Tam Duong II Industrial Park - Zone A - Vinh Phuc

I. LEGAL INFORMATION AND LOCATION OF TAM DUONG II INDUSTRIAL PARK - ZONE A

Tam Duong II Industrial Park was approved by the Prime Minister to be added into the plan of industrial parks in Vinh Phuc under Official Dispatch No. 1581/TTg-KTN dated September 03, 2009, with an initial projected planned area of approximately 750 hectares.
To implement the project of building Tam Duong II Industrial Park, Vinh Phuc provincial People’s Committee approved the plan, dividing the industrial park into three areas: Area 1, Area 2, and Area 3, also known as Subdivision A, Subdivision B1, and Subdivision B2.
Tam Duong II Industrial Park - Zone A (or Tam Duong II Industrial Park - Area 1) has an initial total planned area of 180.1357 hectares, including:
Phase 1: covers an area of 90.0678 hectares, with the detailed plan at a rate of 1/500 approved under Decision No. 2828/QĐ-UBND dated October 30, 2012, by Vinh Phuc provincial People’s Committee. Within this phase, the industrial land area is 62.8460 hectares, accounting for 69.78% of the total planned area for Phase 1.
Phase 2: covers an area of 90.0679 hectares, with the plan task approved under Decision No. 168/QĐ-UBND dated January 23, 2013, by Vinh Phuc provincial People’s Committee. The detailed 1/500 construction plan was later approved under Decision No. 2731/QĐ-UBND dated October 03, 2013, by Vinh Phuc provincial People’s Committee.
On April 29, 2014, Vinh Phuc provincial People’s Committee assigned Vitto - Vinh Phuc Co., Ltd. as the investor for Tam Duong II - Zone A Industrial Park infrastructure construction and business project under Decision No. 1220/QĐ-UBND. Subsequently, Tam Duong II - Zone A Industrial Park was officially established under Decision No. 2424/QĐ-UBND dated September 06, 2014, issued by Vinh Phuc provincial People’s Committee.

In terms of the plan, the detailed plan of Tam Duong II - Zone A Industrial Park was adjusted under Decision No. 1990/QĐ-UBND dated July 18, 2014; Decision No. 1611/QĐ-UBND dated June 11, 2015; and Decision No. 451/QĐ-UBND dated March 02, 2018 (third adjustment) by Vinh Phuc provincial People’s Committee. After multiple adjustments, the current planned area of Tam Duong II - Zone A Industrial Park is 135.1669 hectares (excluding areas with difficulties in land clearance and densely populated residential zones). The industrial land covers 96.8895 hectares, accounting for 71.681% of the total industrial park area.
In terms of nature, Tam Duong II Industrial Park is oriented to be developed into a modern and synchronized industrial zone, focusing on medium and small-scale industrial production, high-tech industries, supporting industries, and the manufacturing of advanced technology products with high added value and profitability while minimizing raw material, energy consumption, and land use. The park primarily attracts industries such as precision mechanical equipment manufacturing, electrical equipment, agricultural machinery production, as well as the production of automobile and motorcycle parts, molds, and related components.
In terms of regional linkage, the industrial park is planned to be located in Kim Long commune, Tam Duong district; Ho Son, Hop Chau, and Tam Quan communes, Tam Dao district, Vinh Phuc. It is adjacent to the Hop Chau - Dong Tinh road and has convenient access to:
- Approximately 3 km from National Highway 2B
- 6 km from Noi Bai - Lao Cai Expressway
- 34 km from Noi Bai International Airport
- 62 km from Ha Noi city center
- 209 km from Cai Lan port; 178 km from Hai Phong port

II. INFRASTRUCTURE SYSTEM AT TAM DUONG II INDUSTRIAL PARK - ZONE A

Power supply system: The power supply for Tam Duong II Industrial Park, Phase 1, is sourced from the 110/22kV Tam Dao substation with a capacity of 40MVA, which is planned to be upgraded to 63MVA. The 22kV transmission lines are overhead, utilizing a system of prestressed concrete poles to distribute electricity to each plot within the industrial park.
Water supply system: The clean water supply for Tam Duong II Industrial Park is sourced from the Dong Tinh water treatment plant, which has a capacity of 80,000 m3/day and night.
Wastewater treatment system: The wastewater in Tam Duong II Industrial Park is treated by a centralized wastewater treatment plant with a capacity of 2,284 m3/day and night before being discharged into the environment. The wastewater drainage system is separated from the stormwater drainage system within the industrial park.
Internal road system: The main road of Tam Duong II Industrial Park has a cross-sectional width of 36.0 meters, with a roadway width of 2 × 11 meters. The branch roads have a cross-sectional width of 23.5 meters, with a roadway width of 11.5 meters.
In addition, Tam Duong II Industrial Park - Zone I is leveled with a construction elevation ranging from +26.00 m to +40.00 m. The park is also equipped with a fire water supply system, a stormwater drainage system, and a waste collection system.

III. LAND LEASING COSTS AND INVESTMENT INCENTIVES AT TAM DUONG II INDUSTRIAL PARK - ZONE A

Infrastructure usage fee: 60-80 USD/m2 for the entire duration of the project's operation. The price may vary depending on the area and location of the leased land plot.
Management fee: 0.35 USD/m2/year
Annual land leasing price: Applied according to the land price list determined by Vinh Phuc provincial People's Committee at each specific time.
Power supply price: Applied according to the electricity tariff of EVN
Water supply price: 14,000 VND/m3, calculated based on the actual clean water consumption

Investment Incentives at Tam Duong II Industrial Park - Zone A
Corporate Income Tax Incentives: 100% exemption on corporate income tax for the first 2 years and a 50% reduction in payable tax for the following 4 years for new investment projects in the industrial park.
Import tax incentives: Exemption from import tax for goods on the preferential tax list, imported for the purpose of establishing fixed assets for the enterprise.

IV. STATUS QUO OF ATTRACTING INVESTMENT AT TAM DUONG II INDUSTRIAL PARK

Currently, Tam Duong II Industrial Park - Zone A has two registered projects: the high-quality ceramic tile production project by Vitto - VP Co., Ltd. and the basic chemical production project by VSD Chemical Co., Ltd., with a total investment capital of over 4,200 billion VND, occupying 35% of the total industrial park area. For the remaining land, the investor is coordinating with Vinh Phuc province to carry out compensation and site clearance in accordance with legal regulations. As of November 2022, the industrial park has completed compensation and site clearance for over 100 hectares of industrial land.
