I. LEGAL INFORMATION AND LOCATION OF TRUNG THANH INDUSTRIAL PARK
Trung Thanh Industrial Park is planned to be located in Yen Trung and Yen Thanh Communes, Y Yen District, Nam Dinh. The detailed 1/500-scale construction plan was approved by Nam Dinh Provincial People’s Committee under Decision No. 963/QD-UBND dated May 15, 2023. The zoning plan for the construction of Trung Thanh Industrial Park aligns with the development orientation outlined in the Y Yen District regional construction master plan to 2030, with a vision to 2050, approved by Nam Dinh Provincial People’s Committee under Decision No. 3044/QD-UBND dated December 26, 2017. The industrial park is designed as a multi-sector, modern, and environmentally friendly industrial zone, suitable for industrial production facilities, factories, and enterprises, while ensuring a safe and convenient working environment. It aims to provide employment opportunities for local residents and neighboring areas. Covering an area of 200 hectares, Trung Thanh Industrial Park is expected to generate employment for approximately 21,600 people once it is fully operational.
In terms of nature, Trung Thanh Industrial Park was planned as a multi-sector supporting site with advanced and environmentally friendly production technology. The park does not attract industries such as textile and garment, dyeing, footwear manufacturing, and labor-intensive toy production, nor does it allow projects that cause environmental pollution.
In terms of regional linkage, Trung Thanh Industrial Park is strategically positioned with main access points leading to DT495B Road to the north and the Cau Gie - Ninh Binh Expressway frontage road to the east. Additionally, the industrial park is adjacent to residential areas in Thanh Tam and Thanh Nguyen Communes (Thanh Liem District, Ha Nam) and Yen Trung and Yen Thanh Communes (Y Yen District, Nam Dinh). The park offers convenient access to key industrial hubs in Northern Viet Nam, including:

II. INFRASTRUCTURE SYSTEM AT TRUNG THANH INDUSTRIAL PARK
Site elevation & grading: The industrial park's land plots are leveled to a minimum construction elevation of 2.70m, with an average elevation of 3.00m. Within each land plot, the grading slopes toward the road system at an average slope of i = 0.002, ensuring efficient drainage. The grading system is designed to allow natural water flow, minimizing the height of filled soil.
Internal road network: The internal road network of Trung Thanh Industrial Park is designed as a grid system combined with ring roads, ensuring efficient connectivity and clear zoning. The park features two main roads with a carriageway width of 10.5m per lane and sidewalks of 6.0m on each side, while branch roads are distributed throughout the industrial zone with carriageway widths of 7.0 - 7.5m per lane and sidewalks of 6.0m per side, optimizing traffic flow and accessibility.
Power supply system: Trung Thành Industrial Park is planned with a 110kV substation located in the northern area of the park. Power supply is sourced from both the 110kV substation within the park and the 110kV Yên Thành substation. The investor will install overhead transmission lines on reinforced concrete poles, connecting the 110/35/22kV substation in the northern infrastructure area to the 35/22/0.4kV substations throughout the industrial park. These lines will run along sidewalks and planned road networks, delivering electricity to individual plots as per investor requirements.
Water supply system: The industrial park’s water supply is provided by Nam Định Water Supply Joint Stock Company, with a maximum capacity of 10,000 m3/day. The pipeline network is designed as a combined loop and dead-end system, ensuring sufficient flow and pressure for all functional areas within the industrial park.
Wastewater treatment system: Industrial wastewater will be collected and treated at a centralized wastewater treatment plant before being discharged into the environment. The system is designed to handle 35m3/ha/day-night of industrial wastewater, while domestic wastewater is calculated as 100% of the supplied water volume. The treatment plant has a maximum capacity of 8,000 m3/day, ensuring compliance with environmental standards. Wastewater collection pipelines are strategically installed along sidewalks to efficiently direct wastewater from factories to the treatment facility.
Other infrastructure facilities: The industrial park features a separate stormwater drainage system, preventing contamination between wastewater and rainwater. A comprehensive telecommunication system ensures seamless connectivity within the park, while green spaces are integrated to enhance environmental sustainability. Additionally, a modern lighting system is installed throughout the area to ensure safety and support continuous operations.
III. LAND LEASING COSTS AND INVESTMENT INCENTIVES AT TRUNG THANH INDUSTRIAL PARK
Land leasing costs at Trung Thanh Industrial Park: Currently, the industrial park is in the process of completing legal procedures. The exact land rental price will be determined at the time of infrastructure completion.
Investment incentives at Trung Thanh Industrial Park
Corporate income tax (CIT) incentives: Enjoy a 100% CIT exemption for the first 2 years and a 50% CIT reduction for the following 4 years.
Import-export tax incentives: Exemption from import tax on goods listed under the preferential tax policy, which are imported for the establishment of fixed assets for enterprises.
IV. STATUS QUO OF ATTRACTING INVESTMENT AT TRUNG THANH INDUSTRIAL PARK
On June 21, 2023, Nam Dinh Provincial People’s Committee issued Official Dispatch No. 592/UBND-VP5, approving the proposal for Nam Dinh Infrastructure Development Investment Joint Stock Company (a subsidiary of Capella Real Estate JSC) to prepare project documentation and complete the necessary procedures to seek approval for the investment, construction, and infrastructure business of Trung Thanh Industrial Park. The final decision will be made by the competent authorities in accordance with legal regulations. Currently, Nam Dinh Provincial People’s Committee, in coordination with the Management Board of Industrial Parks, is guiding the investor through the legal procedures.
