TMTC TEXTILE AND GARMENT INDUSTRIAL PARK AND SUPPORTING INDUSTRY - TAY NINH

I. GENERAL INFORMATION ABOUT THE INDUSTRIAL PARK
On July 9, 2014, the Chairman of the People's Committee of Tay Ninh, Nguyen Thi Thu Thuy, agreed to allow Thanh Thanh Cong Industrial Park Joint Stock Company (An Hoa commune, Trang Bang district) and TMTC Industrial Park Development Co., Ltd. (located in the Moc Bai border gate economic zone) to establish the det may and supporting industry. The det may and TMTC supporting industry, also known as the TMTC Moc Bai industrial park, started construction in May 2015 and was adjusted for detailed planning in Decision No. 1271/QD-UBND dated May 24, 2016, according to the approval of the People's Committee of Tay Ninh. Currently, the det may and TMTC supporting industry in Moc Bai is a textile and garment industrial park, which includes a textile dyeing sub-zone serving the production and business needs of factories in the industrial park.
The investor of the industrial park is TMTC Industrial Park Development Co., Ltd. With an approved project land use scale of 108.11 ha, the factory construction land area is up to 76.51 ha, accounting for 71% of the industrial park area, of which the textile-dyeing factory land is 46.17 ha, and the garment and supporting industry factory land is 29.39 ha. The project's operating term is 50 years, which can be extended until 2059.
As of 2018, this industrial park has attracted 7 investors from Korea and China to register with a total capital of over 50 million USD, with a total area of 19 ha. There are 4 factories under construction, and one factory (textile dyeing) has been put into operation.
Land status
According to the decision approving the partial adjustment of the detailed plan of det may and TMTC supporting industry in Moc Bai border gate economic zone, Ben Cau district, Tay Ninh province at Decision No. 1271/QD - UBND, the industrial park has been re-divided in area to replace Decision No. 2131/QD - UBND. Specifically:
Land for factory construction: 76.51 ha;
Land for technical works: 4.54 ha;
Land for operation and service center: 0.37 ha;
Land for expert housing area: 2.08 ha;
Land for greenery: 13.14 ha;
Land for traffic: 11.47 ha;

The project is established with the goal of preparing a favorable environment to attract domestic and foreign investment to develop det may and TMTC Supporting Industry as well as industrial cluster No. 1, contributing to promoting the socio-economic development of the Moc Bai border gate economic zone, attracting domestic and foreign businesses to invest in the Moc Bai border gate economic zone, and attracting labor, creating jobs in Tay Ninh province and neighboring provinces.
Geographical location

det may and TMTC supporting industry is located in Moc Bai border gate economic zone, Ben Cau district, Tay Ninh province.
Tay Ninh province is considered one of the important international gateways between Vietnam and Cambodia, Thailand, etc. At the same time, the province has an important position in the exchange of goods between the provinces in the southern key economic region and the provinces in the Mekong Delta region. In addition, Tay Ninh province also has the Trans-Asia road passing through with a length of nearly 28 km, connecting Ho Chi Minh City with Cambodia through the Moc Bai border gate, so this is a huge advantage of det may and TMTC supporting industry. The industrial park has a convenient transportation connection system. It can be connected to provinces and cities throughout the country and abroad by road, sea, rail, and air. Specifically:
20km from Tay Ninh City;
10km from Thanh Phuoc Port;
70km from Ho Chi Minh City;
80km from Bien Hoa City.
Currently, the occupancy rate of the Industrial Park has reached about 70% and in the near future, it will attract more and more domestic and foreign investors strongly after the post-Covid 19 period.
II. INDUSTRIAL PARK INFRASTRUCTURE INFORMATION
Infrastructure
det may and TMTC supporting industry was completed in July 2017, so the infrastructure is complete and convenient. Especially due to the nature of the industrial park, the treatment infrastructure is carefully focused on by the investor, TMTC Industrial Park Development Co., Ltd.
In the process of industrial development in general and the system of industrial parks in particular in Vietnam, many major challenges are being created in terms of the environment and society. In which, the problem of environmental pollution due to wastewater from industrial parks is a concern of businesses as well as the state because the amount of wastewater is often very large with a high level of pollution. Therefore, TMTC Industrial Park Development Co., Ltd. has decided to invest in a wastewater treatment system for TMTC Textile and Dyeing Industrial Park to help reduce negative impacts on the environment and people around the project area. In addition, investing in a water supply system for TMTC Industrial Park to provide clean water for production and living businesses is also an urgent matter today.
The wastewater treatment plant has a capacity of 20,000 m3/day and night and the water supply plant has a capacity of 9,500 m3/day and night. The two plants have a total investment of about 15 million USD with modern technological equipment, built on an area of about 5 hectares in the premises of TMTC Moc Bai Industrial Park. After treating wastewater to meet column A standards (QCVN 40: 2011), the treated water source will be discharged to a 3-day biological lake, then discharged to the Dia Xu canal, and a part will be reused.
Capacity:
Providing high-speed Internet in the Industrial Park;
Industrial water supply station: 19,000 tons/day;
Domestic water supply station: 3,000 tons/day.
III. INVESTMENT COSTS AND INVESTMENT INCENTIVES
Investment costs
Rental price for textile dyeing factory area: 95USD / m2
Rental price for factory and supporting industry area: 65USD / m2 (Price is negotiable according to land area)
Infrastructure management fee: 0.42USD / m2 / year
Industrial water price: 0.32USD / m3
Wastewater treatment price: 0.45 ~ 1.47USD / m2
Incentives
Tay Ninh has an open investment attraction policy, combined with the advantage of being located in the southern key economic region, it has attracted many large investors.
Businesses investing in TMTC Moc Bai industrial park can enjoy the following incentives:
Corporate income tax: Businesses are entitled to a tax exemption for the first 2 years (calculated from the first year with profit), 5% for 9 years and 10% for 2 years.
Personal income tax: Reduced by 50%.
Note that with an annual net profit of 1,000,000 USD, there will be a tax reduction of 1,550,000 USD (for 15 years) and with an annual labor cost of 500,000 USD, there will be an incentive of 87,000 USD each year.
