I. LEGAL INFORMATION AND LOCATION OF BACH DANG INDUSTRIAL PARK
Bạch Đằng Industrial Park was approved by the Prime Minister's Decision on investment policy at Decision No. 988/QD-TTg dated August 7, 2019 with the investor being Hai Phong Automobile Repair One Member Limited Liability Company. The project of investing in and trading infrastructure of Bạch Đằng Industrial Park has a total investment of 994,288.8 million VND (over 994 billion VND), has an operating term of 50 years (from 2019-2069) and has a planning location in Khu vực Đầm Nhà Mạc, Lien Vi commune, Quảng Yên town, Quảng Ninh province.
On February 11, 2023, the Prime Minister approved the planning of Quảng Ninh province for the period 2021-2030, with a vision to 2050 at Decision No. 80/QD-TTg, accordingly, Bạch Đằng Industrial Park is one of 03 component industrial park projects under the planning of Dam Nha Mac Service Industrial Park under the Quảng Yên coastal economic zone with a total planned area of 1,735.85 ha (including Bac Tien Phong IP (1,192.9 ha), Nam Tien Phong IP (366.5 ha) and Bạch Đằng IP (176.45 ha)).
The Industrial Park was approved by the Quảng Ninh Provincial People's Committee for detailed planning 1/500 at Decision No. 4097/QD-UBND dated December 2, 2016, accordingly, the industrial park has a total land area for lease of 44.94 ha (accounting for 25.47%), the area of warehouses and yards is 45.7 ha (accounting for 25.89%), the area of green trees and water surface is 17.73 ha, the area of technical infrastructure is 3.4 ha, the area of traffic land is 23.41 ha.

In terms of characteristics, Bạch Đằng Industrial Park is an industrial park, general port and warehouse service belonging to the Seaport Service Area, seaport, industry and urban area in Khu vực Đầm Nhà Mạc, Quảng Yên town, which is oriented to attract chemical, petrochemical, light industry, automobile and component manufacturing industries; supporting industries and port support services with ships from 20,000 DWT - 50,000 DWT.
Regarding regional connectivity, the IP is adjacent to the Hai Phong - Ha Long highway in the Northwest, adjacent to the highway intersection in the Northeast of the industrial park and the Southeast is adjacent to the Southeast Dam Nha Mac Industrial Park (planned) and has the ability to connect:
- 30 km from Ha Long city
- 8.5 km from Hai Phong Port, 25 km from Lach Huyen deep-water port
- 11 km from Cat Bi airport, 14 km from Hai Phong city center
- 123 km from Hanoi city center, 143 km from Noi Bai international airport
- Located near Hai Phong port cluster and port cluster in Khu vực Đầm Nhà Mạc - Quảng Yên town II. INFRASTRUCTURE SYSTEM OF BACH DANG INDUSTRIAL PARK
Internal traffic road system: designed in a grid pattern, conveniently connecting to external traffic routes, creating favorable conditions for transporting goods. The main axis of the industrial park is 55m wide, of which the road surface width is 30m; branch roads in the industrial park have a road surface width of 7m-17m, a cross-section width of 21m-39m. All traffic routes in the industrial park are arranged with sidewalks and green trees on both sides
Power supply system: in the initial phase, the project uses electricity from the 35KV line passing through the industrial park according to the plan. When operating stably, the project uses electricity supplied through the 110KV/22KV Dam Nha Mac transformer station with a capacity of 55 MVA. 22kV lines are connected to each land plot in the industrial park.
Water supply system: the water source for production at Bạch Đằng IP is taken from the Lien Vi water plant serving the Dam Nha Mac Service Industrial Park (including Bạch Đằng IP) through a water supply pipeline network designed in a ring shape, with a water supply capacity for the project reaching 75,000 m3/day and night in 2025. of which the water supply capacity for Bạch Đằng IP is about 7,200 m3/day and night.
Wastewater treatment system: all wastewater at Bạch Đằng industrial park is collected through D300-D600 pipelines and treated at the industrial park's centralized wastewater treatment station with a maximum treatment capacity of 7,200 m3/day and night located in the Northeast of the area. Wastewater is treated to column B standards according to Vietnamese standards before being discharged into the environment
Other infrastructure utilities: Communication system; Lighting system; Landscape green system; Solid waste collection and treatment system; Fire protection system; The rainwater drainage system is arranged independently of the wastewater collection and drainage system; Land plots in the industrial park are leveled with an elevation of +3.40m to ensure natural drainage capacity
III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT BACH DANG INDUSTRIAL PARK
Infrastructure rent: 80 - 100 USD/m2/entire lease term (until 2069). The unit price may vary depending on the location and area of the leased land
Infrastructure management and maintenance fee: 14,400 VND/m2/year (equivalent to 0.6 USD/m2/year)
Annual land rent: Applied according to the land rental price of Quảng Ninh province at each time
Electricity price: Applied according to EVN's electricity price list at each time
Water price: 16,500 VND/m3/based on the actual amount of water used
Wastewater treatment fee: depends on the quality of the incoming wastewater, the amount of wastewater is calculated as 80% of the amount of clean water used.

Investment incentives at Bạch Đằng industrial park
Regarding corporate income tax: Bạch Đằng Industrial Park applies the CIT incentive policy for Economic Zones. Accordingly, a preferential tax rate of 10% is applied for the first 15 years of the project, while 100% of income tax is exempted for the first 04 years and 50% CIT reduction for the next 09 years.
Regarding import tax: Import tax exemption for goods on the list of tax incentives imported to create fixed assets for investment projects
IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT BACH DANG INDUSTRIAL PARK
Currently, the investor of Bạch Đằng industrial park is completing the procedures for compensation, site clearance and construction permits according to regulations to implement the completion of infrastructure according to the progress approved in the investment policy.
