Việt Hưng Industrial Park - Quảng Ninh province

I. LEGAL INFORMATION AND LOCATION OF VIET HUNG INDUSTRIAL PARK

On May 15, 2016, the Prime Minister agreed to allow the establishment of Việt Hưng Industrial Park in Official Dispatch No. 727/TTg-CN with an area of 301 ha. The project has an investor who is Việt Hưng Industrial Park Development Joint Stock Company under Transport Construction Corporation 5 (CENCO 5) and has a total initial registered investment capital of more than 553 billion VND, which was later adjusted to 1,100 billion VND. On January 26, 2007, Việt Hưng Industrial Park was approved for the detailed construction planning at a scale of 1/2000 in Decision No. 330/QD-UBND of the People's Committee of Quảng Ninh province with a planned area of 301 ha, located in Việt Hưng commune and Ha Khau ward, Hạ Long city, Quảng Ninh province.
On December 31, 2014, the Prime Minister agreed to apply a special policy to Việt Hưng Industrial Park, turning it into a specialized industrial park similar to the model in Ba Ria - Vung Tau province, with the orientation of transforming Việt Hưng Industrial Park into an industrial and service area to support the automobile manufacturing industry.

Việt Hưng Industrial Park is invested and built in 02 phases with a total planned area approved for detailed planning of 301.29 ha, of which the land area for building factories and warehouses is 264.55 ha, belonging to the planning boundary of the Quang Yen Coastal Economic Zone. Specifically:
Việt Hưng Industrial Park - Phase 1:
- Has a planned area of 151.89 ha. In which the planned area of Việt Hưng IP is 150.23 ha, and the area of common technical infrastructure is 1.66 ha.
- Located in Việt Hưng ward, Hạ Long city, Quảng Ninh province.
- Approved for adjustment of the 1/2000 scale sub-area planning in Decision No. 3368/QD-UBND dated October 18, 2016
- It is an industrial park with clean industrial types that do not cause environmental pollution and support services for the operation of a flexibly developed, synchronously invested, convenient and safe industrial park.
- Investor: Việt Hưng Industrial Park Joint Stock Company
Việt Hưng Industrial Park - Phase 2 (or Thanh Cong Hạ Long Technology Complex Industrial Park):
- Has a planned area of 149.04 ha, of which the industrial land area is 114.32 ha
- Located in Việt Hưng ward, Hạ Long city, Quảng Ninh province.
- Approved for adjustment of the 1/2000 scale sub-area planning in Decision No. 5232/QD-UBND dated December 19, 2018 of the People's Committee of Quảng Ninh province
- It is an industrial park with a synchronous technical infrastructure system with the type of environmentally friendly automobile manufacturing industry including tourist cars, commercial vehicles and specialized vehicles, applying high science and technology, clean technology, environmentally friendly, products meeting international and regional standards
- Investor: Thanh Cong Việt Hưng Technology Complex Industrial Park Joint Stock Company.

(1/2000 scale sub-area planning of phase 1 and phase 2 - Việt Hưng IP)

In 2018, Thanh Cong Group Joint Stock Company had a document requesting investment in Việt Hưng Industrial Park phase 2 and deploying the remaining area of phase 1 of Việt Hưng IP with the goal of building the entire Việt Hưng IP into an industrial and automotive support complex. After that, Quảng Ninh province directed to stop licensing new investment projects in Việt Hưng IP that do not serve the automobile industrial complex of Thanh Cong Group. At the same time, carrying out the necessary procedures to adjust the investment policy of the investment project to build and trade infrastructure of Việt Hưng IP phase 1 and 2 in accordance with the law.
Regarding regional linkage location, Việt Hưng IP is bounded on the west by National Highway 18 (Hạ Long - Van Don Expressway), and on the north by DT328 road. At the same time, Việt Hưng IP in particular and other IPs in Quảng Ninh benefit from the expressway system (Quảng Ninh province has the largest length of expressway routes in the country) for traffic connection:
- Adjacent to Cai Lan port
- 10 km from the center of Hạ Long city
- 3 km from Hai Phong - Hạ Long - Van Don - Mong Cai expressway (CT06)
- 50 km from Van Don International Airport
- 46 km from the center of Hai Phong city, 43 km from Cat Bi International Airport
- 155 km from the center of Hanoi city, 175 km from Noi Bai International Airport (expressway)

II. INFRASTRUCTURE SYSTEM OF VIET HUNG INDUSTRIAL PARK

Internal traffic road system: The main roads in the industrial park have a right-of-way width of 40m - 41m, of which the road surface width is 21 m, directly connected to National Highway 279 running through the middle of the industrial park; Branch roads in the industrial park have a right-of-way width of 12.0m - 17.5m - 23.25m - 24m, of which the road surface width is from 7.5m - 12m. The traffic routes in the industrial park are arranged with sidewalks ranging from 6-10 m on each side, and the roads are arranged according to a grid network, ensuring connectivity and convenient movement.

