I. LEGAL INFORMATION AND LOCATION OF CAU NGHIN INDUSTRIAL PARK

Cau Nghin Industrial Park was approved by the Prime Minister to be added into the list of industrial parks expected to be prioritized for new establishment under Document No. 1745/TTg-KTN issued by the Prime Minister dated October 16, 2008, located in An Bai town, Quynh Phu district, Thai Binh. The site has an area of 200 hectares, invested by Viet Nam Urban and Industrial Zone Development Investment Corporation (IDICO) in building and operating the infrastructure. On February 19, 2009, Thai Binh provincial people’s committee issued Decision No. 326/QĐ-UBND to approve the detailed plan of Cau Nghin Industrial Park. On November 09, 2015, under Decision No. 2711/QĐ-UBND, Phu Tho approved the local adjustment of the detailed construction plan at a scale of 1/2,000 of Cau Nghin Industrial Park, thereby the total approved area according to the planning is 211.72 hectares.

In terms of location: Cau Nghin Industrial Park is conveniently connected to important international shipping routes and key economic areas, specifically:

The industrial park is adjacent to National Highway 10;

45 km from Hai Phong Port;

130 km from Noi Bai Airport;

40 km from Cat Bi Airport; 40 km from Hai Phong city center;

165 km from Hanoi city center;

25 km from Thai Binh city center

In terms of nature: As a multi-sector industrial park, Cau Nghin Industrial Park attracts industries such as: mechanical engineering, spare parts, construction materials, agricultural and food processing and some other industries.

II. INFRASTRUCTURE SYSTEM OF CAU NGHIN INDUSTRIAL PARK

Internal traffic system: The main road of Cau Nghin Industrial Park is 35 meters wide including sidewalks, the roadway is 16 meters wide; The branch roads in the Industrial Park are 28 meters wide, the roadway is 12 meters wide, meeting the transportation and reception of specialized means of transport in the Industrial Park such as Container trucks and trucks.
Power supply system: The power source for production in Cau Nghin Industrial Park is supplied from the national power system, provided by Quynh Phu District Power Company and will be connected to the 22 KV line to the fences of the factories.
Water supply system: The clean water demand of factories in Cau Nghin Industrial Park is ensured by the internal clean water treatment plant with a capacity of 6,500 m3 - 7,000/day and night. The water supply pipeline network is built under the sidewalks of the roads in the Industrial Park.
Rainwater drainage system: The rainwater drainage system is arranged along the boundaries of the leased land plots in the industrial park, and is arranged separately from the production wastewater drainage system, helping to best meet the flood prevention capacity in the industrial park.
Wastewater treatment system: Wastewater produced from factories operating in the industrial park is treated by a centralized wastewater treatment plant within the area with a designed capacity of 5,200 m3/day and night. Along the route, a number of transfer pumping stations are arranged, and wastewater after being treated to meet type B standards is pumped and discharged into the Hoa River.
Telecommunication service infrastructure system: The telecommunication and Internet information system in Cau Nghin Industrial Park is provided in a diverse and guaranteed manner by reputable suppliers such as VNPT, FPT, VIETTEL.

Fire protection system: The industrial park arranges fire hydrants along the road, at intersections and along the pipeline with a standard distance of 120-150m with a fire hydrant.

III. LAND LEASING COSTS & INVESTMENT INCENTIVES AT CAU NGHIN INDUSTRIAL PARK

Infrastructure rental price: 85 USD/m2/until 2062. Infrastructure usage fee does not include VAT and may be changed depending on the location and area of the leased land.
Infrastructure management and maintenance fee: 0.5 USD/m2/year (excluding VAT).
Annual land rental fee: According to the decision of Thai Binh Provincial People's Committee.
Clean water supply price: According to the regulations of the service provider.
Electricity supply price: According to EVN's electricity price list (from 1,007 VND - 2,871 VND/KWh).
Wastewater treatment fee: According to the input wastewater level, fee: 0.4 USD/m3 ~ 9,600 VND/m3.

Investment incentives at Cau Nghin Industrial Park - Thai Binh:

+ Tax incentives: Corporate income tax rate of 17% for the first 10 years of the project.

100% exemption of corporate income tax for the first 02 years and 50% reduction of corporate income tax for the next 04 years.

IV. STATUS QUO OF ATTRACTING INVESTMENT AT CAU NGHIN

Since its operation in 2012, Cau Nghin Industrial Park has attracted many major and small investment projects from various countries, typically: Shengli Steel Mill and Rolling Mill owned by Shengli Vietnam Special Steel Co., Ltd.; Phu Hoang An Gas Filling Plant; Cashew and Macadamia Nut Processing Plant, etc. Currently, the site has been operated stably and has reached a 60% occupancy rate. It is expected to continue being completed, improved in infrastructure, and to attract investment.
