I. LEGAL INFORMATION AND LOCATION OF PHU MY 3 SPECIALIZED INDUSTRIAL PARK

Phu My III Industrial Park was approved to be added to the planning of industrial parks of Việt Nam in Official Letter No. 1163/TTg-CN dated August 24, 2007, of the Prime Minister on the policy of expanding industrial parks in Bà Rịa province - Vũng Tàu with an initial planned area of 800 hectares.
On December 20, 2007, Phu My III Industrial Park was approved for detailed planning at a scale of 1/2000 in Decision No. 4653/QD-UBND of the People's Committee of Bà Rịa province Vũng Tàu with a total planned area of 993.81 hectares, of which the planned land area for industrial park construction is 802.52 hectares, the remaining area is for the construction of river ports, warehouses and other infrastructure. After that, Phu My III Industrial Park was officially established in Decision No. 3565/QD-UBND dated October 22, 2009, of the Provincial People's Committee. The Phu My 3 industrial park construction project has a total investment of over 6,000 billion VND, invested by Thanh Binh Phu My Joint Stock Company.

On January 7, 2014, Phu My 3 Industrial Park was selected by the Government to become a location for developing a specialized industrial park in Bà Rịa province Vũng Tàu under Official Letter No. 109/VPCP-QHQT of the Government Office with the full name of Phu My III Specialized Industrial Park. Accordingly, Phu My III Specialized Industrial Park will be invested and built based on cooperation between the government of Việt Nam and Japan with the orientation of building a specialized industrial park for heavy industries based on the advantage of connecting to international seaports. Up to now, chuyên sâu Phú Mỹ 3 Industrial Park is still the ONLY specialized industrial park in Việt Nam, with an operating term of 70 years (from December 21, 2007, to December 21, 2077), 20 years longer than the normal operating term of other IZs in Việt Nam.
Phu My III Specialized Industrial Park was adjusted for detailed planning at a scale of 1/2000 in Decisions No. 2040/QD-UBND dated September 3, 2015, Decision No. 2742/QD-UBND dated September 28, 2017, and Decision No. 2789/QD-UBND dated September 9, 2022, of the People's Committee of Bà Rịa province Vũng Tàu. After three detailed planning adjustments, Phu My 3 Specialized Industrial Park currently has a total planned area of 1,050.81 hectares, including:
- Land area for building Phu My 3 industrial park is 999 hectares (including 802.52 hectares of concentrated industrial park land and 196.48 hectares of warehouses, port area, utility services, sports, golf course, green trees and water surface land), of which the total area of industrial land for lease is 491.47 hectares (accounting for 61.24% of the planned area)
- Other types of land are 51.81 hectares (existing works, green land isolating liquid gas pipelines, other water surface land).
In terms of nature, Phu My 3 Industrial Park is a specialized industrial park under the general planning of Phu My new urban area, with the following functions:
- Heavy Industrial Zone: attracting energy industries, chemical products, metallurgy, mechanics, casting, plating, dual manufacturing, mineral processing, fertilizers, oil refining, construction material production, plating, molds, solid waste treatment...
- Supporting industry: manufacturing machinery, telecommunications, electronics, assembling automobile components, spinning, textiles, leather and footwear industry..
- Ports, warehouses and other utility services: domestic ports, general ports, ICD dry ports, container warehouses, bonded warehouses, logistics services, expert housing, research areas, restaurants, hospitals, schools, sports, entertainment, shopping areas..
It can be said that chuyên sâu Phú Mỹ 3 Industrial Park is one of the few industrial parks planned with all functional subdivisions and utility services to serve production activities in the industrial park.

Regarding regional connection location, Phu My 3 industrial park is planned adjacent to Mo Nhat River, Phước Hòa Cai Mep Road, Road 991B and the technical corridor of Phu My urban area. Therefore, Phu My 3 Industrial Park has extremely convenient transportation connections:
- Only 2 km from Cai Mep - Thi Vai deep-water port; 10 km from Thi Vai general port. Cai Mep - Thi Vai deep-water port cluster has a channel depth of 14m-16.5m, allowing it to receive container ships with a tonnage of over 200,000 DWT and has a direct ship line connecting to European and American countries without going through a transshipment port.
- 70 km from the center of Ho Chi Minh City; 26 km from Vũng Tàu city
- 56 km from Bien Hoa city center
- 66 km from Tan Son Nhat International Airport, only 40 km from Long Thanh International Airport
- Directly connected to Cai Mep deep-water port via Provincial Road 818 (Phước Hòa - Cai Mep)

II. INFRASTRUCTURE SYSTEM OF PHU MY 3 INDUSTRIAL PARK

The entire technical infrastructure system at chuyên sâu Phú Mỹ 3 industrial park is designed by professional consulting units Nikken Civil Engineering and Nippon Koei to build an industrial park that meets international standards, best meets the production needs of investors operating in the industrial park as well as ensures the long-term stable operation of projects.

Power supply system: the power supply for production at Phu My 3 industrial park is taken from the 110KV line connected from the 220KV/110KV Phu My substation with a capacity of 3x250 MVA, 4 km from the industrial park and is reduced through the industrial park's substation system including 04 110KV/22KV substations with a capacity of 04*63 MVA (2/4 substations have been built, the remaining 02 substations are expected to be built when phase 2 goes into operation). 22kV lines are connected to the fence of each lot in the industrial park through an underground cable system.

