I. LEGAL INFORMATION AND LOCATION OF KIM HOA INDUSTRIAL PARK

Kim Hoa Industrial Park was established and approved for phase I of the investment project under Decision No. 679/QD-TTg dated August 01, 1998 of the Prime Minister with a total planned area of ​​264.11 hectares, of which phase 1 is 50 hectares, with planned locations in Kim Hoa, Phuc Thang, Thanh Lam communes, Me Linh district, Vinh Phuc.
Kim Hoa Industrial Park construction investment project phase I has the investor being the Agricultural Marketing and Investment and Rural Development Company - Ministry of Agriculture and Rural Development with an investment capital of over 95 billion VND. The project was later changed to the Urban and Industrial Zone Development Investment Corporation - Ministry of Construction (IDICO) under Decision No. 1222/2002/QD-TTG dated December 19, 2002 issued by the Prime Minister.
In 2008, a portion of Me Linh District"s remaining area was merged into Ha Noi, causing Kim Hoa Industrial Park to be divided into two parts. One part fell under Ha Noi’s jurisdiction (yet to be developed), while the other remained within the boundaries of Phuc Thang ward, Phuc Yen town (now Phuc Yen City), Vinh Phuc.

In terms of nature, Kim Hoa Industrial Park was developed as a multi-sector industrial zone, focusing on attracting investment projects in the following fields: building materials production, motorcycle and equipment manufacturing and repair, industrial and food processing, mechanical manufacturing, machinery and steel fabrication, and other non-polluting industries.
In terms of regional linkage, Kim Hoa Industrial Park is located at the border between Vinh Phuc and Ha Noi, offering exceptionally convenient transportation connectivity, specifically:

Power supply system: the power supply for production at Kim Hoa Industrial Park is sourced from the 110/22kV Soc Son substation and the 110kV Dong Anh substation via 22kV power lines connected to individual land plots within the industrial park.
Water supply system: Kim Hoa Industrial Park receives its water supply from treated groundwater at the Quang Minh water treatment plant, which has a capacity of 14,000 m3/day and night, effectively meeting the needs of businesses operating within the park.
Wastewater treatment system: all industrial wastewater in the industrial park is treated by the park"s centralized wastewater treatment plant before being discharged into the environment. The treatment plant has an initial capacity of 4,000 m3/day and night, with the potential to increase capacity based on actual treatment needs.
Drainage system: arranged separately from the wastewater drainage system and is directly connected to the receiving source.
Internal and external transportation system: the internal roads within the industrial park range from 8m to 15m in width and are designed synchronously to effectively meet the transportation and logistics needs of businesses. Additionally, a lighting system and green spaces are integrated to enhance the landscape and minimize environmental impact. Externally, Kim Hoa Industrial Park is located adjacent to National Highway 2A and the Ha Noi - Lao Cai - Kunming railway, ensuring seamless transportation connectivity for the industrial park.
Telecommunication system: provided by major telecom operators, offering a variety of services such as telecommunications, internet, and fax, with connectivity customized to meet specific requirements.

III. LAND LEASING COSTS AND INVESTMENT INCENTIVES AT KIM HOA INDUSTRIAL PARK
