Tam Duong I Industrial Park - Area 2 - Vinh Phuc

I. LEGAL INFORMATION AND LOCATION OF TAM DUONG I INDUSTRIAL PARK - AREA 2

Tam Duong I Industrial Park was approved by the Prime Minister for inclusion in the master plan of Viet Nam’s industrial parks under Official Dispatch No. 1581/TTg-KTN dated September 03, 2009, with a planned area of approximately 700 hectares.
Currently, Vinh Phuc provincial People’s Committee approved the detailed plan for approximately 400 hectares out of the total 700 hectares of Tam Duong I Industrial Park. Notably, the area of Tam Duong I Industrial Park - Area 2 was approved for 1/500 scale detailed construction planning under Decision No. 2397/QĐ-UBND dated September 24, 2020, with a planned area of 162.33 hectares, located within the administrative boundaries of Huong Dao Commune, Dao Tu Commune, and Hop Hoa Town, Tam Duong District. Within this, the industrial park land area is 156.76 hectares; the leasable industrial land area is 116.03 hectares (17.01% of the total planned area); the non-industrial land area is 5.57 hectares, including power line safety corridor infrastructure, land for religious and belief purposes, and irrigation canals.
On March 10, 2021, the investment policy for the project on construction and infrastructure business of Tam Duong I Industrial Park – Area 2 was approved by the Prime Minister under Decision No. 336/QĐ-TTg, designating Son Ha International Joint Stock Company as the project developer, with a total investment capital of over VND 1,300 billion. The project duration is 50 years.

In terms of nature, Tam Duong I - Area 2 is orientated as a multi-sector industry (including processing, manufacturing, and supporting industries with modern and advanced technologies causing little impact on the environment), combined with logistics services. The park is intensively developed with synchronized and modern technical infrastructure. Tam Duong I Industrial Park focuses on attracting investment projects in the following sectors: processing and manufacturing industries; food and beverage production; building materials, rubber, and plastics production; electrical and electronic equipment manufacturing; supporting industries; transportation and warehousing, among others.
In terms of regional linkage, Tam Duong I Industrial Park is bordered to the Northwest, East, Northeast, and Southwest by cultivated land and neighboring residential areas, and to the South by the ring road of Tam Duong I Industrial Park. Additionally:

- 50 km from Ha Noi city center, 10 km from Vinh Yen city center

II. INFRASTRUCTURE SYSTEM AT TAM DUONG I INDUSTRIAL PARK - AREA 2

Power supply system: the power supply for production at Tam Duong I Industrial Park - Area 2 is sourced from the 110/35/22kV Tam Duong substation located near the site, with a capacity of 2*63 MVA. The 22kV transmission lines are connected to each land lot within the industrial park, and routed overhead along the internal road system.
Water supply system: The water supply for production at Tam Duong I Industrial Park - Area 2 is initially sourced from Dong Tinh water plant. In the long-term, the water supply will be replaced by Yen Binh water plant in Song Lo district.
Wastewater treatment system: All wastewater at Tam Duong I Industrial Park is treated by a centralized wastewater treatment plant with a capacity of 3,873 m3/day and night, ensuring it reaches at least Standard B before being discharged into the Son Cao – Dao Tu canal.
Internal traffic road system: The main road of Tam Duong I Industrial Park - Area 2 connecting to external transport routes is designed with a cross-sectional width ranging from 36 m to 48 m (with a carriageway width of 2 × 10.5 m). Branch roads within the industrial park have widths ranging from 14.5 m to 24.0 m, with carriageway widths from 7.5 m to 12 m. The roads are constructed with a macadam base and asphalt concrete surface, accompanied by sidewalks and greenery on both sides.
Telecommunication system: The system is invested and constructed synchronously with the technical infrastructure within the area. It is installed underground through conduit pipes beneath the sidewalks, running along the traffic routes within the industrial park.
Fire fighting and protection system: The low-pressure water system includes a network of fire hydrants installed at intervals of 100 to 150 meters per hydrant.
Other infrastructure facilities: The industrial park is invested in a concentrated green tree system, isolated green trees; leveling the ground from +16.00 m to +19.00 m; independent rainwater drainage system; solid waste collection system.

III. LAND LEASING COSTS AND INVESTMENT INCENTIVES AT TAM DUONG I INDUSTRIAL PARK - AREA 2

Infrastructure Usage Fee: 95–100 USD/m² until 2071. The unit price may vary depending on the size and location of the leased land plot.
Infrastructure Management and Maintenance Fee: 0.5 USD/m2/year
Annual Land Rent: Currently, the industrial park is exempt from annual land rent. After the exemption period ends, the rental rate will be applied in accordance with the decision issued by the People’s Committee of Vinh Phuc.
Electricity Supply Price: Applied according to EVN"s pricing schedule (1,007 VND – 2,871 VND/kWh)
Water Supply Price: 15,800 VND/m3, subject to change based on the water supplier’s pricing
Wastewater Treatment Fee: Depends on the quality of the incoming wastewater

Investment incentives at Tam Duong I Industrial Park - Area 2
Corporate income tax Incentives: 100% exemption of corporate income tax for the first 2 years and a 50% reduction in payable tax for the subsequent 4 years.
Import tax incentives: Exemption from import tax for goods on the preferential tax list that are imported to form fixed assets for the enterprise.

IV. STATUS QUO OF ATTRACTING INVESTMENT AT TAM DUONG I INDUSTRIAL PARK - AREA 2

Currently, the industrial park is in the process of site clearance and basic infrastructure development. The total cleared land area of the project is approximately over 70 hectares, and basic infrastructure construction is expected to be completed by Q4/2023. On April 28, 2023, the investor of Tam Duong I Industrial Park officially held the groundbreaking ceremony for the project, with the attendance of a large number of local residents as well as leaders from local and central government agencies.
