I. LEGAL INFORMATION AND PLANNED LOCATION OF PHU NINH INDUSTRIAL PARK
Phu Ninh Industrial Park was approved by the Prime Minister to be included in the plan of the Vietnamese industrial parks until 2020 under Decision 1107/QĐ-TTg, dated August 21, 2006, with an expected planned area of approximately 100 hectares.
Initially, Phu Ninh Industrial Park was planned as an expansion of the Tu Da Industrial Cluster, located in Tu Da and An Dao communes, Phu Ninh district, Phu Tho, with Viet Nam - Korea Joint Stock Company as the investor. The Tu Da Industrial Cluster covered an area of 33 hectares and reached a 70% occupancy rate within just three years after construction. As a result, the investor proposed to the Phu Tho provincial authorities to expand Tu Da Industrial Cluster by an additional 66 hectares to the south, forming Phu Ninh Industrial Park with a total area of over 100 hectares and an estimated investment capital of approximately 224 billion VND. This proposal was approved by Phu Tho, and the Management Board of Phu Tho Industrial Parks was tasked with developing the planning scheme. According to Mr. Nguyen Manh Hung, who was then the Head of the Phu Tho Industrial Park Management Board, expanding Tu Da Industrial Cluster into Phu Ninh Industrial Park not only provided advantages in technical infrastructure (transportation, power supply, drainage, telecommunications, etc.) and favorable topography and geology but also minimized environmental pollution, reduced costs for land clearance, construction, and management, and aligned with Phu Tho province’s overall industrial and handicraft development strategy. Additionally, the expansion was in line with the province's social welfare policies and development plans for Phu Ninh district.
