continue investment because the old investor had been slow to implement the project.
On May 26, 2010, the Management Board of Industrial Parks of Bắc Ninh Province issued Investment Certificate No. 21202000277 to KBC to implement the investment project to build Nam Sơn - Hạp Lĩnh Industrial Park Area A, Nam Sơn - Hạp Lĩnh Industrial Park was then officially established under Decision No. 211/QD-UBND dated February 7, 2013 of the People's Committee of Bắc Ninh province with the full name Area A - Nam Sơn - Hạp Lĩnh Industrial Park.

On August 20, 2014, Nam Sơn - Hạp Lĩnh Industrial Park was approved for adjustment to reduce the area from 800 ha to 432 ha (a decrease of 368 ha) according to Official Letter No. 1511/TTg-KTN of the Prime Minister and was then further adjusted to reduce the area from 432 ha to 300 ha according to Decisions No. 783/QD-UBND dated June 21, 2017 and Decision No. 16/QD-UBND dated January 20, 2020 of the People's Committee of Bắc Ninh province with the reason for removing from the plan the headquarters areas of the Military Headquarters of Bắc Ninh province and the Fire Prevention and Fighting Police. At the same time, the industrial park was also officially renamed Nam Sơn - Hạp Lĩnh Industrial Park, the nature of the industrial park was adjusted from a low-pollution, clean industry to a clean, environmentally friendly industrial park.
On January 8, 2019, Nam Sơn - Hạp Lĩnh Industrial Park was officially approved by the Prime Minister to adjust the investment policy according to Decision No. 29/QD-TTg, the project has a total investment capital of 2,900 billion VND with a land use area of 300 ha, belonging to the administrative boundaries of Hạp Lĩnh ward, Nam Sơn ward, Bắc Ninh city and Lac Ve commune, Tiên Du district, Bắc Ninh province. Also from this point, Nam Sơn - Hạp Lĩnh Industrial Park really removed the obstacles related to planning and began to deploy strongly.
Regarding the regional linkage position, Nam Sơn - Hạp Lĩnh Industrial Park is located adjacent to National Highway 38 with a width of 60 m and the provincial road at the Nam Sơn - Que Vo intersection with a width of 35m, helping the Industrial Park have convenient traffic connections to neighboring provinces and key traffic infrastructure, specifically, the industrial park:
- 42 km from the center of Hanoi city
- 7.4 km from the center of Bắc Ninh city
- 37 km from Noi Bai International Airport
- 140 km from Hai Phong port
- 15 km from Samsung Bắc Ninh factory
II. INFRASTRUCTURE SYSTEM OF NAM SON - HAP LINH INDUSTRIAL PARK
Power supply system: Nam Sơn Hạp Lĩnh Industrial Park is invested in building an internal 110/22kV transformer station with a capacity of 2*63 MVA connected in a branch circuit to each land plot in the industrial park
Water supply system: to meet the needs of using clean water for production, Nam Sơn Hạp Lĩnh Industrial Park is planned to build a treatment plant and supply clean water from the Duong River surface water source with a water supply capacity of 19,000 m3/day and night
Wastewater treatment system: production wastewater at the Industrial Park is treated by an internal concentrated wastewater treatment plant with a treatment capacity of 9,000 m3/day and night with the ability to treat wastewater to standard A of Vietnam's environmental technical standards before discharging into the environment.
Internal traffic system: The main road of Nam Sơn Hạp Lĩnh Industrial Park is built with a cross-section width of 35 m, a road surface width of 2*10.5 m; other branch roads in the Industrial Park have cross-section widths from 18.5 m - 27 m, road surface widths from 10.5 m - 17 m with spacious sidewalks and green strips on both sides
Fire protection system: fire hydrants are built throughout the industrial park with a service radius of 150 m per hydrant.
In addition, Nam Sơn - Hạp Lĩnh Industrial Park is also built with other infrastructure utilities such as a separate rainwater drainage system, the ground is leveled with an elevation from +5 m to + 5.45 m; lighting system; static parking lot to serve the transportation of workers; information and communication system and landscape trees

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT NAM SON - HAP LINH INDUSTRIAL PARK
Infrastructure usage fee: 165 USD/m2/entire lease term, may vary depending on the location of the leased land plot
Infrastructure management and maintenance fee: 0.7 USD/m2/year
Annual land rent: applied according to the decision of the People's Committee of Bắc Ninh province at each time.
Electricity supply price: Applied according to the decision of the People's Committee of Bắc Ninh province at each time
Water supply price: 10,500 VND/m2 and may be changed according to the decision of Bắc Ninh province
Wastewater treatment fee: 0.4 USD/m3, depending on the quality of incoming wastewater

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT NAM SON - HAP LINH INDUSTRIAL PARK
According to the plan, Nam Sơn - Hạp Lĩnh Industrial Park has a total industrial land area of 204.13 ha (accounting for 68.04% of the total planned area). Currently, the Industrial Park has carried out compensation for site clearance and construction of industrial infrastructure for an area of nearly 200 ha and is continuing to implement compensation, site clearance and infrastructure construction for the remaining area. For the implemented area, Nam Sơn - Hạp Lĩnh Industrial Park has leased over 60% of the area with warehouse, factory for lease projects and projects to produce phone components and screens. Typically, the electronic component production project of GOERTEK with a scale of more than 62 ha was newly started in May 2023. All projects are in the process of completion to go into operation. At the same time, Nam Sơn - Hạp Lĩnh industrial park is also being continuously completed by the investor for the remaining land areas.
