I. LEGAL INFORMATION AND LOCATION OF Du Long INDUSTRIAL PARK
Du Long Industrial Park in Ninh Thuận Province was supplemented to the industrial plan of Ninh Thuận Province until 2010 by the Prime Minister in Document No. 256/TTg-CN dated March 14, 2005. Subsequently, the industrial park was adjusted to increase the planned area to 410 hectares in Decision No. 1107/QD-TTg dated August 21, 2016, of the Prime Minister and was adjusted to reduce the planned area to 407 hectares in Document No. 620/TTg-KTN dated May 05, 2015, of the Prime Minister.
In 2007, Hoa Chen Long Duc Phong - Hoang Quan Joint Venture Co., Ltd. was granted Investment Certificate No. 4310220000012 by the People's Committee of Ninh Thuận Province and became the investor of Du Long IP. On June 30, 2008, Du Long Industrial Park was officially established in Decision No. 3848/QD-UBND of the People's Committee of Ninh Thuận Province with the full name of Du Long Industrial Park with 02 (two) phases, including phase 1 with an area of 254.18 ha (from 2007-2009) and phase 2 with an area of 153.1 ha (from 2009-2012).
Only one year after being approved, the Vietnamese investor withdrew capital from the project and only the foreign shareholder, Hoa Chen Long Duc Phong Group, remained, so the project could not continue to be implemented. Then, in 2017, the project was changed to a new investor, Hoa Thin Duc Phong International Investment Co., Ltd. to match the actual investor structure (later renamed Hoa Sen Du Long Industrial Park Infrastructure Investment Co., Ltd.). However, even after changing the investor to a new company with 100% foreign capital belonging to Hoa Chen Long Duc Phong Group, the project continued to be delayed and faced the risk of being revoked.
After many years of delayed project implementation, in 2021, the investment project to build Du Long Industrial Park was extended and transferred by Hoa Sen Du Long to the new investor, Hoang Thanh Du Long Industrial Park Investment Joint Stock Company, and from here the project was actually built and invested in a methodical manner.

The detailed construction plan with a scale of 1/2000 of Du Long Industrial Park was first approved by the People's Committee of Ninh Thuận Province on January 08, 2013 and has been adjusted many times, most recently adjusted in Decision No. 142/QD-UBND dated March 31, 2023, of the People's Committee of the province. Currently, according to the latest plan, Du Long Industrial Park has a total planned area of 407.28 ha, of which the area of industrial land for lease is 306.11 ha (accounting for 75.16% of the planned area), the area of green land and water surface is 41.35 ha, the area of traffic land is 47.25 ha... And is divided into 02 main areas, Area 1 has an area of 49.23 ha, focusing on attracting industries with polluting characteristics such as footwear, textiles and dyeing, chemicals; Area 2 has an area of 256.79 ha, attracting other industries in the list of industries allowed to attract investment in the industrial park.
In terms of nature, Du Long Industrial Park is a concentrated industrial park, mainly attracting investment projects in the electronics and information technology industries; high-tech industries; automobile and motorcycle assembly industries; mechanical engineering, agricultural machinery manufacturing, industrial engineering; construction materials industry; chemical industry; pharmaceuticals, medicinal herbs and cosmetics; processing of agricultural, forestry and seafood products; production of consumer goods (textiles, garments, leather footwear and supporting textiles, garments, leather footwear), logistics warehouses.
In terms of regional connectivity, Du Long Industrial Park is adjacent to National Highway 1A in the East and the North-South railway in the West, and:

- 40 km from Cam Ranh International Airport
- 20 km from Thap Cham railway station
- 25 km from Cam Ranh port, 45 km from Ca Na port II. INFRASTRUCTURE SYSTEM OF Du Long INDUSTRIAL PARK
Internal traffic system: the traffic roads in Du Long IP are arranged in a checkerboard pattern with the main axis of Du Long Industrial Park having a road boundary of 46 m - 50 m, in which the road surface width is 28 m with 04 lanes and a median strip in the middle with trees and lighting systems on both sides; the branch roads in the industrial park have a road boundary of up to 26.5 m, in which the road surface width is 22 m
Power supply system: the power source for production in Du Long Industrial Park is taken from the 110 KV power line running along National Highway 1A through the industrial park through the 110KV/22KV internal substation with a capacity of 3*30 MVA, the 22KV lines are connected to each fence of each plot in the industrial park.
Water supply system: the water source for production at Du Long IP is guaranteed to be supplied by Ninh Thuận Water Supply Joint Stock Company with a water supply capacity for the project of up to 15,000 m3/day and night, phase 1 has been built with a capacity of 4,500 m3/day and night.
Wastewater treatment system: all wastewater from factories in Du Long Industrial Park after being pre-treated at the factory will be collected and treated at the industrial park's centralized wastewater treatment plant with a maximum designed capacity of 12,000 m3/day and night, currently, phase 1 has been built with a treatment capacity of 3,000 m3/day and night with the ability to treat wastewater from column B standard to column A according to Vietnamese environmental technical standards.
III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT Du Long IP
Infrastructure rental price: from 40 USD/m2/entire rental term, the rental unit price may vary depending on the location and area of the leased land.
Annual land rent: applied according to the decision of the People's Committee of Ninh Thuận Province at each time.
Infrastructure management and maintenance fee: 0.44 USD/m2/year
Electricity price: applied according to EVN's electricity price list at each time (current level from 1,100 - 3,076 VND/KWh)
Clean water price: 12,100 VND/m3, calculated on the actual volume of clean water used
Wastewater treatment fee: 0.44 USD/m3 when treating from column B to column A according to technical standards, calculated on 80% of the amount of clean water used

Investment incentives at Du Long IP
Regarding corporate income tax: Applying a preferential tax rate of 10% for the first 15 years, while exempting 100% of CIT for the first 04 years and reducing 50% of CIT for the next 09 years for new investment projects in the industrial park.
Regarding import tax: exemption from import tax for goods on the list of tax incentives imported to create fixed assets for the project
IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT Du Long IP
Currently, the infrastructure of Du Long Industrial Park has been completed. Since the new investor has focused on building infrastructure, the industrial park has received the attention of many investors. Typical investment projects in the industrial park include: The textile and dyeing factory project of Da Lat Fiber Co., Ltd. with a total investment of more than 637 billion VND; The children's toy production project of INNOFLOW NT Company; The garment project of Hoang Thanh Do Luong Investment Joint Stock Company.
