I. LEGAL INFORMATION AND LOCATION OF LAP THACH I INDUSTRIAL PARK

Lap Thach I Industrial Park was approved to be included in the plan of industrial parks in Vinh Phuc under Official Dispatch No. 1581/TTg dated September 03, 2009 issued by the Prime Minister with a projected planned area of about 150 hectares. On May 11, 2025, Lap Thach I Industrial Park was approved by Vinh Phuc provincial People’s Committee for its detailed plan at a scale of 1/500 under Decision No. 1203/QĐ-UBND. According to the approved planning content, Lap Thach I Industrial Park covers a planned area of 128.4643 hectares (reduces by 5.6569 hectares as compared with the initial plan approved by Vinh Phuc, due to the exclusion of residential areas, a vocational training center, and the Lap Thach town landfill from the plan). Of this, 89.9048 hectares is industrial land for lease, accounting for 69.98% of the total planned area of the industrial park.

The industrial park has a planned position located in the administrative boundaries of Lap Thach Town and Xuan Loi Commune, Lap Thach District, Vinh Phuc. It is bordered on all four sides by residential areas, agricultural land, and hilly terrain.

In terms of nature, Lap Thach I Industrial Park is a centralized-built industrial park with synchronous infrastructure, accommodating multi-sector industrial production using modern, advanced technology that does not cause pollution and is environmentally friendly.

In terms of regional linkage, Lap Thach I Industrial Park is located adjacent to Provincial Road 305 and:

- 49 km from Noi Bai International Airport

- 75 km from Ha Noi city center

- 24 km from Vinh Yen city, 20 km from Viet Tri city

- 149 km from Hai Phong Port

II. INFRASTRUCTURE SYSTEM AT LAP THACH I INDUSTRIAL PARK

Power supply system: The power supply for production activities in Lap Thach Industrial Park is currently provided by the existing Lap Thach substation. In the future, power supply will be replaced by a new 110/22kV substation in the Lap Thach area. The 22kV power lines are connected to each land plot within the industrial park and are overhead lines installed via centrifugal concrete poles.

Water supply system: Clean water for production at Lap Thach I Industrial Park is sourced from the Dong Tinh Water Plant (with a capacity of 80,000 m3/day and night) and the Duc Bac Water Plant (planned for construction). The water supply network is designed to serve domestic use, fire protection, and industrial production, with pipelines connected directly to each land plot within the industrial park.

Wastewater treatment system: All wastewater in the industrial park is treated by a centralized wastewater treatment system with a capacity of 1,500 m3/day and night in phase 1 and 2,700 m3/day and night in phase 2. The system is capable of treating wastewater from Standard C to Standard A in accordance with Vietnam’s environmental technical standards.

Internal transportation system: The main road of the industrial park has a width of 36 m, including 2 carriageways of 10.5 m each. Branch roads and auxiliary roads within the industrial park have a width of 24 meters, with carriageways ranging from 7.5 to 12 m. The entire internal road system is designed with green trees on both sides to create a pleasant landscape.

Telecommunication system: Optical fiber cables and telecommunication cables are installed in underground cable ducts located along the sidewalks of the internal roads, extending to each individual land plot within the industrial park.

Fire fighting and prevention: Fire hydrants are installed along all main roads within Lap Thach I Industrial Park, spaced at intervals of 120 to 150 m. These hydrants provide low-pressure water, ensuring timely and effective response to fire incidents within the industrial park.

III. INVESTMENT INCENTIVES AT LAP THACH I INDUSTRIAL PARK

Corporate income tax incentives: 100% corporate income tax exemption for the first 2 years and a 50% reduction for the following 4 years for new investment projects in the industrial park.

Import tax incentives: Exemption from import tax for goods on the list of tax-incentivized items that are imported to form fixed assets for the enterprise.

IV. STATUS QUO OF ATTRACTING INVESTMENT AT LAP THACH I INDUSTRIAL PARK

Currently, Lap Thach I Industrial Park is being promoted by Vinh Phuc to attract infrastructure investors for project implementation. We will continue to provide updates on the project’s progress as the industrial park is developed and an infrastructure investor is selected.
