I. OVERVIEW OF HOA BINH INDUSTRIAL PARK

Hoa Binh Industrial Park was formerly Hoa Binh Industrial Cluster (renamed from Nhi Thanh Industrial Cluster under Investment Certificate No. 50121000065, first issued on September 10, 2008), which was granted Investment Certificate No. 50221000262 on August 4, 2011 by the Long An Economic Zone Management Board to Hoa Binh Infrastructure Construction Investment Joint Stock Company with a total investment of VND 592 billion on a planned land area of 117.67 ha, of which the industrial land area for lease is 86.18 ha.

The industrial park is located in the administrative boundaries of Nhi Thanh commune, Thu Thua district, Long An province, playing an important traffic gateway connecting Ho Chi Minh City with the Mekong Delta provinces, the Southwest region, and conveniently connecting to important traffic routes and the central area:

+ 47 km from Cat Lai Port

+ 5 km from Bourbon Port - Ben Luc

Regarding its nature, Hoa Binh Industrial Park is a multi-industry industrial park, which focuses on attracting investment in a number of key areas including: Electronics and telecommunications manufacturing; Food processing; Pharmaceutical and cosmetic production; Garment production and mechanical engineering.

II. HOA BINH INDUSTRIAL PARK INFRASTRUCTURE

Power supply system: The production electricity source in Hoa Binh Industrial Park is guaranteed to be supplied by the national power grid through the Thu Thua 110kV/22kV substation with a capacity of 2x25 MVA

Water supply system: Taken from Binh Anh water plant with a total capacity of 60,000 m3/day and night, managed by Long An Water Supply Joint Stock Company

Wastewater treatment system: Hoa Binh Industrial Park has invested in the construction of a centralized wastewater treatment station with a treatment capacity of 4,000 m3/day and night, which can treat wastewater to standard A according to Vietnamese environmental standards

Information and communication system: Invested in underground construction, ready to connect to each land lease location in the Industrial Park

Transportation system: The industrial park's internal transportation system is synchronously and completely invested, directly connected to provincial road 818 and only about 500m from the National Highway 1A intersection, creating convenient traffic connections to other localities and the central area.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT HOA BINH INDUSTRIAL PARK

Infrastructure usage fee: 155-168 USD/m2/depending on the location of the land plot
Management fee: VND 900/m2/month
Annual land use fee: According to the regulations of the Long An Provincial People's Committee
Clean water price: VND 11,750/m3. Changes according to the water supply price list of Long An Water Supply Joint Stock Company
Wastewater treatment fee: VND 7,330/m3, changes depending on the received wastewater conditions
Electricity price: According to EVN's regulated price + 10% surcharge for the Industrial Park's management fee (in case of factory rental)
Note: The above unit prices do not include VAT and may be changed without prior notice
Investment incentives: 100% CIT exemption in the first 02 years, 50% tax reduction in the next 04 years

IV. CURRENT STATUS OF INVESTMENT ATTRACTION IN HOA BINH INDUSTRIAL PARK

After more than 10 years of operation, Hoa Binh Industrial Park has built complete infrastructure and exploited for lease with over 32 investment projects from domestic and foreign countries, reaching an occupancy rate of over 89% of the total area of the industrial park with a series of typical projects such as the production and processing of keychains by ASG Global Co., Ltd. (Korea); Pharmaceutical production project of Viet Pharmaceutical Joint Stock Company (Dong Duoc Viet); Production of suitcases and bags by JS Vina Co., Ltd. (Korea); Project to produce footwear accessories of Force Tech Co., Ltd. (China) and a series of other projects
