Diem Thuy Industrial Zone (Zone A) - Thái Nguyên Province

I. LEGAL INFORMATION AND LOCATION OF Phú Bình INDUSTRIAL PARK ZONE A

Diem Thuy Industrial Park was approved to be added to the planning of industrial parks in Thái Nguyên province with an area of about 350 hectares in Official Dispatch No. 1854/TTg-KTN dated October 8, 2009 of the Prime Minister.
Diem Thuy Industrial Park includes:
Zone A: invested by the Management Board of Industrial Parks of Thái Nguyên province
- The area is 180 hectares, currently being adjusted to 191.1 hectares
- Approved detailed construction planning at the rate of 1/500 in Decision No. 1084/QD-UBND dated May 18, 2009.
- The Thái Nguyên Provincial People's Committee assigned the Management Board of Thái Nguyên Industrial Parks as the investor in 2011 and officially started construction in 2012.
- Location: Phú Bình district and Pho Yen district, Thái Nguyên province
- Total investment capital is over 1,400 billion VND, the project's operating term is from 2011 to 2061

Regarding regional connectivity, Phú Bình Industrial Park Zone A is located adjacent to the Hanoi - Thái Nguyên highway and:
- 7 km from the center of Song Cong city; 9 km from Pho Yen city;

- 16 km from Thái Nguyên city
- 65 km from Hanoi city center
- 39 km from Noi Bai International Airport
- 166 km from Hai Phong port

II. INFRASTRUCTURE SYSTEM OF DIEM THUY INDUSTRIAL PARK A

Power supply system: In the short term, the power supply for production for Phú Bình Industrial Park is taken from the 110kV/22kV Yen Binh I substation. In the long term, the power supply is replaced by the 110kV/22kV Phú Bình substation with a capacity of 2x40 MVA. 22 kV power lines are connected to the boundaries of each land plot in the industrial park.

Water supply system: clean water for production of Phú Bình Industrial Park - Zone A is taken from Song Cong water plant with a total water supply capacity of 20,000 m3/day and night.

Wastewater treatment system: All wastewater from Phú Bình Industrial Park A is collected and treated at the industrial park's centralized wastewater treatment plant with a treatment capacity of 3,000 m3/day and night. The wastewater treatment system is invested with advanced technology, and collection pipes are arranged along the main traffic axes in the industrial park.

Internal traffic system: The main axis of the industrial park has a cross-sectional width of 41 m, the branch roads have a cross-sectional width from 19.5 m to 36 m, of which the road width is from 7.5 to 21 m. The entire traffic system is completed with sidewalks, green trees and lighting systems on both sides.

Other infrastructure utilities: Communication system, lighting system, green landscape utilities, fire protection system, social service facilities such as Universities, Hospitals, Banks, urban areas, worker housing...

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT DIEM THUY A INDUSTRIAL PARK

Infrastructure rental: 50 USD/m2/entire lease term. The unit price varies depending on the area and location of the leased land.

Infrastructure management and maintenance fee: 0.3 USD/m2/year
Land rent: Applied according to the land price list announced by the Thái Nguyên Provincial People's Committee at each time, in which a maximum of 11 years is exempted according to the decision of the Provincial People's Committee.
Electricity price: Applied according to EVN's electricity price list (1,007 - 2,871 VND/Kwh)
Water price: 13,000 VND/m3, the unit price may change according to the decision of the Thái Nguyên Provincial People's Committee.
Wastewater treatment fee: 8,400 VND/m3 (equivalent to 0.34 USD/m3)

Investment incentives at Diem Thuy A Industrial Park
Corporate income tax incentives: A preferential tax rate of 17% is applied for the first 10 years of the project. At the same time, 100% of corporate income tax is exempted in the first 02 years, and 50% of tax payable is reduced in the next 04 years.
Import tax incentives: Import tax exemption for goods on the list of tax incentives, imported to create fixed assets for the enterprise.
Land rent incentives: Exemption of land rent for a maximum of 11 years according to the decision of the Thái Nguyên Provincial People's Committee

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT DIEM THUY INDUSTRIAL PARK ZONE A

Diem Thuy Industrial Park Zone A has now leased and filled 100% of the area of the entire industrial park with more than 60 investment projects, mainly from Korea and Vietnam, with a total registered investment capital of more than 600 million USD. A few typical projects can be mentioned such as: The medical equipment and dental instrument production project of Mani Hanoi Co., Ltd. (Vietnam); Project to produce TV frames and OLED screens of ALK Vina Joint Stock Company (Korea); Project to produce, process and install paint and plating lines of Chang An Vina Co., Ltd. (Korea); Metal treatment and coating project of Myungjin Electronic Vina Co., Ltd. (Korea).
