Hòa Phú mở rộng Industrial Park

I. LEGAL INFORMATION AND LOCATION OF HOA PHU EXTENSION INDUSTRIAL PARK

On February 23, 2021, Hoa Phu Industrial Park was approved by the Prime Minister for expansion in Official Dispatch No. 216/TTg-CN with an expanded area of 85 hectares, belonging to Mai Đình and Hương Lâm communes, Hiệp Hòa district, Bắc Giang province.
On July 16, 2021, Hoa Phu Industrial Park was approved by the People's Committee of Bắc Giang province to adjust the expansion of the 1/2000 scale zoning plan in Decision No. 710/QD-UBND, increasing the total planned area of the entire Industrial Park to 292.45 hectares, the area of industrial land for lease increased from 140.3 hectares to 200.79 hectares (an increase of 57.3 hectares).

On May 27, 2022, the Prime Minister approved the investment policy for the project to invest in construction and business of infrastructure of Hòa Phú mở rộng Industrial Park phase 1 in Decision No. 646/QD-TTg for Hoa Phu Invest Co., Ltd. to be the investor with a total investment capital of 1,093 billion VND. The project has an operating term until May 19, 2066. On June 10, 2022, Hòa Phú mở rộng Industrial Park was officially established under Decision No. 581/QD-UBND of the People's Committee of Bắc Giang province

In terms of nature, Hòa Phú mở rộng Industrial Park has the same nature as Hoa Phu Industrial Park, which is a multi-industry, environmentally friendly industrial park, prioritizing attracting electronics, telecommunications, pharmaceutical, supporting technology, new materials, clean energy, renewable energy, smart energy, and manufacturing industries.

Regarding regional links, Hòa Phú mở rộng Industrial Park is bounded on the North by the inter-regional road according to the plan, on the South by the dike road and Cau River, on the West by the road according to the plan and on the East by the existing Hoa Phu Industrial Park, so the Industrial Park is adjacent to DT295 and:
- 6 km from Noi Bai - Ha Long highway
- 7 km from SAMSUNG Bac Ninh factory
- 42 km from the center of Hanoi city
- 27 km from Noi Bai International Airport
- 144 km from Hai Phong port

II. INFRASTRUCTURE SYSTEM OF HOA PHU EXTENSION INDUSTRIAL PARK

Power supply system: The electricity source for production for the existing and expanded Hoa Phu Industrial Park is supplied from the existing 110kV/22kV substation. The Industrial Park is expected to invest in the construction of its own 110kV/22kV transformer station with a capacity to serve both the existing and expanded phases of 202 MVA. 22kV power lines are arranged overhead to each plot of land in the Industrial Park.

Water supply system: Hoa Phu Industrial Park has invested in the construction of a clean water treatment system from the Cau River surface water source with a total treatment and supply capacity of 8,000 m3/day and night, of which the water supply capacity for the expansion phase is 4,400 m3/day and night, ensuring good response to all water use needs in the Industrial Park.

Wastewater treatment system: All wastewater in Hòa Phú mở rộng Industrial Park is collected and treated at the Industrial Park's central wastewater treatment system to reach type A before being discharged into the environment through the Industrial Park's wastewater drainage system. The capacity for the expansion phase is 2,600 m3/day and night and can be adjusted to increase capacity depending on the actual usage needs of businesses operating in the industrial park

Internal traffic system: The main road of Hòa Phú mở rộng Industrial Park is connected to the main road of the existing Hoa Phu Industrial Park, with a cross-section width of 70 m, of which the road surface width is 21 m, sidewalks, green trees on both sides and separated by open ditches for the two directions of the road; Branch roads in the Industrial Park have a cross-section width from 24 m - 50 m, of which the road surface width is from 11 m to 15 m.

Other infrastructure utilities: Hòa Phú mở rộng Industrial Park is completed with synchronous infrastructure utilities such as lighting systems, underground wires and high lighting poles from 8-10 m, equipped with LED bulbs for high brightness; Solid waste collection system; Fire hydrant system along traffic routes; Rainwater drainage system independent of wastewater treatment system; Landscape green system; Static parking lot...to maximize the needs of investors in the Industrial Park.

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT HOA PHU EXTENSION INDUSTRIAL PARK

Infrastructure usage fee: 135 USD/m2/entire lease term. The unit price may be changed depending on the location and area of the leased land.

Infrastructure management and maintenance fee: 11,750 VND/m2/year

Annual land rent: 12,800 VND/m2/year

Electricity price: applied according to EVN's electricity price list

Water price: 11,000 VND/m3

Wastewater treatment fee: 9,900 VND/m3/calculated on 80% of the amount of clean water used

Investment incentives at Hòa Phú mở rộng Industrial Park

Corporate income tax incentives: 100% exemption of corporate income tax for the first 02 years, 50% reduction of tax payable in the next 04 years for new investment projects in the Industrial Park and expanded investment projects falling under the regulated cases.

Import tax incentives: Import tax exemption for goods on the list eligible for tax incentives in the case of import to create fixed assets of the enterprise for new investment projects

IV. CURRENT STATUS OF INVESTMENT ATTRACTION OF HOA PHU EXTENSION INDUSTRIAL PARK

Currently, the investor is carrying out compensation and site clearance procedures and constructing technical infrastructure items at Hòa Phú mở rộng Industrial Park. The Industrial Park is expected to be put into operation from 2023, contributing to supplementing the industrial land fund with good infrastructure for Bắc Giang province in particular and the northern provinces in general
