I. OVERVIEW INFORMATION OF DA NANG HIGH-TECH PARK
1. Legal information
Khu cong nghe cao Da Nang was established under Decision No. 1979/QD-TTg dated October 28, 2010 of the Prime Minister establishing Khu cong nghe cao Da Nang directly under the People's Committee of Da Nang City. with a total area of up to 1010 ha. Currently, the investor of Khu cong nghe cao Da Nang is Trung Nam Construction and Erection Corporation (Trungnam E&C)
According to Decision No. 3409/QD-UBND dated July 23, 2016 of the City People's Committee on approving the adjustment of the overall detailed planning at the rate of 1/500, which is now adjusted according to Decision No. 5468/QD-UBND dated November 30, 2019 of the City People's Committee, Khu cong nghe cao Da Nang, has 6 main functional sub-zones including High-Tech Production Zone, Research - Development, Training and Business Incubation Zone, Management - Administrative Zone, Residential Zone, Key Technical Infrastructure Zone, Logistics and High-Tech Service Zone... Of which, land for functional areas (for rent) is 329.96 ha wide, as of mid-2020, the area of land leased accounted for 32.73% of the land for the functional area of Da Nang High-Tech Park.
In order to maintain development goals, Da Nang High-Tech Park (CNC) has identified 6 encouraged investment sectors, including: biotechnology for agriculture, fisheries and medicine; microelectronics, mechatronics and optoelectronics technology; automation and precision mechanics technology; new materials technology, new energy; information technology, communication and computer software; environmental technology, technology serving petrochemicals and some other special technologies. Since its establishment, Da Nang High-Tech Park has become the third multi-functional High-Tech Park in the country, after Hoa Lac High-Tech Park - Hanoi and Ho Chi Minh City High-Tech Park.
2. Geographical location
Khu cong nghe cao Da Nang is located to the Northwest of the center of Da Nang City, located in Hoa Lien commune and Hoa Ninh commune, Hoa Vang district, Da Nang city, located on the Da Nang - Dung Quat highway, connecting key economic zones of the Central region: Chan May-Lang Co Economic Zone (Thua Thien - Hue province), Chu Lai Economic Zone (Quang Nam province), Dung Quat Economic Zone (Quang Ngai province).
The industrial park is conveniently located with traffic connections by road, sea and air. Specifically, it is 22 km from the center of Da Nang city, 25 km from Tien Sa Port, and 17 km from Da Nang International Airport.
With a favorable geographical location in the center of Da Nang city, Da Nang High-Tech Park has taken advantage of existing factors along with the city's social service infrastructure. Da Nang High-Tech Park together with Da Nang IPs have attracted 11 domestic and foreign investment projects. Including 3 foreign direct investment (FDI) projects, with a total registered investment capital of 145.3 million USD; 8 domestic projects invested in industrial parks with a total registered investment capital of 188.4 billion VND. II. INFRASTRUCTURE INFORMATION OF DA NANG HIGH-TECH PARK
Khu cong nghe cao Da Nang is invested in synchronously and extremely modern infrastructure, ensuring basic infrastructure conditions for businesses to operate and produce.
Regarding the internal traffic system, the industrial park is designed with traffic routes including: Central road with a cross section of 51m, sub-zone axes of 22.5m ÷ 33m and internal roads in each functional area with a cross section of 8m ÷ 15m. The internal road system is designed in a checkerboard pattern to ensure accessibility to each plot of land in the IP.
Regarding the power supply system, the power supply plan for the High-Tech Park is to build a 110/22kV Hoa Lien station, with a capacity of 2x63MVA, which has been approved and is currently in operation, the power line system is fully invested to ensure connection to each factory in the industrial park.
Regarding the water supply system, the water source for Da Nang High-Tech Park is expected to be taken from Hoa Lien Water Plant with a capacity of 240,000 m3/day and night. The water supply network ensures supply to the fence of businesses.
Regarding the drainage system, designed according to separate drainage, specifically as follows: the dirty water drainage system will flow into the drainage system and then be cleaned at treatment plants before discharging into the receiving source (rivers, lakes...) and rainwater drainage system: has a drainage system and separate rainwater collection pits, bringing it directly to the receiving source (rivers, lakes...).
Regarding the wastewater drainage system, the High-Tech Park has built a completely separate drainage system to drain wastewater for Khu cong nghe cao Da Nang. The wastewater treatment plant has been invested and built with an area of 2 hectares and a designed capacity of 18,000 m3/day and night, ensuring thorough treatment of the High-Tech Park's wastewater to level B according to QCVN 40:2011/BTNMT with coefficients Kq=0.9 and Kf=0.9 before discharge.
Regarding the information and communication system, the High-Tech Park has an information technology - communication infrastructure that ensures smooth communication, high-quality transmission, security, safety and network security. Internet services are provided by leading network operators in the country, ensuring transmission quality for manufacturing enterprises in the industrial park.
III. RENTAL COSTS AND INVESTMENT INCENTIVES
1. Rental costs
- Infrastructure rental price: USD/m2 (land lease term until 2060)
- Infrastructure management and maintenance fee: 0.4 USD/m2/year (reference)
- Annual raw land rent: applied according to the regulations of Da Nang City People's Committee
- Electricity price: From 0.03 USD/kWh – 0.1 USD/kWh depending on the duration of electricity use
- Water supply price: 0.4 USD/m3 (reference)
- Wastewater treatment fee: 0.28USD/m3 (reference)
2. Investment incentives
Procedures when investing in the High-Tech Park are also simplified; investment procedures are clearly and transparently diagrammed with specific resolution times, towards implementation according to ISO standards; documents are translated into English and other languages such as Japanese, Korean, Chinese... to improve the investment environment and promptly resolve difficulties and problems for investors.
In conclusion, Da Nang High-Tech Park is currently promoting the development goal of attracting high-tech (CNC) resources at home and abroad, creating impetus for CNC development. Connecting training, scientific research and technology development with production, business and services; promoting technological innovation, technology incubation, high-tech business incubation and developing the science and technology market. The implementation and maintenance of this goal has contributed to improving economic efficiency and competitiveness of goods and service products of Da Nang city and the Central - Central Highlands region, Vietnam.
