Phúc Điền mở rộng Industrial Park - Hải Dương Province

I. LEGAL INFORMATION AND LOCATION OF PHUC DIEN EXTENSION INDUSTRIAL PARK

Phúc Điền mở rộng Industrial Park was approved to be added to the general plan for the development of industrial parks in Vietnam according to Official Letter No. 128/Tg-KTN dated January 22, 2009, of the Prime Minister with a planned area of 200 hectares. In April 2009, the investment project to build Phúc Điền mở rộng IP was assigned to CTX Holdings as the investor. In May 2012, the Hải Dương Provincial People's Committee approved the detailed construction plan at a scale of 1/2000 for Phúc Điền mở rộng IP with a total area of 214.57 hectares, with planning boundaries belonging to Vĩnh Hồng, Vinh Tuy and Hùng Thắng communes, Bình Giang district. On July 14, 2014, Phúc Điền mở rộng Industrial Park was approved to adjust the planned area from 200 hectares to 214.57 hectares (an increase of 14.57 hectares).
Although assigned to develop the project since 2009, by 2019, CTX Holdings had requested to terminate the investment policy for the Phúc Điền mở rộng IP project due to financial problems and operational orientation. In the same year, Trung Quy - Bac Ninh Investment Joint Stock Company requested Hải Dương province to consider and assign the investment of Phúc Điền mở rộng IP.

On March 19, 2021, Trung Quy - Bac Ninh Investment Joint Stock Company was officially approved for the investment policy to become the investor of Phúc Điền mở rộng IP under Decision No. 398/QD-TTg of the Prime Minister. The project has an investment capital of more than VND 1,800 billion, is expected to be completed in 36 months and has an operating term of 50 years (until the end of March 19, 2071). Phúc Điền mở rộng IP was then officially established according to Decision No. 995/QD-UBND dated March 31, 2021, of the Hải Dương Provincial People's Committee and was granted an Investment Registration Certificate by the Hải Dương Provincial Industrial Zones Management Board on April 5, 2021.

After being assigned to invest in Phúc Điền mở rộng IP, Trung Quy - Bac Ninh Company proposed to Hải Dương province to adjust the area of Phúc Điền mở rộng IP from 214.57 hectares to 235.647 hectares and was approved by the Hải Dương Provincial People's Committee in Decision No. 1553/QD-UBND dated June 6, 2022, approving the adjusted zoning plan of Phúc Điền mở rộng IP at a scale of 1/2000. Accordingly, after the adjustment, the total area of the Phuc Dien IP planning study increased from 219.94 ha to 246.54 ha, of which the industrial park construction land area increased from 214.57 ha to 235.64 ha and the industrial land area for lease increased from 158.21 ha to 160.76 ha (an increase of 2.55 ha)

II. INFRASTRUCTURE SYSTEM OF PHUC DIEN EXTENSION INDUSTRIAL PARK

Internal traffic system: the main axis of Phúc Điền mở rộng IP adjacent to DT394B has a cross-section width of 51m with a road surface width of 30m including 8 lanes; the branch roads in the industrial park have a cross-section width from 16m - 19.5m - 21.25 m, of which the road surface width is from 7.5m - 12 m
Power supply system: the power source for production at Phúc Điền mở rộng IP is taken from the national power grid through a 35 KV line passing through the planned area of the industrial park. The expected power supply capacity is 45 MVA, the lines are connected to each land plot in the industrial park. 
Water supply system: expected to be supplied from the existing clean water plant of Bình Giang district with an expected water supply capacity of 20,000 m3/day and night through DPE D110-D400 water supply pipes connected to each land plot in the industrial park.
Wastewater treatment system: All production wastewater in Phúc Điền mở rộng Industrial Park will be collected and treated at the industrial park's centralized wastewater treatment station with a designed capacity of 15,000 m3/day and night to reach standard A before being discharged into the environment.
Information and communication system: The industrial park arranges a system of manholes and cable ducts under the sidewalks of traffic routes in the industrial park. Investors can connect directly and provide services by suppliers
Other infrastructure utilities: Fire protection water supply system and fire protection equipment, pumping stations are built completely; rainwater and surface water drainage system is arranged independently from the wastewater drainage system in the industrial park; Lighting and green tree systems are built along traffic routes; The industrial park area is leveled with an elevation from +2.7m to +3.0m.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT PHUC DIEN EXTENSION IP

Management and infrastructure maintenance fee: USD 0.8/m2/year, may vary depending on the time

Wastewater treatment fee: Depends on the quality of the incoming wastewater (Calculated as 90% of the amount of clean water used)

Tax incentives at Phúc Điền mở rộng Industrial Park: 100% exemption from CIT for the first 02 years and a 50% reduction in CIT for the next 04 years. The time to apply the incentive is from the time the enterprise earns taxable income or from the fourth year of operation, whichever comes first

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT PHUC DIEN EXTENSION IP

Currently, Phuc Dien Extension Industrial Park has completed clearing part of the area of the industrial park, building infrastructure and putting part into operation since the end of 2024. As of the beginning of 2024, Phúc Điền mở rộng Industrial Park has had more than 10 secondary investment projects granted Investment Registration Certificates. The investor is continuing to implement industrial infrastructure construction on the remaining areas.
