3. NATURAL GEOLOGICAL CONDITIONS AND INDUSTRIAL PARK INFRASTRUCTURE

- About natural conditions

Thủ Thừa Industrial Park in Long An Province has all the climate and soil factors of the Mekong Delta region, according to which:

• Average humidity from: 70 - 80%
• Average annual rainfall: 1,800 mm
• Rainy season starts from June to the end of November every year
• Dry season starts from November to the end of May every year
• Flat terrain; the compressive strength of the soil in the 10m top layer reaches from 0.5 – 0.8 kg/cm2.

- About industrial park infrastructure

Internal traffic roads:

• External traffic: The industrial park connects to the main traffic axes outside through provincial road 818 connecting to National Highway 1A running through the industrial park. The provincial road has a roadbed of 40m, a road surface of 18m, and sidewalks on both sides of 11m wide. Ensuring that large tonnage vehicles transporting goods can easily enter and exit the industrial park
• About internal traffic: Internal traffic infrastructure is designed including road axes with a roadbed from 31m to 41m, designed with full lighting systems, green trees;
• Waterway traffic: The industrial park is building an inland waterway port with a scale of 1.02 hectares serving goods transportation through the Bo Bo canal connecting to the Thủ Thừa canal to connect to the Vam Co Dong River and the Vam Co Tay River

Power supply system:

In the first phase, the Industrial Park uses electricity from the 110/22kV transformer station with a capacity of 2*63 MVA in Hoa Binh Industrial Park; after that, the industrial park will build a transformer station in the industrial park on an area of 1.02ha to ensure autonomy in the electricity supply for the entire area.

Water supply system:

Water is taken from Binh Anh water supply plant, Thủ Thừa district (current capacity is 15,000 m3/day), or exploiting surface water at the clean water supply plant with a capacity of 5,000 m3/day and night will be invested and built in Thủ Thừa Industrial Park, Thủ Thừa district, Long An province.

Wastewater treatment system:

• The wastewater drainage system from the industrial park will be designed separately, completely independent of the rainwater drainage system and receive wastewater at the foot of the factory fence;
• The industrial park's wastewater system is centrally treated at the wastewater treatment plant located next to road D1, wastewater after passing through the treatment plant ensures drainage standards will flow through the biological lake before being discharged into the Ba Bang canal;
• Centralized wastewater treatment system with a total treatment capacity of 4,428 m3/day and night.

Drainage system:

• Rainwater drainage system is built separately from the wastewater drainage system, fully invested to receive at the foot of the factory fence and flows into rivers and canals suitable for the terrain of each land area;
• Drainage direction to the canals around the project (Bo Bo Canal, Ranh Canal, Ba Bang canal);
• The drainage system uses reinforced concrete pipes D800÷D2,500. Arrange manholes at appropriate locations to collect water.

Information and communication system:

From the telecommunications station in Thủ Thừa town, provided by networks such as: VNPT, FPT, Viettel... ensuring smooth domestic and international communication; including all services: telephone, Fax, Internet...

4. LABOR COSTS AND INVESTMENT INCENTIVES AT THE INDUSTRIAL PARK

Abundant labor force with average salary:

- For unskilled labor: 150 –200 USD/person/month.

- For technical labor: 250-300 USD/person/month.

Investment incentives at the industrial park

1. Corporate income tax:

- The current corporate income tax rate is 20%;

- 2 years of tax exemption and 50% reduction for the next 4 years when investing in the industrial park.

2. Import tax:

Enterprises are exempt from import tax for:

Goods imported to create fixed assets of entities entitled to investment incentives under the law on investment, including:

a) Machinery, equipment, components, details, separate parts, accessories for synchronous assembly or synchronous use with machinery and equipment; raw materials and supplies used to manufacture machinery and equipment or to manufacture components, details, separate parts, and accessories of machinery and equipment;

b) Specialized means of transport in the technological line used directly for the production activities of the project;

c) Construction materials that have not been produced domestically.

Projects in the list of specially encouraged investment:

Being exempt from import tax for 5 years from the start of production for raw materials, supplies, and components that have not been produced domestically.

5. LAND LEASE COSTS AT THE INDUSTRIAL PARK AND SUPPORT SERVICES

LAND LEASE PRICE AND PAYMENT METHOD (Excluding VAT)

- Land sublease price: Depends on the location of the leased land. The industrial park is allocated land in the form of a 50-year land lease with a one-time payment to the State, so the lease price will include the one-time land rent that the investor has paid to the State

- Infrastructure maintenance fee: 0.9 USD/m2/year

(Including management, infrastructure maintenance, lighting, security, green trees... Excluding wastewater treatment fees)
