Yên Quang Industrial Park - Hòa Bình Province

I. LEGAL INFORMATION AND LOCATION OF YEN QUANG HOA BINH INDUSTRIAL PARK

Yên Quang Industrial Park in Hòa Bình province was approved to be added to the development plan of industrial parks in Vietnam according to document No. 2350/TTg-KTN dated December 31, 2008 of the Prime Minister with an initial expected planning area of 200 hectares.
On June 17, 2011, Yên Quang Industrial Park was approved by Hòa Bình Provincial People's Committee for detailed construction planning at a scale of 1/500 in Decision No. 1030/QD-UBND and was subsequently adjusted in Decision No. 318/QD-UBND dated February 1, 2018 of Hòa Bình Provincial People's Committee. The project was assigned to An Viet Hòa Bình Joint Stock Company as the investor with a total investment of VND 1,610.01 billion with an operating term of 50 years (2015-2065). Due to years of entanglement with the planning of the Hoa Lac - Hòa Bình city expressway and land allocation, the project was not actually implemented until the end of 2019.

The Yên Quang Industrial Park project has a planning area of 200.11 hectares, including 180.62 hectares of industrial park land (of which the leasable land area is 130.919 hectares) and 19.49 hectares of existing residential area. The industrial park is located in Yên Quang commune, Kỳ Sơn district, Hòa Bình province. The northern and southwestern boundaries of the industrial park are adjacent to the Hoa Lac - Hòa Bình city expressway; the southern boundary is adjacent to the Yên Quang eco-urban area; the eastern boundary is adjacent to the Du hamlet eco-tourism area.

II. INFRASTRUCTURE SYSTEM OF YEN QUANG INDUSTRIAL PARK

Internal traffic system: The main axis of the industrial park has a cross-sectional width of 41 m, of which the road width is 21 m and the sidewalks on each side are 7.5 m wide with a median strip of 5 m wide. The branch roads in the industrial park have a cross-sectional width of 19.5m-27m, of which the road width is 10.5-15m. The internal traffic system of Yên Quang Industrial Park directly connects to the Hoa Lac - Hòa Bình city expressway, making it quick and easy to connect traffic from the industrial park to central areas.
Power supply system: power is taken from the 22kV and 35kV power lines in the area running through the industrial park. The 22/35kV lines are laid overhead through a system of concrete poles to each lot in the industrial park, ready for connection according to the needs of investors
Water supply system: The water source for production at Yên Quang Industrial Park is taken from the Vinaconex Kỳ Sơn water plant with a water supply capacity for the project reaching 8,110 m3/day and night. The water supply network in the industrial park is arranged in a loop combined with branching with pipes with diameters of D100-DN200 running along the sidewalks connecting to each lot in the industrial park.
Wastewater treatment system: All production wastewater at Yên Quang Industrial Park will be collected and treated at a centralized wastewater treatment station in the north of the industrial park with a capacity of 5,000 m3/day and night to meet standards before being discharged into the environment.
Fire protection system: the water source for the fire protection system is shared with the water supply source of the production and domestic water system; fire hydrants are arranged with a minimum distance of 150m each along the traffic routes in the industrial park, ensuring the ability to serve the entire area of the industrial park.
Leveling: The ground of the lots in the industrial park is leveled with a slope of 0.36%-3% in the direction of natural drainage with a filling height from 71.35m to 105.98m depending on the location.
Other infrastructure utilities: The rainwater drainage system is arranged independently of the production and domestic wastewater collection system; Greenery and lighting systems are arranged along the traffic routes in the industrial park; Solid waste collection and treatment system; Telecommunications system with 500 subscribers

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT YEN QUANG IP

Infrastructure rental price: 100 USD/m2/entire lease term, rental price may vary depending on the location of the leased land
Management fee: 0.3 USD/m2/year
Annual land rent: new investment projects in Yên Quang IP are exempt from land rent for the first 15 years. After that, the land rent is applied according to the unit price stipulated by the Hòa Bình Provincial People's Committee at each time.
Electricity price: Applied according to EVN's electricity price list for production at each time
Water price: Applied according to the water price list of Hòa Bình Clean Water Company

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT YEN QUANG IP

Currently, the infrastructure of Yên Quang Industrial Park has been built by the investor, including traffic routes, power supply system, and wastewater treatment system, which is expected to be completed and officially put into operation from Q4/2024.
