I. LEGAL INFORMATION AND LOCATION OF HA HOA INDUSTRIAL PARK
Ha Hoa Industrial Park was approved by the Prime Minister to be included in the development plan of industrial parks in Phu Tho under Official Dispatch No. 2501/TTg-KTN, dated December 10, 2014. Its planned position was adjusted under Document No. 992/TTg-CN, dated July 27, 2020. After the adjustment, Ha Hoa Industrial Park is situated in the administrative boundary of Xuan Ang and Vo Tranh Communes, Ha Hoa District, Phu Tho, with a planned area of 400 hectares.
On December 23, 2020, Phu Tho Provincial People’s Committee approved the Subdivision Plan for the Construction of Ha Hoa Industrial Park at a 1/2000 scale under Decision No. 3367/QD-UBND. According to the approved plan, Ha Hoa Industrial Park has an industrial land area of 283.53 hectares, accounting for 70.88% of the park’s total planned area. The entire industrial park is divided into two subdivisions: Subdivision A and Subdivision B:
Subdivision A: Located to the north of the Noi Bai – Lao Cai Expressway, with an area of 158 hectares
Subdivision B: Located to the south of the Noi Bai – Lao Cai Expressway, with an area of approximately 242 hectares In terms of nature, Ha Hoa was planned to become a multi-sector concentrated industrial zone, utilizing advanced and environmentally friendly technologies. It focuses on clean industries with limited industrial wastewater, and does not attract industries that generate hazardous waste or pollutants. Key targeted sectors include: Textiles and garments, mechanical manufacturing, processing of agricultural and forestry products, consumer goods production, construction materials manufacturing, supporting industries for mineral processing, electronic equipment assembly.
In terms of regional linkage, the industrial park is located adjacent to surrounding hilly areas and residential zones and is divided by the Noi Bai – Lao Cai Expressway. As a result, the industrial park enjoys convenient transportation connectivity, allowing for easy access to major transport routes and facilitating the movement of goods and labor.
II. INFRASTRUCTURE SYSTEM OF HA HOA INDUSTRIAL PARK
Power supply system: Ha Hoa Industrial Park is supplied with electricity from the 110kV/22kV Ha Hoa substation via two 22kV transmission lines connected to two entrances of the industrial park. This substation is expected to be completed before 2025. In the later stages, the park plans to build a dedicated substation with a capacity of 110/35/22kV - 2*63 MVA. The 35kV and 22kV power lines will be connected through feeder lines to each land plot within the industrial park.
Water supply system: All factories operating in Ha Hoa Industrial Park are supplied with water from a clean water treatment plant using surface water from the Red River, with a capacity of 10,000m3/day and night. Water is distributed via pipelines (diameter D100–D450) running along the roads within the industrial park.
Wastewater treatment system: Ha Hoa Industrial Park is equipped with two wastewater treatment plants: the northern plant has a treatment capacity of about 2,000m3/day and night, and the southern plant has a capacity of 4,000m3/day and night. The total treatment capacity of both plants is 6,000m3/day and night, ensuring that all wastewater from operating factories is treated to meet Standard A standards before being discharged into the environment.
Telecommunication system: Telecommunication and internet cables are installed in PVC conduits under the sidewalks along the road network, with technical manholes spaced 60–100 meters apart.
Internal road system: The internal roads within Ha Hoa Industrial Park are constructed with widths ranging from 20.25m to 31.0m, with roadways between 11.25m and 15.0m wide, paved with asphalt concrete. The roads are equipped with sidewalks and green trees on both sides, ensuring smooth traffic flow within the park.
Fire fighting and protection system: The fire-fighting water pipes are integrated with the clean water supply system. Fire hydrants are installed along the roads at intervals of 100-150m, with a minimum pressure of 10 meters at each hydrant.
The rainwater drainage system is separated from the domestic and industrial wastewater drainage system.
Additionally, the industrial park incorporates water bodies, natural forest greenery, and buffer green zones to minimize the environmental impact of the project.
III. STATUS QUO OF INVESTMENT AT HA HOA INDUSTRIAL PARK
Currently, Ha Hoa Industrial Park is seeking infrastructure investors and has not yet commenced construction. KLAND will continue to provide updates on the progress of Ha Hoa Industrial Park in the coming period.
