The Expanded Dong Van I Industrial Park enjoys a prime location, situated right next to the Vuc Vong interchange leading to the Cau Gie - Ninh Binh Expressway, just over 40 km from the center of Hanoi. It offers convenient connectivity to neighboring provinces such as Ninh Binh, Hung Yen, Hai Duong, Nam Dinh, and Thai Binh. Additionally, with a large labor force (approximately 479,949 workers in Ha Nam province), the park is poised to become an attractive new investment destination in Ha Nam.

I. OVERALL INFORMATION ABOUT EXPANDED DONG VAN I INDUSTRIAL PARK

The Expanded Dong Van I Industrial Park, officially named Dong Van I Industrial Park Expansion - Northeast of Vuc Vong Interchange, has been planned for development in two phases by the government. In Phase 1 - Zone A, the Prime Minister approved the investment policy through Decision No. 411/QD-TTg dated May 22, 2021, granting Plastic Chemicals Group Joint Stock Company the right to develop and operate the park"s infrastructure. The project has a registered investment capital of VND 1,103 billion, as per Investment Certificate No. 80113860427, issued by the Ha Nam Industrial Park Management Board on April 29, 2021. Under Decision No. 411/QD-TTg, the Expanded Dong Van I Industrial Park is planned to cover 100 hectares, located in Bach Thuong Ward, Duy Tien Town, Ha Nam Province.
On May 27, 2022, Plastic Chemicals Group Joint Stock Company was further approved for the investment policy to develop and operate the infrastructure of Expanded Dong Van I Industrial Park - Northeast of Vuc Vong Interchange (Phase 2 – Zone B). This approval was granted under Decision No. 648/QD-TTg, allowing the development of an additional 49 hectares in Bach Thuong Ward and Yen Bac Ward, Duy Tien Town, Ha Nam Province.

II. INFRASTRUCTURE INFORMATION OF THE INDUSTRIAL PARK

Power supply system: The power supply for production at Expanded Dong Van I Industrial Park is secured from the national grid through an internal 110kV/22kV substation built exclusively for the industrial park, with a designed capacity of 2x63MVA. Additionally, the park invests in a low-voltage distribution system, ensuring power connection to each land plot within the area.
Water supply system: The clean water supply for production is provided by Song Hong Water Plant, with a Phase I capacity of 100,000 m3/day. The water distribution network consists of a looped system combined with branch pipelines ranging from D110 to D300 in diameter, supplying water directly to each land plot.
Wastewater treatment system: The industrial park features a centralized industrial wastewater treatment plant with a capacity of 2,500 m3/day-night, ensuring adequate treatment for industrial production. Wastewater volume is estimated at 80% of the total water consumption. Domestic wastewater is collected and processed separately in a domestic wastewater treatment plant with a capacity of 3,500 m3/day-night.
Internal road system: The internal road network is designed in a grid system, facilitating efficient transportation within the park. The main roads have a pavement width of 22.5m, while branch roads are 15m wide, accommodating large vehicles conveniently.
Telecommunication system: The telecommunication system in the industrial park is powered by Dong Van Control Station with a capacity of approximately 15,000 lines. The development plan includes the construction of underground fiber optic cable conduits, cable pits, and tunnels along sidewalks, scheduled for implementation in 2022.
Fire fighting and protection system: The fire protection system shares the industrial park’s water supply infrastructure. Fire hydrants are connected to the main transmission and distribution network with a diameter of 100mm, strategically placed along sidewalks, main roads, and intersections, ensuring a 120m distance between hydrants for optimal fire safety.
Stormwater drainage system: The park already has an existing drainage canal and pumping station with a capacity of 5x4,000 m3/h. The stormwater drainage network will be expanded to surround the industrial park, divided into two drainage basins to accommodate long-term capacity as the park reaches full occupancy. The drainage network is constructed with reinforced concrete culverts (BTCT) along sidewalks. Additionally, the system includes collection wells, inspection manholes, and step-pumping stations to direct water efficiently to the wastewater treatment facility.

III. LAND LEASE PRICES & INVESTMENT INCENTIVES AT EXPANDED DONG VAN I INDUSTRIAL PARK

Land lease price: 95 USD/m2 (until 2071, VAT excluded).
Price varies depending on location and leased land area.
Management fee: 12,000 VND/m2/year (VAT excluded).
Annual land rental fee: As per the regulations of the Ha Nam Provincial People's Committee.

Apply tax rate of 20%. Of which, 100% corporate income tax is exempted in the first 2 years, 50% reduction in the next 5 years. The time to enjoy incentives is calculated from the time the project generates revenue but no later than 4 years from the time the project comes into operation.

IV. INVESTMENT SITUATION AT EXPANDED DONG VAN I INDUSTRIAL PARK

As soon as the investment policy was approved, the investor promptly initiated the land compensation and site clearance process. To date, the site clearance for Zone A, covering an area of 100 hectares, has been completed.
According to the plan, the investor is finalizing land leveling and developing essential infrastructure, including electricity, water supply, internal roads, and wastewater treatment systems. A 50-hectare land parcel is expected to be handed over in Q4 2022 to meet the land lease demands of investors in Ha Nam Province.