Water supply system: to ensure water supply for factories operating in the industrial park, Phu My 3 industrial park has invested in building a clean water supply plant with a total water supply capacity of 51,006 m3/day and night, capable of increasing capacity to 100,000 m3/day and night by 2025, managed by Phu My Water Supply Joint Stock Company (WASUCO). Water supply pipes use uPVA and HDPE pipes with diameters from 100mm to 700mm arranged along traffic routes in the industrial park, ready to connect according to investors' needs.

Wastewater treatment system: is built independently from the rainwater drainage system. All wastewater in Phu My 3 IZ is collected and treated at the industrial park's centralized wastewater treatment plant, designed and built by KOBELCO ECO- Solutions with a maximum treatment capacity of 45,000 m3/day and night (built to a capacity of 9,000 m3/day and night). Wastewater is treated to meet column A according to Việt Nam's wastewater treatment standards before being discharged into the environment.

Telecommunications system: ready to be connected by VNPT and Viettel with more than 8,600 subscribers, ensuring to meet the needs of information and telecommunications activities in the IZ.

Internal traffic system: the main axis of the industrial park has a right-of-way of 43m and 41m respectively, internal roads and branch roads in the industrial park have a width of 20m-23m-26-29m. The total length of traffic routes throughout the industrial park is 37.19km, ensuring convenient internal traffic and smooth connection with external traffic infrastructure. At the same time, the main roads of the industrial park are also constructed with reinforced concrete structure for high load-bearing capacity suitable for heavy industries.

Leveling: all land plots in the industrial park will be leveled to a minimum elevation of +2.7 m, a dividing green system and a rainwater drainage ditch system with a minimum depth of -1.37m from the leveling elevation will be constructed, ensuring anti-flooding capacity throughout the industrial park.
Gas supply system: With the orientation of becoming a specialized industrial park serving heavy industry and supporting industry, Phu My 3 industrial park is planned to build 02 natural gas pipelines, the Nam Con Son pipeline and the Bach Ho pipeline, ensuring the ability to supply gas to the industrial park with a gas supply capacity with a heating capacity of 34.5MJ/Nm3 = 8238.6 kcal/Nm3. In addition, inside Phu My 3 industrial park, there is also a natural gas pressure regulating plant with a capacity of 15 million m3/month invested and built by Sojitz Osaka Gas Energy, connected to each land plot in the industrial park, ready to connect and use as needed.
Inland waterway port: inside Phu My 3 industrial park, an inland waterway port is planned to be built including 01 liquid cargo port and 02 drop cargo ports with a designed cargo handling capacity of 5000 tons, providing factories in Phu My 3 industrial park with an additional transportation solution by barge from the inland waterway port to domestic ports or to international port systems such as Cai Mep - Thi Vai, Cat Lai...
In addition, chuyên sâu Phú Mỹ 3 Industrial Park also has a team of engineers and technicians on duty 24/7, ensuring to fix and handle all technical problems in the industrial park to minimize any damage that may occur related to technical problems for factories operating in the industrial park.
Other infrastructure utilities: Phu My 3 industrial park is fully built with functional subdivisions such as urban areas, villas, apartments, hotels, commercial centers, post offices, sports areas, golf courses, restaurants on a total area of 117 hectares, ensuring the living and living needs of experts and workers working at the industrial park.

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT PHU MY 3 INDUSTRIAL PARK

Infrastructure rental price: 210 USD/m2/entire lease term (until December 21, 2077), infrastructure rental price may vary depending on the location and area of the leased land plot.

Infrastructure management and maintenance fee: 0.75 USD/m2/year for regular industries and 1 USD/m2/year for logistics industries, management fees may change annually.

Annual land rent: investors in the industrial park will be exempt from land rent for 20 years (calculated from 2021), after which the land rent will be paid annually according to the land rental unit price at the time of application.

Electricity price: is applied according to EVN's electricity price schedule at each time and the industrial park's maintenance fee at each time

Water price: is implemented according to the decision of the People's Committee of Bà Rịa province Vũng Tàu on water supply unit prices at each time and the IZ's maintenance fee for the water system.

Wastewater treatment fee: from 0.35 USD/m3 depending on the quality of the incoming wastewater. The amount of wastewater is determined by 80% of the amount of clean water used.

Investment incentives at Phu My III Industrial Park:
- Corporate income tax incentives: investment projects in Phu My 3 industrial park are subject to a preferential tax rate of 17% for the first 10 years of the project (the normal rate is 20%), and 100% exemption from CIT for the first 02 years and a 50% reduction in CIT for the next 04 years.
- Land lease term incentives: Phu My 3 industrial park applies a special land lease policy with a term of 70 years (until 2077), which is the industrial park with the longest operating term in the country today, and 20 years longer than other regular industrial parks.
- Land rent incentives: free of land rent until 2042 at the latest
- Support for investment licensing procedures: investment projects in the industrial park are supported by the investor free of charge for procedures to apply for investment project licenses and establish businesses. At the same time, support for the implementation of other necessary documents on environment, construction, labor, experts, technicians...

IV. CURRENT STATUS OF INVESTMENT CONSTRUCTION AND INVESTMENT ATTRACTION AT PHU MY III INDUSTRIAL PARK

chuyên sâu Phú Mỹ 3 Industrial Park is invested and built in 02 phases: Phase 1 has a scale of 506 hectares including 361 hectares of industrial land for lease and technical infrastructure, phase 2 has a scale of 544.86 hectares including an inland waterway port system, logistics warehouses, industrial infrastructure and 130.47 hectares of industrial land for lease. Currently, the industrial park has completed the construction of all technical infrastructure items of the industrial park, including electricity supply, water supply, wastewater treatment, drainage...and is continuing to complete leveling items, internal traffic routes for phase 2 of the project.
