I. LEGAL INFORMATION AND LOCATION OF KHU CÔNG NGHIỆP ĐÔNG ANH - HÀ NỘI

Recently, Dong Anh Industrial Park was included in the project "Establishing 02-05 new industrial parks in the period 2021 - 2025" of the People's Committee of Hà Nội. On January 07, 2022, the People's Committee of Hà Nội issued Decision No. 65/QD-UBND approving the above Project. Dong Anh IP is planned to develop in the direction of a high-tech industrial park, research and development associated with the trans-Asian corridor in the Northeast of Dong Anh district. In the future, it will form a research and training institute to improve the technical level of workers, and apply high technology to production and manufacturing.

Dong Anh Industrial Park is planned with an area of 300ha located in the communes of Nguyen Khe, Xuân Nộn, Thụy Lâm, Lien Ha, Dong Anh town, Dong Anh district, Hà Nội City. The boundaries of the industrial park are planned as follows:

+ North: Adjacent to villages of 2 communes Xuân Nộn and Thụy Lâm.

+ South bordering cultivated land of Xuân Nộn and Thụy Lâm communes.

+ East and West adjacent to Dong Anh railway.

II. INVESTMENT STATUS OF KHU CÔNG NGHIỆP ĐÔNG ANH - HÀ NỘI

Currently, Dong Anh IP has not been implemented for investment in technical infrastructure construction, and is only in the early stages of establishing an industrial park. The Ministry of Planning and Investment is seeking opinions from relevant central ministries and branches and the People's Committee of Hà Nội City on appraisal and approval of the investment policy of the Dong Anh IP investment and infrastructure business project.

Regarding the current land use, the area planned for the construction of the industrial park is mainly cultivated land, mixed with residential areas and some businesses operating in this area. Currently, there are some investors interested in the Dong Anh IP investment and infrastructure business project. Specifically, the proposed investor (Vietnam Import-Export and Construction Joint Stock Corporation - Vinaconex) has submitted an application to request approval of the investment policy to implement the Project to the Ministry of Planning and Investment for consideration and appraisal to submit to the Prime Minister to decide on the investment policy of the project to build and do business in Dong Anh IP infrastructure in accordance with the Law on Investment in 2020.

In July 2021, the Ministry of Planning and Investment sent a document to the City People's Committee to seek opinions on the implementation of the project to invest in the construction and business of Dong Anh IP infrastructure; The Party Committee of the City People's Committee has reported and sought opinions and received the approval of the Standing Committee and the Standing Committee of the City Party Committee on the necessity of implementing the investment project; Currently, the City People's Committee is urgently completing the dossier to send to the Ministry of Planning and Investment for reporting as prescribed.

In Decision No. 65/QD-UBND, the People's Committee of Hà Nội city is expected to complete the investment and construction of technical infrastructure systems inside and outside the IP fence and put the project into official operation before September 2025; Attracting secondary investors from the end of 2025. Thus, in the near future, we can expect that Dong Anh IP will create a strong development boost for Dong Anh district.
