First: Agree on the plan to resume regular international commercial flights with passengers between Vietnam and some partners. Thus, Vietnam will open international routes so that individuals from Vietnam can exit to other countries .In the opposite, foreigners, Vietnamese living oversea can return to Vietnam. However, the opening of the route initially had a frequency of 2 flights per week with some particular countries according to the schedule as follows:
- From September 15, 2020 for the routes: Vietnam - China (Guangzhou), Vietnam - Japan (Tokyo), Vietnam - Korea (Seoul), Vietnam - Taiwan, China (Taipei).
- From September 22, 2020 for Vietnam - Cambodia (Phnom Penh), Vietnam - Laos (Vientiane) routes.
This is the group of countries contributing top FDI to Vietnam in recent years.
Second: Entities allowed to enter Vietnam include individuals residing in the above countries and individuals transiting from a third country. include:
- Foreigners holding diplomatic, official and relative passports.
- For foreigners who are experts, investors, business managers, high-tech workers and relatives; international students; foreign relatives of Vietnamese citizens.
- Vietnamese citizen.
Third: Conditions for entry to Vietnam will be classified according to the following forms:
- For individuals residing in 6 countries above: Must have proof of PT-PCR test result negative for SARS-CoV-2 issued by the host country within 03 days prior to boarding flight; After arriving in Vietnam, they will be taken to the quarantine and tested for PT-PCR samples immediately after entry. In case of having a negative test result 2 times after 5 days of concentrated isolation, you can return self-monitor at home or work and comply with the provisions of the law.
- For individuals from a third country: must strictly comply with regulations on ensuring safety against epidemics; after entering, they will be immediately transferred to the place of isolation and collected for PT-PCR testing; After the quarantine period is enough 14 days, you can go home or under medical supervision.
Fourth: The location for centralized isolation has become more diverse, it is not mandatory to be the military isolator concentration as before:
-Specifically,For foreigners holding diplomatic, official passports and their relatives isolated at official houses of representative agencies or at hotels, accommodation establishments according to regulations.
- For foreigners who are experts, investors, business managers, high-tech workers and relatives; international students; Foreign relatives of Vietnamese citizens are isolated at factories, corporate headquarters or hotels or accommodation establishments according to regulations.
- For Vietnamese people who are isolated in isolation facilities managed by the military or at hotels or accommodation establishments as prescribed.
The above provisions are applicable to foreign individuals wishing to enter Vietnam to work and stay for a long time (over 14 days). In case foreigners want to work in Vietnam for less than 14 days, they will follow regulations of the health ministry.
