Thủy Nguyên Industrial Park was approved to be added to the planning of industrial parks in Hải Phòng according to Official Dispatch No. 180/TTg-CN dated February 1, 2008 of the Prime Minister with an initial planned area of 1000 hectares. After many years of delayed implementation, on October 24, 2019, the People's Committee of Hải Phòng city issued Decision No. 2554/QD-UBND on "approving the zoning plan at a scale of 1/2000 for Thủy Nguyên Industrial Park in Thủy Nguyên district". According to this decision, Thủy Nguyên Industrial Park has an area of approximately over 319 hectares belonging to the administrative boundaries of Trung Ha, Thủy Triều, An Lu, Ngũ Lão, Lap Le communes, Thủy Nguyên district. The industrial park is approved as a general industrial park, prioritizing investment projects with high technology and techniques; invested in synchronously, modernly and managed according to sustainable development and environmentally friendly criteria.

The industrial park is expected to be assigned to Vingroup Corporation as the investor. Currently, Thủy Nguyên Industrial Park is submitting documents to the Ministry of Planning and Investment to carry out procedures for applying for investment policy approval, but there are still many problems related to planning and other procedures. Relevant units are in the process of completing the necessary legal processes and procedures to be able to quickly put the Thủy Nguyên IP project into implementation. The industrial park is located in a key position, near industrial areas that are operating effectively, and when it comes into operation, Thủy Nguyên IP promises to make great contributions to the local industry in particular and the country in general.
