I. LEGAL INFORMATION AND LOCATION OF THAI HA INDUSTRIAL PARK
Thai Ha Industrial Park was formerly known as Liem Can - Thanh Binh Industrial Park. It was approved by the Prime Minister for inclusion in Ha Nam Province’s industrial park planning under Official Dispatch No. 1350/TTg-KTN dated August 15, 2008, with a planned area of 200 hectares. On April 3, 2017, the Prime Minister approved the adjustment of its planned location and officially renamed it as Thai Ha Industrial Park.
On April 19, 2019, the People’s Committee of Ha Nam Province approved the 1/500-scale detailed construction planning for Phase 1 of Thai Ha Industrial Park under Decision No. 649/QD-UBND. The approved planning area covers 100 hectares, of which 72.46 hectares (72.5%) is designated for industrial land and warehouses. The industrial park is located in Bac Ly, Nhan Dao, and Chan Ly Communes, Ly Nhan District, Ha Nam Province.
On November 15, 2019, Phase 1 of Thai Ha Industrial Park was approved for investment policy by the Prime Minister under Decision No. 1643/QD-TTg. The project is developed by Thai Ha Industrial Park and Urban Investment Joint Stock Company, with a total investment capital of over VND 773 billion and an operational period of 50 years.
In terms of nature, Thai Ha Industrial Park is planned as a multi-sector industrial zone with clean technology, ensuring environmental safety and equipped with synchronized infrastructure systems.
In terms of regional connectivity, the industrial park is adjacent to Provincial Road DT499, which is currently being expanded to 70 meters in width. It also enjoys convenient connections to nearby provinces and cities, specifically:
- 10.5 km from Hung Yen City; 42 km from Thai Binh City
- 75 km from Hanoi City Center
- 21.2 km from Phu Ly City Center
- 17 km from Cau Gie – Ninh Binh Expressway
- 85 km from Noi Bai International Airport; 107 km from Hai Phong International Port II. INFRASTRUCTURE SYSTEM OF THAI HA INDUSTRIAL PARK
Power supply system: Electricity in Thai Ha Industrial Park is supplied by the 110KV/22KV Ly Nhan substation with a capacity of 80 MVA, of which 22 MVA is allocated for Phase 1. 22KV power lines are pre-installed and ready for connection to each land lot.
Water supply system: The industrial park currently sources clean water from the Chan Ly Water Plant. In the future, it will be replaced by the Dao Ly Water Plant, which has a Phase 1 capacity of 4,000 m3/day.
Wastewater treatment system: All wastewater within the industrial park is processed through a centralized wastewater treatment system with a Phase 1 treatment capacity of 2,050 m3/day before discharge. The system ensures wastewater is treated from Column B to Column A according to Vietnam’s environmental technical standards.
Internal road system: Thai Ha Industrial Park features a well-planned and spacious internal road network. The main road is 36m wide (with a 22.5m roadway width), while branch roads range from 18.25m to 21.25m wide (with a roadway width of 11.25m).
Telecommunication system: A standard communication infrastructure is readily available, with underground conduits and cable pipelines pre-installed for direct connection to each land lot as per investors' needs.
Fire fighting and protection system: The firefighting water pipeline has a D110mm diameter, running along the industrial park’s roads. Fire hydrants are strategically placed at 120m - 150m intervals, ensuring rapid response to fire incidents.
III. LAND LEASE PRICES AND INVESTMENT INCENTIVES AT THAI HA INDUSTRIAL PARK
Infrastructure Usage Fee: 85 USD/m2 (valid until 2069). The fee may vary depending on the location and size of the leased land lot.
Management and Maintenance Fee: 11,600 VND/m2/year (equivalent to 0.5 USD/m²/year).
Annual Land Rental Fee: Currently, projects in Thai Ha Industrial Park enjoy land rental exemptions ranging from 3 to 15 years, depending on the investment sector. After that, the rental price will be applied based on the decision of Ha Nam Province.
Clean Water Supply Fee: 11,500 VND/m3, subject to change per Ha Nam Provincial People’s Committee regulations.
Electricity Supply Fee: Applied according to EVN’s electricity price schedule (1,555 VND - 2,871 VND/kWh).
Wastewater Treatment Fee: 11,000 VND/m3 (equivalent to 0.478 USD/m3). Wastewater volume is calculated as 80% of the clean water consumption.

Investment Incentives in Thai Ha Industrial Park
Corporate Income Tax Incentives: 100% tax exemption for the first 2 years. 50% tax reduction for the next 4 years.
Import Duty Incentives: Import duty exemption for imported goods used for fixed asset formation.
Labor Recruitment Support: Projects in Thai Ha Industrial Park receive free job posting and labor introduction support from Ha Nam Province.
IV. STATUS QUO OF ATTRACTING INVESTMENT AT THAI HA INDUSTRIAL PARK
Currently, Phase 1 of Thai Ha Industrial Park has completed the construction of key technical infrastructure components, including the water supply system, power supply system, centralized wastewater treatment system, and internal road network. Additionally, more than 30% of the total industrial park area has already been leased, and secondary investment projects are in the process of completing investment procedures and construction permits.
