I. LEGAL INFORMATION AND LOCATION OF Quang Minh II INDUSTRIAL PARK
Quang Minh II Industrial Park was decided to be established under investment certificate No. 192023000055 issued by the Management Board of Industrial Parks of Vinh Phuc province for the first time on September 28, 2007. The investor of the project is Hop Quan Investment Co., Ltd., with a total investment of 558.98 billion VND, Quang Minh 2 IZ was approved with a planned area of 266.35ha. Due to the adjustment and change of administrative boundaries in 2008, the Quang Minh II IZ project had to be temporarily suspended pending review and adjustment of the general construction planning of Hà Nội Capital and the N2 and GN urban subdivision planning. In document No. 2376/TTg-KTN dated December 01, 2014 and in accordance with the general construction planning of Hà Nội Capital, the overall socio-economic development plan of Hà Nội City to 2020, with orientation to 2030, the project was named in the list of development planning of industrial zones of Hà Nội City to 2020 approved by the Prime Minister. However, in order to have a basis for implementation, the Project must carry out procedures to adjust the reduction of the IZ area from 266.35 ha to 160 ha to be consistent with the general orientation of the Capital's general construction planning and the approved N2 subdivision planning. On October 08, 2021, Hà Nội City People's Committee issued Document No. 3428/UBND-ĐT reporting to the Prime Minister on the reduction of the area of Quang Minh II IZ from 266.35 ha to 160 ha. On October 27, 2021, the Ministry of Planning and Investment issued Document No. 7385/BKHĐT-QLKKT on the reduction of the area of Quang Minh II IZ; in which it is requested that the People's Committee of Hà Nội City direct relevant agencies to prepare documents to adjust the reduction of the industrial park planning area and carry out procedures in accordance with the provisions of law.

Quang Minh 2 Industrial Park is located in Kim Hoa Lâm commune, Chi Đông town and Quang Minh town, Mê Linh district, Hà Nội city. As an IZ with a favorable geographical location, located near key traffic connection routes and densely populated areas. Specifically:
- 15km from the center of the Capital,
- 10 km from Noi Bai Airport,
- 115 km from Hai Phong Port;
The project is located near large IZs such as: Quang Minh I, Noi Bai, Thang Long, which are IZs that many foreign investors are interested in and want to invest in.

II. CURRENT INVESTMENT STATUS OF Quang Minh II INDUSTRIAL PARK
Currently, in order to be consistent with the general orientation of the Capital's general construction planning and the 1/2000 scale N2 urban subdivision planning that has been approved, Quang Minh II IZ must adjust the area to 160 ha (including 71 ha of land of 35 enterprises that Vinh Phuc province allocated land to and introduced project implementation locations before 2009) and other procedures related to the environmental impact assessment report on subdivision planning.
