Tân Hưng Industrial Park - Bắc Giang Province

I. LEGAL INFORMATION AND LOCATION OF Tân Hưng INDUSTRIAL PARK

Tân Hưng Industrial Park was approved by the Prime Minister to be added to the development plan of industrial parks in Bắc Giang province in Official Dispatch No. 216/TTg-CN dated February 23, 2021, with a planned area of 105.3 ha in the communes of Tân Hưng and Xương Lâm, Lạng Giang district, Bắc Giang province.

On July 16, 2021, Tân Hưng Industrial Park was approved by the People's Committee of Bắc Giang province for the detailed construction plan at a scale of 1/500 in Decision No. 715/QĐ-UBND. According to the approved planning content, Tân Hưng Industrial Park is bordered by Tân Hưng Industrial Cluster to the North; residential area and agricultural land to the South; agricultural land and traffic route to the East; and the Bắc Giang - Lang Son highway access road to the West. The industrial park has a total area of 105.3 ha, of which the industrial land area is 73.61 ha (accounting for 69.91% of the planned area).
According to the planning of Bắc Giang province for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, Tân Hưng Industrial Cluster with an area of 49.7 ha is expected to be merged into the planning of Tân Hưng Industrial Park, increasing the planned area of the industrial park to 155 ha.

On November 23, 2021, the investment project to build and trade infrastructure of Tân Hưng Industrial Park was approved by the Prime Minister for investment policy in Decision No. 1971/QĐ-TTg with the infrastructure investor being Lideco 1 Joint Stock Company. The Tân Hưng IP project has a total investment capital of 1,185 billion VND and has an operating term of 50 years (2021-2071).
In terms of nature, Tân Hưng Industrial Park is a concentrated, multi-sector industrial park with a synchronous and modern technical infrastructure system, focusing on attracting investment projects in the fields of: processing agricultural and forestry products; food processing; mechanical engineering, electronic components, packaging and supporting industries...with modern, advanced and environmentally friendly technology.
Regarding regional connectivity, Tân Hưng Industrial Park is located next to the Bắc Giang - Lang Son highway access road and:
- 14 km from Bắc Giang city
- 72 km from the center of Hanoi city
- 72 km from Noi Bai International Airport
- 166 km from Hai Phong port
- 106 km from Huu Nghi International border gate (Lang Son province)

II. INFRASTRUCTURE SYSTEM OF TAN HUNG IP

Power supply system: The power source for production at Tân Hưng IP is taken from 35KV lines from the 110KV/35KV Lạng Giang substation through route 374E7.13 along provincial road 295. In the long term, Tân Hưng industrial park will be invested in building a 110kV/35kV/22kV substation with a capacity of 36 MVA. The entire power supply network is arranged above ground along traffic routes to each land plot in the industrial park.

Water supply system: Clean water for production is taken from Huong Son clean water plant with a water supply capacity for the project of 2,400 m3/day and night, through a D355 water supply pipe running underground under the sidewalk, ready to connect to each land plot.

Wastewater treatment system: All wastewater in Tân Hưng Industrial Park, after being treated locally at the factory, will be collected and treated at the industrial park's centralized wastewater treatment station with a capacity of 1,700 m3/day and night, treated to type A before being discharged into the environment.

Internal traffic road system: The main axis of Tân Hưng IP has a cross-section width of 50.5 m, of which the road surface width is 12.5m*2 = 25 m; The branch roads in the industrial park have a cross-section width from 15 m - 18m - 22.5m - 29.5m - 32m -34m, of which the road width is from 10.5m - 12.5m. All roads in the IP are arranged with sidewalks on both sides, and drainage canals and landscapes are arranged along the roads.

Information and communication system: Telecommunication cables leading signals are connected from the cable cabinet to the land plots in the industrial park.

Other infrastructure utilities: The fire protection system is arranged with fire hydrants along the traffic routes in the IP with a service radius of 150m; Greenery and landscape system; Separate rainwater drainage system with wastewater drainage system and ground leveling from +8.0m to +8.9m

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT TAN HUNG IP

Infrastructure usage fee: 130 USD/m2/entire operating term of the project. The unit price may vary depending on the area and location of the leased land

Infrastructure management and maintenance fee: 0.5 USD/m2/year

Land rent: The form of leasing land for 50 years with a one-time payment of land rent, the land rent is included in the infrastructure usage fee

Electricity price: applied according to EVN's electricity price schedule

Water price: 13,400 VND/m3, calculated on the actual amount of water used

Investment incentives at Tân Hưng industrial park

Corporate income tax incentives: 100% exemption of CIT for the first 02 years, 50% reduction of tax for the next 04 years

Import tax incentives: Exemption from import tax for goods on the tax incentive list, imported to create fixed assets for enterprises for new investment projects.

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT TAN HUNG INDUSTRIAL PARK

Currently, Tân Hưng Industrial Park has basically completed the construction of technical infrastructure and is in the process of inviting investors. The industrial park is receiving a lot of attention from domestic and foreign investors in the context that the industrial land fund in Bắc Giang is becoming scarce. Currently, the industrial park has received an electric motorcycle production investment project from YADEA Group (Hong Kong) with a total investment of 98 million USD on a land use area of about 23 hectares with a designed production capacity of 2 million vehicles/year, expected to be put into operation in 2025. At the same time, the investor is currently carrying out procedures to merge the area of Tân Hưng CCN into Tân Hưng industrial park according to the plan approved by the Prime Minister.
