I. LEGAL INFORMATION AND LOCATION OF CHAN HUNG INDUSTRIAL PARK
Chan Hung Industrial Park was approved as an addition to the master plan of industrial parks in Viet Nam under Decision No. 1107/QĐ-TTg dated August 21, 2006, issued by the Prime Minister, with a projected planned area of 80 hectares. On August 29, 2006, Vinh Phuc provincial People’s Committee assigned the Viet Nam Glass and Ceramics Corporation under the Ministry of Construction (also known as VIGLACERA) as the investor responsible for the development and operation of infrastructure in Chan Hung Industrial Park, pursuant to Decision No. 2045/QĐ-UBND.
On November 30, 2007, Chan Hung Industrial Park had its 1/2000-scale plan approved by Vinh Phuc provincial People’s Committee under Decision No. 3532/QĐ-UBND, with a planned land area of 131,31 hectares. On July 31, 2013, the detailed 1/2000-scale plan for Chan Hung Industrial Park was revised under Decision No. 1975/QĐ-UBND. Accordingly, the site’s area was reduced from 131.31 hectares to 129.75 hectares, of which the leased industrial land area was 90.4 hectares, accounting for 69.67% of the planned area.
On September 06, 2014, Chan Hung Industrial Park was assigned to the new investor, FLC Group Joint Stock Company, by Vinh Phuc provincial People’s Committee under Decision No. 2420/QĐ-UBND, with a projected total investment of over 1,100 billion with a projected total investment of over VND 1,100 billion. However, since the group was appointed as the investor, FLC has not been able to implement any constructing activities due to the bottlenecks of compensation, site clearance, and land allocation procedures. At the same time, at the time when the site was assigned to FLC, pursuant to the new Investment Law (2014), the selection of investor for Chan Hung Industrial Park was required to be conducted through a land use rights auction. Therefore, on June 27, 2019, Vinh Phuc provincial People’s Committee issued Official Dispatch No. 1561 on the revocation and annulment of all decisions related to the assignment of the Chan Hung Industrial Park project to FLC in order to to select a new investor in accordance with the law via auction after the completion of compensation and site clearance.
(Planning of Chan Hung Industrial Park) In terms of nature, Chan Hung is an industrial park comprising industries causing less impact on the environment, oriented to attract key industries construction material manufacturing; mechanical assembly; electrical and electronic industries; textiles and garments; agricultural, forestry, and food processing, along with other industries.
In terms of regional linkage, Chan Hung Industrial Park is planned to be located in the administrative boundary of Chan Hung Commune, Vinh Tuong District, and adjacent to National Highway 2A on the Vinh Yen - Viet Tri route. It borders the railway corridor to the north, the service road along National Highway 2A to the south, the access road to Huong Lai Station to the west, and So Stream as well as Hop Thinh Industrial Cluster to the east. II. INFRASTRUCTURE OF CHAN HUNG INDUSTRIAL PARK
According to the approved detailed 1/2000 plan, Chan Hung Industrial Park has a system of infrastructure including:
Power supply system: the power supply for production in Chan Hung Industrial Park is sourced from the 110kV/22kV Vinh Tuong substation, which is managed by Vinh Phuc Power Company, and is connected to each land plot in the industrial park as required.
Water supply system: the water supply for production in Chan Hung Industrial Park is provided by Hop Thinh Water Plant, with a capacity of 16,000 m3/day and night, via a pipeline running along National Highway 2. When the site operates stably, the water source will be replaced by Song Lo Clean Water Plant, which has a capacity of 100,000 m3/day and night.
Wastewater treatment system: all wastewater in the industrial park is collected and treated at a centralized wastewater station with a capacity of 3,000 m3/day and night before being discharged into the environment.
Internal transportation system: the main road of Chan Hung Industrial Park has a cross-sectional width of 62 m, including a carriageway width of 2 x 10.5 m with a median strip and greenery on both sides. Internal branch roads have cross-sectional widths ranging from 21.5 to 31 m, with carriageway widths between 10.5 and 15 m.
Fire fighting and protection system: fire hydrants are installed along the main traffic routes within Chan Hung Industrial Park, ensuring effective fire prevention and firefighting capabilities.
Telecommunication system: telecommunication services are provided by Vinh Phuc provincial Post Office based on the specific needs of investors operating within the industrial park.
Other infrastructure facilities: the park is equipped with a lighting system, landscaping and green areas, a stormwater drainage system, parking areas, an administrative center, and ground leveling with elevations ranging from +11.0 m to +12.4 m.
III. STATUS QUO OF INVESTMENT AT CHAN HUNG INDUSTRIAL PARK
At present, after being revoked from the former investor FLC, Chan Hung Industrial Park has yet to identify a new infrastructure investor. As a result, infrastructure development has not yet commenced. Vinh Phuc Province is actively addressing related issues to quickly attract a capable new investor to continue the project’s implementation.
