I. LEGAL INFORMATION AND LOCATION OF QUANG TRI INDUSTRIAL PARK
Quang Tri Industrial Park was added to the planning of industrial parks in Quang Tri province according to Official Dispatch No. 1784/TTg-CN dated December 16, 2020 of the Prime Minister (at the proposal of the Ministry of Planning and Investment in document No. 5567/BKHDT-QLKKT). According to the approved content, Quang Tri Industrial Park has a planned area of 497 hectares, with a planned location in the communes of Hai Truong, Hai Lam and Dien Sanh town, Hai Lang district, Quang Tri province.
On March 23, 2021, the Quang Tri Industrial Park Project was approved for investment policy by the Prime Minister in Decision No. 418/QD-TTg. The project has a land use scale of 481.2 hectares, of which the land area for industrial park infrastructure construction is 478.28 hectares and 2.92 hectares is the current land area of the 110 KV power grid corridor, keeping the current status, the total investment capital of the project is 2,074 billion VND (equivalent to 88.256 million USD) and the project has an operating term of 50 years (From 2021-2071). The Northwest and Southeast boundaries are adjacent to the resettlement area of the project, the Southwest boundary is adjacent to the perennial crop area of Hai Truong commune and Dien Sanh town, the Northeast is adjacent to the North-South railway corridor.

The investor of Quang Tri Industrial Park is a joint venture between 03 investors with experience and reputation in the field of industrial infrastructure investment, including:
- The first investor: Vietnam - Singapore Industrial Park Co., Ltd. (investor of the VSIP industrial park system)
- The second investor: AMATA Bien Hoa Urban Joint Stock Company (Investor of AMATA Bien Hoa Industrial Park and Long Thanh High-Tech Park)
- The third investor: Sumitomo Corporation (the investor of the Thang Long industrial park system in Hanoi, Vinh Phuc and Hung Yen)
In terms of characteristics, Quang Tri Industrial Park is oriented to be built into a green, clean mixed industrial park, focusing on attracting investment projects in industries using advanced technology, environmentally friendly and non-polluting, and developing sustainably
Regarding regional connectivity, Quang Tri Industrial Park is adjacent to important transportation routes such as National Highway 1A and the North-South railway, the North-South expressway (in the future) and:
- 25 km from the center of Dong Ha city
- 60 km from Phu Bai airport
- 110 km from Chan May port, 150 km from Tien Sa port
- 100 km from Lao Bao international border gate

II. INFRASTRUCTURE SYSTEM OF QUANG TRI INDUSTRIAL PARK
Internal traffic system: the main axis of Quang Tri Industrial Park is National Highway 15D, it is expected that collection roads will be built to avoid traffic conflicts and connect directly to National Highway 1A. Branch roads in the industrial park are arranged in a grid pattern, the total area of traffic land in the industrial park is 56.63 hectares, accounting for 11.91% of the planned area, ensuring convenient traffic in the industrial park.
Power supply system: power for production in Quang Tri Industrial Park is supplied through the 110kV/22kV Dien Sanh substation with a capacity of 150 MVA. 22 kV lines are connected to each land plot in the industrial park, ready for connection according to investors' needs.
Water supply system: clean water is supplied by the internal clean water plant with a maximum water supply capacity of 28,000 m3/day and night through pipelines along traffic routes in the industrial park, to each land plot
Wastewater treatment system: the industrial park's wastewater treatment plant has a treatment capacity of 22,000 m3/day and night. All production wastewater from factories after being pre-treated will be collected and treated centrally at the industrial park's wastewater treatment plant to standard A before being discharged into the environment.
Fire protection system: fire hydrants are arranged along traffic routes in the industrial park, at the same time, Quang Tri Industrial Park is fully equipped with fire protection equipment and a 24/7 fire protection team, ensuring quick and timely handling of all fire incidents in the industrial park.
Information and communication system: A switchboard with 5000 phone numbers and an internet system from suppliers are ready to serve the needs in the industrial park well.
Other infrastructure utilities: the area of green trees and landscapes is 57.43 hectares (accounting for 12.08% of the planned area), the sidewalk and lighting system are arranged reasonably, the ground is fully leveled before being handed over to investors
III. INVESTMENT INCENTIVES AT QUANG TRI INDUSTRIAL PARK
Investment incentives in Quang Tri Industrial Park are applied according to the incentive policy of areas with difficult socio-economic conditions. Specifically, investment projects in Quang Tri Industrial Park are entitled to a preferential tax rate of 17% for 10 years. At the same time, 100% CIT is exempted for the first 02 years and 50% reduction of tax payable for the next 04 years. The time to calculate tax incentives is from the time the enterprise generates taxable income or from the 4th year of operation
IV. CURRENT STATUS OF INVESTMENT IN QUANG TRI INDUSTRIAL PARK
The Quang Tri industrial park project is built in 3 phases, phase I has an area of 97.4 hectares, phase II has an area of 175.42 hectares and phase III is 208.38 hectares. On April 30, 2022, Quang Tri Industrial Park was launched under the witness of President Nguyen Xuan Phuc. Up to now, the investors are still urgently carrying out the work of compensation, site clearance and construction of technical infrastructure items, it is expected to start construction of phase 1 infrastructure in the second quarter of 2023 and put it into operation from the first quarter of 2024.
