Bình Minh Industrial Park - Vĩnh Long Province

I. LEGAL INFORMATION AND LOCATION OF Bình Minh INDUSTRIAL PARK

On January 15, 2002, the Prime Minister agreed to the policy of building the Bình Minh industrial park in Vĩnh Long province under Document No. 262/VP-CN in the form of 100% foreign investment capital. On August 21, 2006, the Bình Minh Industrial Park was approved by the Prime Minister for addition to the planning of industrial parks in Vietnam under Decision No. 1107/QD-TTg with a planned area of 162 hectares. Initially, the project was expected to be invested by Lumeka Trading Company (Singapore), but during the implementation process, this investor refused to implement the project, so Vĩnh Long province chose to replace it with a domestic investor, Hoang Quan Real Estate TV-TM-DV Joint Stock Company (Hoang Quan Company) as the investor under Document No. 538/UB dated April 5, 2003.
The Bình Minh Industrial Park was granted Investment Certificate No. 54221000004 on February 1, 2007 by the Management Board of Industrial Parks of Vĩnh Long Province to Hoang Quan Company and was officially established under Decision No. 1537/QD-UBND dated March 31, 2007 of the People's Committee of Vĩnh Long Province with an established area of 134.82 hectares (of which the area of industrial land for lease is 99.56 hectares), the project implementation location is in Mỹ Hòa commune, Bình Minh town, Vĩnh Long province. On May 31, 2007, the project was approved by the People's Committee of Vĩnh Long province for a construction plan with a scale of 1/2000 under Decision No. 1047/QD-UBND, the boundary to the North and Northeast of the industrial park borders the Bình Minh urban area, the South and Southwest borders the Hau River, and the Northwest borders the Can Tho Expressway.

On May 13, 2008, Bình Minh IP was approved by the Prime Minister to change the investment form and planning area under Official Dispatch No. 700/TTg-KTN. Specifically, the industrial park was changed to 100% domestic investment capital. At the same time, the planned area was adjusted from 162 ha to 132 ha, the remaining 30 ha was converted into land for building houses for experts, workers and services.

II. INFRASTRUCTURE SYSTEM OF Bình Minh IP

Internal traffic system: The main axis of the industrial park has a cross-sectional width of 40m, the branch roads have a cross-sectional width of 27m-40m, sidewalks, green trees, lighting systems are arranged and built in a checkerboard pattern.
Power supply system: The power source for production at Bình Minh IP is guaranteed to be supplied by Vĩnh Long Power Company through a 110KV/22KV transformer station with a capacity of 25 MVA. The 22KV lines are routed above ground to each land plot in the industrial park
Water supply system: The clean water source for production at Bình Minh industrial park Vĩnh Long is guaranteed to be supplied by two sources, including an on-site clean water plant with a capacity of 7,000 m3/day and night and a clean water plant in Vĩnh Long.
Wastewater treatment system: all production wastewater in the industrial park is collected and treated at the industrial park's centralized wastewater treatment station with a treatment capacity of 5,000 m3/day and night, treated wastewater meets column A standards before being discharged into the Hau River.
Telecommunications system: telephone network with 5000 subscribers and telecommunications network, high-speed internet

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT Bình Minh IP
