Tam Duong II (Zone B) Industrial Park

I. LEGAL INFORMATION AND LOCATION OF TAM DUONG II INDUSTRIAL PARK

Tam Duong II Industrial Park is approved by the Prime Minister to be added into the plan of industrial parks in Vinh Phuc under Official Dispatch No. 1581/TTg-KTN dated September 03, 2009 with a projected planned area of 750 hectares. Currently, Vinh Phuc provincial People’s Committee has approved the detailed plan for approximately 400 hectares out of the total planned 750 hectares. Accordingly, Tam Duong II Industrial Park has now been approved for its plan as follow:

Tam Duong II Industrial Park - Zone A: has a total area of 135.1669 hectares (adjusted from the initial area of 180.1357 hectares). Its investor is Vitto - VP Co., Ltd. For detailed information, please refer to TAM DUONG II INDUSTRIAL PARK - ZONE A.

Tam Duong II Industrial Park - Zone B: has a planned area of 185.6 hectares, including two subdivisions of B1 and B2. The detailed plan adjustment project was approved at a scale of 1/500 under Decision No. 1889/QĐ-UBND dated August 17, 2018 issued by Vinh Phuc provincial People’s Committee. The project is planned to be located in Dong Tinh and Hoang Hoa communes, Tam Duong district as well as Tam Quan and Dai Dinh communes, Tam Dao district, Vinh Phuc.

On May 05, 2014, Tam Duong II Industrial Park - Zone B was assigned to FLC Group Joint Stock Company as the investor under Decision No. 1223/QĐ-UBND with a total investment capital of 2,310 billion VND. However, after the plan was approved, the investor repeatedly faced challenges in compensation and site clearance, leading to the inability to implement the project. FLC Group then submitted a request to terminate the project. As a result, on July 02, 2019, Vinh Phuc provincial People’s Committee revoked the investor assignment, withdrew the investment project, and annulled the establishment decision of Tam Duong II Industrial Park - Zone B under Decision No. 1610/QĐ-UBND.

In terms of nature, Tam Duong II - Zone B is a centralized, modern and synchronous industrial park, developing small and medium-sized manufacturing industries. It focuses on attracting investment projects in the following fields: precision mechanical equipment manufacturing, electrical equipment, agricultural machinery manufacturing, electronics, refrigeration, automotive and motorcycle parts production, and mold manufacturing for both metal and non-metal products.

In terms of regional linkage, Tam Duong II Industrial Park - Zone B is adjacent to the Hop Chau - Dong Tinh road and has convenient transportation links. It is located near National Highway 2B and:

- 39 km from Noi Bai International Airport

- 65 km from Ha Noi city center

- 10 km from the Ha Noi - Lao Cai Expressway interchange

- 17 km from Vinh Yen city center

- 180 km from Hai Phong International Port

II. STATUS QUO OF ATTRACTING INVESTMENT AT TAM DUONG II INDUSTRIAL PARK - ZONE B

Currently, Vinh Phuc is allocating budget funds to carry out compensation and site clearance for Tam Duong II Industrial Park - Zone B, aiming to create clean land for auctioning and attracting new infrastructure investors. At present, the province is focusing on site clearance for Subdivision B2. However, numerous difficulties and obstacles have hindered the completion of the compensation and clearance process.
