Hoa Phu Industrial Zone - Vĩnh Long Province

I. LEGAL INFORMATION AND LOCATION OF HOA PHU INDUSTRIAL PARK VINH LONG

Hoa Phu Industrial Park Vĩnh Long was formerly Bac My Thuan Industrial Park (established under Decision 1126/QD-CP dated December 18, 1998) with the initial planning location in Long Ngai commune and the initial planning area of 73 ha. On August 8, 2002, the Prime Minister approved the adjustment to replace Bac My Thuan Industrial Park with a new industrial park named Hoa Phu Industrial Park with a planned size of 250 ha and adjusted the planning location of the Industrial Park to Hoa Phu commune, Long Ho district.
Hoa Phu Industrial Park - Vĩnh Long was approved for investment in 2004 with a phase 1 area of 137.1 ha, which was later adjusted down to 121.59 ha during implementation (of which the area of industrial land for lease is 94.8 ha), with a total investment of 103 billion VND, invested by the state budget and completed construction and put into operation from 2006. On September 29, 2009, in Official Dispatch No. 1816/TTg-KTN, the Prime Minister approved the expansion of Hoa Phu Industrial Park (phase 2) with an area of 130 ha, and at the same time added Hoa Phu Industrial Park Vĩnh Long province to the planning of industrial parks in Vietnam.

On August 14, 2007, the Hoa Phu Industrial Park Project - Phase II was assigned by the People's Committee of Vĩnh Long province to Hoa Phu Joint Stock Company to invest in construction and business of infrastructure. On August 31, 2007, Hoa Phu Industrial Park phase II was approved by the People's Committee of Vĩnh Long province for detailed planning. construction ratio of 1/2000 in Decision No. 1752/QD-UB with a total approved planning area of 137.16 ha (including 129.91 ha of industrial park land and 7.25 ha of land outside the industrial park), then the area of industrial park land was adjusted down to 129.38 ha (of which the area of industrial land for lease is 94.95 ha). The Hoa Phu Industrial Park phase II project officially went into operation in 2010 with an operating term of 50 years (2010-2060). The total area of phase I and phase II after being put into operation is 250.97 ha. According to the planning of Vĩnh Long province for the period 2021-2030 approved by the Prime Minister, Hoa Phu Industrial Park is expected to be planned for phase 3 expansion with a planned area of 157 ha.

II. HOA PHU INDUSTRIAL PARK VINH LONG INFRASTRUCTURE SYSTEM

Internal traffic system: traffic routes in Hoa Phu Industrial Park are arranged in a checkerboard pattern, the road width of the main axis is 15m and the branch roads are 8m, all are arranged with sidewalks on both sides with a width of 6-8.5m with trees and lighting systems on both sides of the road.
Power supply system: the power supply at Hoa Phu Industrial Park is guaranteed to be supplied by Vĩnh Long Electricity Company from the national grid through 22kV lines running above ground to each plot of land in the industrial park.
Water supply system: is supplied by Vĩnh Long Water Supply Joint Stock Company from Hoa Phu water supply station with a capacity of 15,000 m3/day and night, ensuring for factories operating in the Industrial Park
Wastewater treatment system: the industrial park's centralized wastewater treatment plant has a total treatment capacity of 6,900 m3/day and night, of which the capacity of phase 1 and phase 2 is 2,900 m3/day and night and 4,000 m3/day and night respectively, which was invested and completed in 2009. Wastewater after treatment will meet column A standards before being discharged into the environment.

III. LAND LEASE COST OF HOA PHU INDUSTRIAL PARK VINH LONG

Land and infrastructure rental price: 160 USD/m2/entire remaining lease term. The rental unit price may vary depending on the location and area of land leased.
Infrastructure management and maintenance fee: 0.2 USD/m2/year, calculated on the area of land leased.

Hoa Phu Industrial Park phase I was invested by the state budget, right from the construction process, many investors registered to lease land to implement the project and was 100% filled before completing infrastructure construction (year 2008). For phase II invested by Hoa Phu Joint Stock Company, the infrastructure has now been completed and leased to fill over 80% of the industrial land area. The total of two phases of the project has attracted 35 investment projects
