I. LEGAL INFORMATION AND LOCATION OF THAI HOA - LIEN SON - LIEN HOA INDUSTRIAL PARK
Thai Hoa - Lien Son - Lien Hoa Industrial Park was approved to be added into the plan of industrial parks in Vinh Phuc under Official Dispatch No. 1581/TTg-KTN dated September 03, 2009 issued by the Prime Minister with a projected planned area of 600 hectares.The site was approved by Vinh Phuc provincial People’s Committee for a detailed plan on a total area of 498.95 hectares with two subdivisions including:
1. Thai Hoa - Lien Son - Lien Hoa Industrial Park - Zone 1 (or Thai Hoa Industrial Park, Bac Binh)
- It was approved for a detailed plan at a scale of 1/2000 under Decision No. 3424/QĐ-UBND dated November 26, 2013 issued by Vinh Phuc provincial People’s Committee.
- It has an area of 283.37 hectares, located in Thai Hoa and Bac Binh communes, Lap Thach district, Vinh Phuc.
- It currently does not have an infrastructure investor.
2. Thai Hoa - Lien Son - Lien Hoa Industrial Park - Zone 2 (or Lien Son, Lien Hoa, Hoa Son, Tu Du Industrial Park)
- It was approved for a detailed plan at a scale of 1/2000 under Decision No. 3425/QĐ-UBND dated November 26, 2013; adjusted for the first time under the 1/2000 zoning plan under Decision No. 1280/QĐ-UBND dated May 21, 2021.
- It has a planned area of 281.2981 hectares, located in Hoa Son town, Lien Son, Lien Hoa, Tu Du communes, Lap Thach district, Vinh Phuc. Of this, the industrial land area is 215.58 hectares, accounting for 76.64% of the total planned area.
- It was approved by the Prime Minister for the phase 1 investment policy under Decision No. 283/QĐ-TTg dated February 26, 2021. Phase 1 of the project has an area of 145.27 hectares, located in Hoa Son and Lien Hoa town. The project is invested by Amane Investment Joint Stock Company with a total investment capital of over 774 billion VND and an operating duration of 50 years (2021-2071).
In terms of nature, Thai Hoa - Lien Son - Lien Hoa Industrial Park is planned as a multi-sector industrial park, with a focus on attracting investment projects in the following fields: building material production; agricultural, forestry, and food processing industries; textile and consumer goods manufacturing, etc.
In terms of regional linkage, Thai Hoa - Lien Son - Lien Hoa is located adjacent to the connecting road between DT 307 and National Highway 2B, and also:
- 46km from Noi Bai international airport
- 74km from Ha Noi city center
- 24km from Vinh Yen city center
- 17km from Ha Noi - Lao Cai Highway
- 190km from Hai Phong port
II. INFRASTRUCTURE SYSTEM AT THAI HOA - LIEN SON - LIEN HOA INDUSTRIAL PARK
Power supply system: the electricity for operations and production in the industrial park is provided by the 110/35/22kV Dao Tu substation through a 22kV overhead power line, supported by centrifugal concrete poles, and connected to each land lot within the industrial park.Water supply system: the clean water supply for production in the Thai Hoa - Lien Son - Lien Hoa Industrial Park is sourced from the Dong Tinh Water Plant, which has a capacity of 80,000 m³ per day and night. The water is distributed through a pipeline system designed to run along the roads within the industrial park.
Wastewater treatment system: the industrial park is planned to have two centralized wastewater treatment plants located in the East and South, with a total treatment capacity of 8,500 m³ per day and night. These facilities are designed to treat incoming wastewater from Standard C to Standard A according to Viet Nam"s technical regulations before being discharged into the environment.
Internal road system: The main road of the Thai Hoa - Lien Son - Lien Hoa Industrial Park is the connecting route between DT 307 and National Highway 2B, with a cross-sectional width of 36 meters, including a carriageway width of 2 × 10.5m. The branch roads within the industrial park have cross-sectional widths ranging from 19.5m to 24.0m, with carriageway widths of 15 to 16.5m, ensuring convenient transportation connectivity.
Telecommunication system: a standard system is pre-installed and ready for connection based on investors" needs.
Fire fighting and prevention: fire hydrants are installed along the roads within the industrial park, spaced at intervals of 120m to 150m.
Other infrastructure facilities: the stormwater drainage system is independent of the wastewater drainage system; lighting system; green spaces; parking areas; ground elevation ranging from +21.0m to +28.0m; parking lots.
III. LAND LEASING COSTS AND INVESTMENT INCENTIVES AT THAI HOA - LIEN SON - LIEN HOA INDUSTRIAL PARK
Infrastructure Usage Fee: $75/m2 for the entire lease term, subject to change depending on location and leased land area.Infrastructure Management & Maintenance Fee: $0.66/m2/year.
Annual Land Lease Fee: Applied according to decisions of the Vinh Phuc provincial People"s Committee at each specific time.
Electricity Price: Applied according to EVN"s electricity pricing schedule.
Water Supply Price: VND 14,000/m3, subject to change based on Vinh Phuc province"s regulations.
Wastewater Treatment Fee: $0.72/m3, depending on the quality of incoming wastewater.

Investment Incentives at Thai Hoa - Lien Son - Lien Hoa Industrial Park
Corporate income tax incentives: 100% tax exemption for the first 2 years and a 50% reduction in payable tax for the following 4 years for new investment projects in the industrial park.
Import tax incentives: import tax exemption for goods on the preferential tax list, imported to create fixed assets for enterprises.
IV. STATUS QUO OF ATTRACTING INVESTMENT AT THAI HOA - LIEN SON - LIEN HOA INDUSTRIAL PARK
Currently, the industrial park"s investor is coordinating with regulatory agencies to complete land compensation and site clearance procedures in preparation for land leveling and infrastructure construction. At the present, there are 03 projects in operation in the industrial park, which are the brick production project of A My Brick Factory and Lap Thach Brick Company; the leather shoe production project of Hoa Sen Shoe Company. These are projects in the planning area of the industrial park, formed before the time the industrial park was approved for investment policy.
