Long Giang Industrial Park - Tiền Giang Province

I. LEGAL INFORMATION AND LOCATION OF Long Giang INDUSTRIAL PARK

Long Giang Industrial Park was established on November 26, 2007, according to Investment Certificate No. 532043000007 issued by the Management Board of Industrial Parks of Tiền Giang province. The industrial park is located in Tân Lập 1 commune, Tân Phước district, Tiền Giang province, with a planned land use scale of 540 hectares. The project is invested by Long Giang Industrial Park Development Co., Ltd. (LJIP) with a total investment of over 100 million USD and has an operating term of 50 years (From 2007-2057)

The infrastructure investment project of Long Giang Industrial Park was approved for the first time by the People's Committee of Tiền Giang province in detailed planning at a scale of 1/2000 in Decision No. 625/QD-UBND dated March 10, 2008, and was last adjusted in Decision No. 14/QD-UBND dated January 04, 2019. According to the approved plan, Long Giang Industrial Park has a total area of industrial land for lease of 383.25 hectares (accounting for 70.97%), the area for construction of technical structures is 13.43 hectares (accounting for 2.49%), the rest is the area of green trees and transportation systems and other infrastructure utilities.

In terms of nature, Long Giang Industrial Park is a multi-industry industrial park, focusing on attracting investment projects in the following industry groups:
- Group 1: Electronics-refrigeration, mechanical assembly industry;
- Group 2: Wood production, equipment production, household goods, rubber industry;
- Group 3: Pharmaceutical, cosmetic, medical equipment, agricultural and forestry product processing industries.
Currently, Long Giang Industrial Park no longer attracts the construction materials production industry after the planning adjustment in 2019.
Regarding regional connectivity, Long Giang Industrial Park is located adjacent to provincial road DT 866B and near the intersection of the TP.HCM - Trung Luong Expressway, so the industrial park has a convenient transportation connection location:
- 5 km from the TP. Ho Chi Minh - Trung Luong Expressway intersection
- 15 km from the center of My Tho city
- 66 km from the center of Ho Chi Minh City; 67 km from Tan Son Nhat airport
- 75 km from Cat Lai port; 71 km from Long An International Port

II. INFRASTRUCTURE SYSTEM OF Long Giang INDUSTRIAL PARK

Power supply system: Long Giang Industrial Park is invested by the investor to build a 110/22kV substation system exclusively for the industrial park with a capacity of 3*63 MVA, 22kV lines are connected to each plot of land in the industrial park, ready to connect according to investors' needs. At the same time, the industrial park is planned to build new substations in the future when electricity demand increases.
Water supply system: the entire demand for clean water in Long Giang Industrial Park is guaranteed to be supplied by the internal clean water treatment and supply system with a water supply capacity of 10,000 m3/day and night from groundwater, with the ability to expand to a maximum of 48,000 m3/day and night according to actual water demand. Water samples are regularly tested to ensure water supply standards according to Việt Nam clean water standards.
Wastewater treatment system: all production wastewater in the industrial park is collected and treated at a centralized wastewater treatment system with a maximum design capacity of 40,000 m3/day and night.
Internal traffic road system: traffic roads in Long Giang Industrial Park are arranged in a grid pattern and paved with asphalt meeting VNH18-H30 standards. The main roads in the industrial park have a road surface width of 17.5 m, the branch roads in the industrial park have a road surface width of 8 m. At the same time, all roads in the industrial park are arranged with green landscape on both sides
Other infrastructure utilities: Telecommunications system with 4000 lines, rainwater and domestic wastewater drainage systems are arranged independently from the production wastewater drainage system; fire protection system; public parking system, green landscape...
Inland waterway port: investors operating in Long Giang Industrial Park have many favorable conditions in transporting goods through the inland waterway port system right inside the IP, directly connected to My Tho port (15 km), Saigon port, Hiep Phuoc port (50 km), Bourbon port (35 km). The loading and unloading wharf of Long Giang Industrial Park has the ability to handle 06 barges at the same time with a capacity of 600 tons/unit.

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT Long Giang INDUSTRIAL PARK

Infrastructure lease fee: 150 USD/m2/entire lease term (until 2057). The lease unit price may vary depending on the location and area of the leased land plot.
Infrastructure management and maintenance fee: 0.03 USD/m2/month (equivalent to 0.36 USD/m2/year)
Annual land rent: applied according to the decision of the People's Committee of Tiền Giang province at each time.
Electricity price: applied according to EVN's electricity price list (refer to 1,007-2,871 VND/KWh)
Water price: 8,190 VND/m3, the unit price may change depending on the time
Wastewater treatment fee: depends on the quality of the incoming wastewater. The current reference level is from 0.3 - 0.5 USD/m3, the amount of wastewater is determined by 80% of the amount of clean water used

Investment incentives at Long Giang Industrial Park:
Regarding corporate income tax: investment projects are applied a preferential tax rate of 10% in the first 15 years of the project. At the same time, 100% of CIT is exempted in the first 04 years and 50% of CIT is reduced in the next 09 years.
Regarding import tax: import tax is exempted for goods on the list of incentives imported to create fixed assets for businesses.
In addition, investors in Long Giang Industrial Park are also supported by the investor in applying for investment project licenses and establishing businesses, including the case of establishing export processing enterprises. At the same time, with a population of 1.8 million people, investors also benefit from an abundant labor source.

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT Long Giang INDUSTRIAL PARK

Currently, Long Giang Industrial Park has completed infrastructure construction and leased about 83% of the total area with more than 50 investment projects from China, Korea, Japan and Singapore, Taiwan, Malaysia. These include typical projects such as the copper pipe production project of HAILIANG Việt Nam Company (China) with an investment of more than 55 million USD, the household goods production project of Lock&Lock (Korea) with an investment of 75 million USD, the electric cable production project of NISSEI ELECTRIC (Japan), the animal feed production project of Sunjin (Korea), the plastic packaging production project of Yongfeng (China)...and many other projects in the mechanical, household goods, handicrafts, and food industries.
