Correspondent Letter 4674 / BYT-MT is the plan that the Government of Vietnam to deal with tough situation at the present time.

On August  31th, 2020, the Ministry of Health issued Official Letter 4674 / BYT-MT guiding the prevention of covid epidemic among foreigners who come to Vietnam to work short-term (less than 14 days). Accordingly, foreign experts (investors, skilled workers, business managers ...), foreign visitors entering for diplomatic work less than 14 days (hereinafter referred to as experts)  will not do the normal quarantine process. “It is not centralized medical isolation for 14 days, but must strictly and fully comply with regulations on prevention and control of SARS-COV-2 epidemics, ensuring safety for professionals and visitors entering for diplomatic and public purposes as well preventing cross-contamination during work and not to infect the community.

First: The object of application of this official letter is foreign experts entering for economic development purposes and foreign visitors entering for diplomatic purposes with working time less than 14 days.

Second: The above individuals must have an agency or organization inviting them to enter Vietnam and must have international health insurance or be committed by the inviting agency to pay treatment costs if they suffer from SARS-CoV-2 in Vietnam

Third: Expenses for business trips (transportation, testing, isolation, disinfection, ...) will be paid by the inviting organization, except for diplomatic visitors.

Fourth: The 14-day period will end,if the foreigner whose test is negative, he / she is allowed to stay without isolation.

Fifth: Organization inviting people on entry needs to prepare an entry plan, detailed work plan (negative test results within 3 days before entry, transportation plan, work plan signed contract, a plan for disinfection and disinfection of the area, as well as ensuring the safety of individuals who communicated with foreigners ... hereinafter referred to as the plan), this plan should ensure the requirements of epidemic prevention and submit it to the competent authority for approval

Sixth: People"s Committees of provinces and centrally-run cities will approve the plan and assign the Department of Health and relevant agencies to inspect and monitor the implementation of the above plan.

seventh: Bluezone application is required to use during the above 14 working days (except for VIP diplomacy ministers or equivalent)

Eighth: Foreigners are entitled to travel to work in the first 14 days, but prefer to work in provinces near or with border gates or entry; restricting experts from traveling inland, where there is no plan to ensure safety against the SARS-CoV-2 epidemic.

Although there are many limitations which cant cover 100% for all the caces the procedure still has many steps and ensure high level checks.This also maybe the most suitable plan for both effective prevention of epidemic diseases and uninterrupted economic development. In the case of foreign individuals, if they really want to enter Vietnam, this will help them some parts in this hard time .
