Texhong Hai Ha Industrial Park - Quảng Ninh Province

I. LEGAL INFORMATION AND LOCATION OF [[ENT_1]] INDUSTRIAL PARK

[[ENT_1]] Industrial Park - Seaport was approved for investment policy by the Prime Minister and added to the planning of industrial parks in Vietnam in Document No. 141/TTg-KTN dated January 23, 2008 with an expected scale of about 5,000 ha, of which the planned area of [[ENT_1]] Industrial Park is about 3,900 ha. The project was started in 2008 with the first investor being Vinashin Group. After that, due to poor project implementation efficiency, the project was approved by the Prime Minister to change the investor to the new investor, Vietnam National Shipping Lines (VINALINES) and INDEVCO Group Joint Stock Company (According to Official Dispatch No. 2215/TTg-KTN dated November 30, 2011 of the Prime Minister). On April 10, 2012, the Prime Minister established Mong Cai Border Gate Economic Zone in Decision No. 19/2012/QD-TTg, according to which the [[ENT_1]] Industrial Park - Seaport was added to the planning of Mong Cai Economic Zone, with a planned location in Quang Dien, Quang Phong and Phu Hai communes, Hai Ha district, Quảng Ninh province. However, after 03 years since being handed over, INDEVCO investor has not been able to implement the [[ENT_1]] Industrial Park and Seaport project due to difficulties in handing over the project between the old investors.

Therefore, on March 17, 2014, Texhong Group Joint Stock Company was approved by the Prime Minister to study and implement phase 1 construction at [[ENT_1]] Industrial Park in Document No. 327/TTg-QHQT. The project is expected to be implemented by a subsidiary company, Texhong [[ENT_1]] Industrial Park Co., Ltd. with a project implementation area of ​​641 ha and a total registered investment capital of about 215 million USD. On April 25, 2014, Texhong Vietnam IP Co., Ltd. was granted an Investment Registration Certificate by the Management Board of Industrial Parks of Quảng Ninh province for the project of Investment in construction and business of phase 1 infrastructure of [[ENT_1]] Industrial Park ([[ENT_2]]). After that, [[ENT_2]] was officially established under Decision No. 648/QD-UBND dated March 11, 2016 of the People's Committee of Quảng Ninh province with the official name [[ENT_2]], belonging to [[ENT_1]] Industrial Park - Seaport, with an area of ​​660 ha. The project has an operating term of 50 years from the date of being granted the Investment Registration Certificate (From 2014 - 2064).

[[ENT_1]] Industrial Park was approved for a zoning plan at a scale of 1/2000 in Decision No. 4086/QD-UBND dated December 21, 2015 and was partially adjusted in planning at Decisions No. 2113/QD-UBND dated June 14, 2018, Decision No. 5228/QD-UBND dated December 18, 2018 and Decision No. 4535/QD-UBND dated December 09, 2020 of the People's Committee of Quảng Ninh province. According to the approved 1/2000 scale plan, [[ENT_1]] Industrial Park has a total planned area of ​​3,374.04 ha, of which the industrial land area for lease is 2,458.38 ha, including 04 functional sub-zones A, B, C, D. [[ENT_2]] belongs to the planning of sub-zone A of [[ENT_1]] Industrial Park, with a total planned area of ​​922.11 ha, including 657.37 ha of industrial land and the rest is the area of ​​technical infrastructure land, traffic land, green water surface.

On March 16, 2021, the Prime Minister approved the adjustment of the planning of Mong Cai Border Gate Economic Zone with a vision to 2040 in Decision No. 368/QD-TTg. Accordingly, the area of ​​[[ENT_1]] Industrial Park - Seaport was adjusted to reduce the planned area from 5,000 ha to 4,990 ha (of which the area of ​​[[ENT_1]] Industrial Park is expected to be adjusted from 3,900 ha to 3,370 ha). Thus, in addition to the 660 ha of phase 1 ([[ENT_2]]) already allocated to Texhong Group for investment, [[ENT_1]] Industrial Park still has 2,710 ha of industrial land in the planning that has not been invested.
In terms of nature, [[ENT_2]] is a multi-sector, multi-industry industrial park, focusing on attracting investment projects in the fields of textiles, textile support, dyeing and finishing textile products.
Regarding regional connection location, [[ENT_2]] has a planned location in Quang Dien, Quang Phong, Phu Hai, Quang Trung and Cai Chien communes, Hai Ha district, conveniently connected to National Highway 18 and the new Van Don - Mong Cai expressway:

II. INFRASTRUCTURE SYSTEM OF [[ENT_2]]

Internal traffic road system: The traffic routes in [[ENT_1]] Industrial Park are arranged in a chessboard pattern. The industrial park has 02 main roads with a width of 42 m, directly connecting to National Highway 18 and the Van Don - Mong Cai expressway; Branch roads in the industrial park have a width of up to 32 m. All traffic routes in the industrial park are equipped with sidewalks, lighting systems and green trees.
Power supply system: currently, the power source for production in [[ENT_2]] is taken from the existing 110kV and 220kV national grid connected to the industrial park through a 110kV/22kV transformer station. In the stable operating phase, the power supply for [[ENT_2]] in particular and the entire [[ENT_1]] Industrial Park - Seaport in general is taken from the [[ENT_1]] thermal power plant with a maximum capacity of 2,100 MVA through 05 220kV transformer stations and 10 110kV transformer stations.
Water supply system: the water source for production at [[ENT_1]] IP is taken from 02 water plants, [[ENT_1]] (with a capacity of 9,000 m3/day and night, water source from Ha Coi River and Chuc Bai Son Lake) and Quang Minh water plant (capacity of 60,000 m3/day and night, water source from Tai Chi Lake). In addition, water can also be supplied from [[ENT_1]] water plant 1 and [[ENT_1]] 2 in the long term. The total water supply capacity for the entire [[ENT_1]] IP is about 200,000 m3/day and night
Wastewater treatment system: wastewater in the industrial park is collected and treated at 06 concentrated wastewater treatment stations of the industrial park with a total maximum treatment capacity of 90,000 m3/day and night, capable of treating wastewater to column B standards according to Vietnamese standards before discharging into the environment.
Telecommunications system: to serve telecommunications and communication operations, [[ENT_1]] Industrial Park is built with 01 satellite station with 30,000 numbers, ensuring smooth information needs at the IP
Other infrastructure utilities: [[ENT_1]] Industrial Park is arranged with 04 solid waste collection points with an area of ​​5,000 m2 each to collect and treat waste; Fire protection system; The rainwater drainage system is arranged independently from the wastewater collection and treatment system; Land plots are leveled to the planned elevation before being handed over to investors; Planning to build [[ENT_1]] general port with a capacity of 80,000 tons to serve the industrial park in particular and the locality in general. III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT [[ENT_1]] IP
