I. LEGAL INFORMATION AND LOCATION OF Sa Đéc INDUSTRIAL PARK
Sa Đéc Industrial Park was established under Decision No. 699/QD-TTg dated August 10, 1998 of the Prime Minister, and is the first industrial park of Dong Thap province. It is planned to include 03 sub-zones: Sa Đéc Industrial Park Zone A1, Zone C and Extended Zone C, in which:
Sa Đéc Industrial Park Zone A1: has a scale of 39.73 ha, of which the area of industrial land for lease is 28.45 ha, located in An Hòa ward, Sa Đéc city; approved for planning under Decision No. 713/TTg-KTN dated August 30, 1997 of the Prime Minister on the establishment of an industrial park in Dong Thap province. Operating term from 2002 - 2052
Sa Đéc Industrial Park Zone C: has a scale of 31.07 ha, of which the area of industrial land for lease is 22.65 ha, located in Tân Quy Đông ward, Sa Đéc city. Operating term from 2001 - 2051.
Sub-zones A1 and C were granted the Investment Certificate No. 51221000044 dated November 09, 2009 by the các Economic Zone Authority of Dong Thap; The investment project was adjusted in Decision No. 964/QD-UBND.HC dated July 05, 2006 of the People's Committee of Dong Thap province.
Sa Đéc Industrial Park Zone C extended: has a scale of 61.1796 ha (excluding the area of the industrial park), of which the area of industrial land for lease is 51.8271 ha, located in Tân Khánh Đông commune, Sa Đéc city; approved for planning in Official Dispatch No. 689/TTg-CN dated May 04, 2006 of the Prime Minister; The investment project was approved by the People's Committee of Dong Thap province in Decision No. 964/QD-UBND dated July 05, 2006. Thus, the total area of Sa Đéc Industrial Park for all 03 sub-zones is 131.9796 ha (rounded to 132 ha), of which the area of industrial land for lease is 102.9271 ha.The initial investor of the project was Dong Thap Materials and Import-Export Company, then the investor was changed to Dong Thap Housing Investment and Development Company (HIDICO) under Decision No. 489/QD-TTg dated May 22, 2000 of the Prime Minister. Regarding its nature, Sa Đéc Industrial Park is a Sa Đéc industrial park oriented to attract investment projects in the fields of Seafood processing; Animal feed, livestock, poultry; Production of construction materials; Agricultural machinery; Electricity, electronics; Garment and footwear; Consumer products and canned food.
Regarding regional connectivity, Sa Đéc Industrial Park is adjacent to the Tien River and provincial roads 848, 852, directly connecting to National Highway 80 and:
- 5 km from the center of Sa Đéc city; 30 km from Vinh Long city
- 140 km from Ho Chi Minh City center
- 68 km from Can Tho International Airport; 145 km from Tan Son Nhat Airport
- Adjacent to Sa Đéc Port with a capacity of 6,000 TEUs/month
II. INFRASTRUCTURE SYSTEM OF Sa Đéc INDUSTRIAL PARK
Internal traffic road system: The traffic axis in the industrial park has a cross-section width of 19.5m-38m, of which the road surface is 7.5m-15m wide. The traffic routes are arranged with sidewalks with trees on both sides, 6m wide on each side.
Power supply system: Sa Đéc IP uses electricity from the national grid through a 110/22KV transformer station with a capacity of 250 MVA
Water supply system: clean water for Sa Đéc IP is supplied from the industrial park's internal water supply plant sourced from on-site groundwater exploitation with a water supply capacity of 4,500 m3/day and night. At the same time, it uses a combined source from the water supply plant of Sa Đéc city.
Wastewater treatment system: The centralized wastewater treatment plant of Sa Đéc IP has a capacity of 8,500 m3/day and night, capable of treating wastewater from column B standards to column A standards before discharging into the environment.
River port system: Sa Đéc Industrial Park is adjacent to the Tien River port and Sa Đéc port - capable of receiving ships with a tonnage of 5,000 tons, convenient for transporting materials and goods by waterway.
Other infrastructure utilities: Lighting system; Fire protection system; Green system; Information and communication system; Solid waste collection system; Internal security system.

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT Sa Đéc IP
Land and infrastructure rental price: 5 USD/m2/year for annual lease or 35 USD/m2 for lease for the entire remaining lease term (price does not include VAT)
Infrastructure management and maintenance fee: 0.5 USD/m2/year
Electricity price: Applied to EVN's electricity price schedule at each time
Water price: from 8,800 VND - 11,000 VND/m3 (including VAT), the unit price may change according to the Decision of the People's Committee of Dong Thap province
Wastewater treatment fee: from 8,243 VND/m3, depending on the quality of incoming wastewater.
Investment incentives at Sa Đéc industrial park
Corporate income tax incentives: Applying a preferential tax rate of 17% for the first 10 years. At the same time, 100% corporate income tax is exempted in the first 02 years and 50% tax reduction in the next 04 years.
Import tax incentives: Exemption of import tax on goods imported to create fixed assets for the project