Power supply system: The production power source for the entire Việt Hưng Industrial Park is taken from the 110kV line through 02 intermediate 110kV/22kV substations with a capacity of 2*50 MVA and 40 MVA. In phase 1, the 22kV lines are underground through a technical tunnel system, connected to the technical electrical cabinet of each land plot in the industrial park. In phase 2, the 22KV lines are overhead through a system of 18 m high centrifugal concrete poles.

Water supply system: The water source for production at Việt Hưng IP is taken from Dong Ho water plant through a DN500 pipeline on the road to Cai Lan port, combined with the construction of a pressure booster station with a capacity of 17,000 m3/day and night. The water supply pipeline network in the industrial park is arranged in a D400-D100 (phase 2) and D100-D300 (phase 1) loop along the sidewalks of traffic routes in the industrial park.

Wastewater treatment system: All production wastewater at Việt Hưng IP is collected and treated at the industrial park's centralized wastewater treatment station, meeting column B standards before being discharged into the Troi River. The wastewater treatment capacity of phase 1 is up to 2,000 m3/day and night, of phase 2 is 6,300 m3/day and night (Total capacity of 8,300 m3/day and night).

Information and communication system: A switchboard with more than 1,400 phone numbers is built and ready along the sidewalks of the industrial park.

Fire protection system: fire hydrants are arranged at a distance of 150 m per pole and 1 m from the edge of the road, using the same domestic water supply source, ensuring fire protection service radius for the entire industrial park.
Other infrastructure utilities: Lighting and landscape greenery system; Land plots in the IP are leveled to a minimum elevation of +3.50m, ensuring natural drainage and flood prevention; The rainwater drainage system is arranged independently of the wastewater treatment system; Solid waste collection and treatment system; Directly connected to the Troi River and wharves in the Cai Lan Port cluster.

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT VIET HUNG IP

Infrastructure rental price: 90 USD/m2/the entire lease term (until 2056)

Infrastructure management and maintenance fee: Depending on the leased land area.

Land rental: Việt Hưng Industrial Park applies the form of land lease with a one-time payment, the land rental is included in the infrastructure rental price.

Electricity price: applied according to EVN's electricity price list at each time (refer to from 1,024 VND-2,908 VND/kWh)

Water price: 0.74 USD/m3, calculated on the actual amount of water used

Wastewater treatment fee: 12,727 VND/m3 (equivalent to 0.55 USD/m3), the amount of wastewater is calculated as 80% of the amount of clean water used

Investment incentives at Việt Hưng industrial park:

Regarding corporate income tax: A preferential corporate income tax rate of 10% is applied for the first 15 years of the project; At the same time, 100% of CIT is exempted in the first 04 years and 50% reduction of CIT payable in the next 09 years.

Regarding import tax: import tax exemption for goods on the list of tax incentives imported to create fixed assets for the project

IV. CURRENT STATUS OF INFRASTRUCTURE INVESTMENT AND INVESTMENT ATTRACTION AT VIET HUNG IP

Việt Hưng Industrial Park has now completed the construction of 99% of infrastructure for both phases of the industrial park, attracting 12 investment projects with a total registered investment capital of 85.46 million USD of FDI and 6,101 billion VND of domestic investment capital, reaching an occupancy rate of over 44% of the entire area, specifically:
Phase 1 of the project has filled more than 99% of the area with 11 investment projects in the fields of wood production, garment, construction materials and logistics services with typical projects such as the Rare Earth Material Processing and Refining Project of Integral Materials Vietnam Co., Ltd. (Hong Kong), AIDI Candle Production Project (China); Garment project of Weily Textile Company (Republic of Seychelles), Logistics service and automobile infrastructure center project of Thanh Cong Automobile Service and Infrastructure Joint Stock Company with a scale of 25.38 ha...
Phase 2 of the project has attracted 02 projects: The Automobile Manufacturing Plant of Việt Hưng Thanh Cong Technology Complex Industrial Park Joint Stock Company with a scale of 34 ha, with a total investment of more than 4,543 billion VND and the Automobile Production and Assembly Project in cooperation with SKODA AUTO Group (Czech Republic) with 02 brands Kushaq and Slavia and other electric vehicle brands of the group, with a planned capacity of 120,000 vehicles/year, implemented on an area of 36.5 ha.
Việt Hưng Industrial Park is still continuing to attract supporting projects for the automobile manufacturing industry with the goal of developing a modern automobile industrial complex in Quảng Ninh province in particular and the whole country in general.
