I. LEGAL INFORMATION AND LOCATION OF DEEP C - III Hải Phòng INDUSTRIAL PARK
DEEP C III Industrial Park (or DEEP C3 Industrial Park) was formerly the Hải Phòng International Gateway Port Industrial Park, which was granted an investment registration certificate by the Management Board of Hải Phòng City Economic Zones on October 10, 2014, to Dinh Vu Industrial Park Joint Stock Company as the investor with a total investment capital of 259.4 million USD. After that, DEEP C III Industrial Park was officially established under Decision No. 3024/QD-UBND dated September 30, 2020 of Hải Phòng City People's Committee.
On September 22, 2017, the People's Committee of Cát Hải District approved the detailed construction plan of Hải Phòng international gateway port Industrial Park in Decision No. 1317/QD-UBND. Accordingly, Deep C3 Industrial Park has a total planned area of 526.81 ha, belonging to the administrative boundaries of Dong Bai commune, Van Phong commune and Cát Hải town, belonging to Cát Hải district, Hải Phòng city. In which, the area of land planned for industrial park construction is 503.47 ha; the area for port construction is 20 ha and the area of 3.34 ha is the national dyke construction area.

Regarding characteristics, DEEP C III Industrial Park is an industrial and seaport complex belonging to Dinh Vu - Cát Hải Economic Zone, with the main function of prioritizing the development of clean industries, high-tech industries, energy saving, and environmentally friendly industries such as precision mechanics, chemicals, petrochemicals, refrigeration, electronics, telecommunications and information technology industries, electrical equipment, and new materials. At the same time, the industrial park is also oriented to become an area providing seaport services, commercial services, logistics, and warehousing.
Regarding regional links, DEEP C III Industrial Park is located adjacent to Lach Huyen International Deepwater Port and is conveniently connected to the Hanoi - Hải Phòng highway and the Hải Phòng - Ha Long highway, thereby helping the industrial park have the ability to connect extremely easily to the surrounding areas. Internal traffic system: The internal traffic of DEEP C III Industrial Park is designed in a checkerboard pattern and includes two main North - South and East - West axes along with branch roads. The main axis of the industrial park has a road surface width of 21 m (including 2 directions with 6 lanes), with a boundary including water ditches and green strips on both sides of 80 m and sidewalks on both sides with a width of 7m each. Branch roads in the industrial park run parallel or perpendicular to the main axis, with a lane width of 9 m-14 m. Parking lots are located in the public area of the industrial park, including 02 lots with an area of 2000 - 3000 m2 each.
Power supply system: DEEP C III Industrial Park is invested in building a 110/22kV transformer station with a maximum design capacity of 5*63 MVA (current capacity is 25 MVA). 22 KV lines are undergrounded and connected to each plot of land in the industrial park.
Lighting system: The industrial park is arranged with 02 22/0.4kV transformer stations with a capacity of 100kVA to serve the purpose of lighting in the industrial park. Lighting poles are arranged with an average distance of 40 m between poles and run along all traffic routes in the area.
Water supply system: Clean water for production at Deep C3 Industrial Park is taken from An Duong water plant with a capacity of 30,000 m3/day and night and Hung Dao water plant with a capacity of 274,000 m3/day and night, through D600 pipelines running along Tan Vu - Lach Huyen road. The water supply network in the industrial park is arranged in a ring shape, using D100:D400 pipelines combined with a booster pump system, connecting to the plots of land in the IP
Wastewater treatment system: The entire production wastewater in the industrial park is planned to build a wastewater treatment station with a total treatment capacity of 10,500 m3 of wastewater/day and night. The wastewater collection and treatment system is arranged separately and independently from the domestic wastewater system and the rainwater drainage system.
Information and communication system: The total demand for use according to the industrial park's design is 10,300 lines and Internet: 4,100 lines, which is expected to be invested by telecommunications service providers according to the requirements of investors operating in the industrial park
Fire protection system: Fire hydrants are arranged at a distance of 150 m per pillar along traffic routes in the industrial park and use reused water from treated production wastewater sources.
Other infrastructure utilities: The entire DEEP C III industrial park is leveled to reach a construction foundation elevation equivalent to +3.6m, the rainwater drainage system is arranged independently of the wastewater treatment system to ensure anti-flooding; Regarding external traffic, the road borders the Tan Vu - Lach Huyen highway, the sea borders the Lach Huyen channel and borders inland waterway routes.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT DEEP C III IP
Infrastructure usage fee: 135 USD/m2/entire lease term. The rental unit price may vary depending on the area, time and location of the leased land plot.
Infrastructure management and maintenance fee: 0.089 USD/m2/month
Annual land rent: Land rent is exempted for the entire lease term (50-year land lease in annual installments)
Electricity price: Applied according to EVN's electricity price schedule and surcharges for management fees according to investors' usage needs
Water price: 20,200 VND/m3, the unit price may vary depending on the time
Wastewater treatment fee: Depends on the quality of incoming wastewater

Investment incentives at DEEP C III Industrial Park (Deep C3)
DEEP C III Industrial Park has a planned location in the Dinh Vu - Cát Hải Economic Zone, therefore, investment projects in the industrial park will enjoy the highest level of tax incentives according to the economic zone, specifically, Corporate income tax incentives: A preferential tax rate of 10% is applied for the first 15 years of the project. At the same time, 100% corporate income tax is exempted in the first 04 years and 50% tax reduction in the next 04 years. The time to enjoy tax incentives is from the year the enterprise generates taxable income or from the fourth year from the start of operations.
Import tax incentives: Import tax exemption for goods on the list of tax incentives imported to create fixed assets for enterprises for new investment projects.

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT DEEP C 3 INDUSTRIAL PARK
Although the investor started construction in 2017, due to some difficulties in compensation, site clearance and adjustments related to planning, the industrial park has now only completed part of the compensation, site clearance and is being actively supported by the People's Committee of Hải Phòng city and related agencies to remove obstacles so that infrastructure construction can be deployed soon in the coming time.
