Gia Bình II Industrial Park - Bắc Ninh Province

I. LEGAL INFORMATION AND LOCATION OF GIA BINH II INDUSTRIAL PARK

Gia Bình II Industrial Park was approved to be added to the planning of industrial parks in Bắc Ninh province in Document No. 1511/TTg-KTN dated August 20, 2014 of the Prime Minister with a planned area of 250 ha. On August 10, 2020, Gia Bình II Industrial Park was approved by the People's Committee of Bắc Ninh province for the 1/2,000 scale construction zoning plan in Decision No. 353/QD-UBND. Accordingly, Gia Bình II Industrial Park has an approved planning scale of 261.84 ha, including 250 ha of industrial park area (industrial land area for lease is 167.23 ha) and 11.84 ha of area for returning irrigation canals and building external traffic roads. Gia Bình 2 IP has a planned location in the communes of Nhân Thắng, Bình Dương, Thái Bảo and Vạn Ninh, Gia Bình district.

On March 12, 2021, the Investment Project for construction and business of infrastructure of Gia Bình II Industrial Park was approved for investment policy by the Prime Minister in Decision No. 347/QD-TTg with the infrastructure investor being HANAKA Group Joint Stock Company with a total investment of approximately VND 3,956.8 billion. The project has an operating term of 50 years from the date of approval of the investment policy (from 2021-2071). On April 12, 2021, Gia Bình II Industrial Park was officially established under Decision No. 128/QD-UBND of the People's Committee of Bắc Ninh province.

Regarding its nature, Gia Bình II Industrial Park is planned as a concentrated industrial park in a modern direction, clean industry promoting economic development in the South of Duong River area and Bắc Ninh province, attracting modern investment projects, advanced technology, and clean industry that does not cause environmental pollution.
Regarding regional connectivity, Gia Bình II IP is bounded to the Northeast by National Highway 17, to the Northwest by provincial road DT.282 and adjacent to densely populated residential areas around, and:
- 22 km from the center of Bắc Ninh city; 33 km from the center of Bac Giang city
- 60 km from the center of Hanoi city
- 60 km from Noi Bai International Airport
- 90 km from Dinh Vu Hai Phong port; 101 km from Lach Huyen deep-water port
- About 3.5 km from National Highway 18

II. INFRASTRUCTURE SYSTEM OF GIA BINH II INDUSTRIAL PARK

Internal traffic road system: the main road of Gia Bình 2 industrial park has a cross-section width of 42.0m, of which the road surface width is 2x12m; internal branch roads in the IP have a cross-section width of 22.5 m, of which the road surface width is 10.5m. The roads in the industrial park are arranged with sidewalks with a width of 6m on each side and the main road is arranged with a median strip dividing the two lanes. In addition, the road system in Gia Bình industrial park is also directly connected to the National Highway 17 gathering route (adjacent to the existing National Highway 17) with a width of 18.5m and the DT.282B road with a cross-section width of 56.0m, giving the industrial park extremely convenient and airy traffic connections.

Power supply system: the production power source for Gia Bình 2 industrial park is taken from the 110/35/22kV Vạn Ninh substation with a capacity of 63MVA. The 22kV lines are designed in a ring form combined with a radial shape, branching to each plot in the industrial park.

Water supply system: the industrial park is expected to invest in building a clean water treatment and supply plant with a water supply capacity of about 9,500 m3/day and night from the surface water source of the Duong River to serve the production water demand in the industrial park. The water supply pipeline system in the industrial park has a diameter of D110-D400mm in a ring form.

Wastewater treatment system: production wastewater at Gia Bình II IP is collected and treated at the central wastewater treatment station to meet column A standards according to Vietnamese environmental standards before being discharged into the environment; the industrial park's wastewater treatment plant has a capacity of about 6,700 m3/day and night

Other infrastructure utilities: Fire hydrants are arranged along traffic routes in the industrial park with a service radius of about 150m per hydrant; Solid waste collection system; Lighting system; Landscape greenery system; Telecommunications system with about 9,500 subscribers; Leveling all plots in the industrial park before handing them over to investors with an altitude from +3.10m to +3.90m; The rainwater collection and drainage system is arranged independently of the wastewater collection system.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT GIA BINH II IP

Infrastructure rental price: 110 USD/m2/the entire remaining lease term (until 2071)

Annual land rent: Gia Bình II Industrial Park is currently in the period of being exempt from annual land rent, after the incentive period ends, the land rent is determined according to the decision of the People's Committee of Bắc Ninh province at each time.

Infrastructure management and maintenance fee: 0.5 USD/m2/year

Electricity price: applied according to EVN's electricity price list at each time

Water price: 11,500 VND/m3 (calculated on the actual amount of clean water used)

Wastewater treatment fee: depends on the quality of incoming wastewater

Investment incentives at Gia Bình II Industrial Park

Regarding corporate income tax: 100% exemption from CIT for the first 02 years and a 50% reduction in CIT for the next 04 years for new investment projects in the industrial park

Regarding import tax: exemption from import tax on goods on the list of tax incentives imported to create fixed assets for businesses.

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT GIA BINH II IP

Currently, Gia Bình II Industrial Park has completed over 80% of compensation and site clearance for industrial park construction. On July 09, 2023, Gia Bình II Industrial Park was officially started construction with the participation of Deputy Prime Minister Tran Hong Ha and former National Assembly Chairman Nguyen Sinh Hung. The industrial park is expected to complete construction to hand over part of the infrastructure in the 4th Quarter of 2023.
