Yên Bình Industrial Park - Thái Nguyên Province

I. LEGAL INFORMATION AND LOCATION OF YEN BINH INDUSTRIAL PARK

Yên Bình Industrial Park (phase 1) with a planned area of 200 ha was approved for addition to the planning of industrial parks in Thái Nguyên province until 2020 in Official Dispatch No. 1645/TTg-KTN dated October 15, 2012 of the Prime Minister.
On June 12, 2014, the Prime Minister agreed to add Yên Bình Industrial Park phase 2 with an area of 200 ha to the development plan of industrial parks in Thái Nguyên province according to official dispatch No. 886/TTg-KTN. After the adjustment, Yên Bình Industrial Park has a total planned area of 400 ha.

Based on the planning approved by the Government, the Thái Nguyên Provincial People's Committee has approved the zoning plan with a ratio of 1/2000 and the detailed construction plan with a ratio of 1/500 of Yên Bình Industrial Park in the Decisions:
- Decision No. 502/QD-UBND dated March 17, 2014;
- Decision 1856/QD-UBND dated August 22, 2014 (approving the detailed plan 1/500 of Yên Bình Industrial Park phase 1 expanded by 130 ha in Hong Tien commune and Bai Bong town);
- Decision No. 545/QD-UBND dated March 09, 2015; Decision No. 920/QD-UBND dated March 09, 2015 (approving the detailed plan of Yên Bình Industrial Park II phase 1 with an area of 105.7974 ha, later renamed the detailed plan of Yên Bình Industrial Park phase 2 and reduced the area to 66.4355 ha, located in Dong Tien commune and Tien Phong commune, Dong Tien ward, Phổ Yên town (now Phổ Yên city))
- Decision No. 2764/QD-UBND dated September 12, 2017 and Decision No. 42/QD-UBND dated January 07, 2019, on adjusting the detailed construction plan at a ratio of 1/500 of Yên Bình Industrial Park

Currently, out of the total 400 ha approved by the Prime Minister, Yên Bình Industrial Park has been approved by the Thái Nguyên Provincial People's Committee for detailed planning for a total of 335.0194 ha (Including the area of phase 1, phase 1 expansion and phase 2). In which the industrial land area is 217.5326 ha (accounting for 64.92% of the planned area), the land area for building industrial park infrastructure utilities is 11.9189 ha... For the remaining area that has not been approved for detailed planning due to difficulties and problems in compensation and site clearance, the investor is coordinating with competent state agencies to carry out appropriate supplementary planning adjustments.
The investment project to build and trade infrastructure of Yên Bình Industrial Park has the investor as Yên Bình Investment and Development Joint Stock Company through Investment Certificates issued in 2013 and 2017 (phase 2) respectively. The project has an operating term of 50 years from the date of approval of the investment policy.

II. YEN BINH INDUSTRIAL PARK INFRASTRUCTURE SYSTEM

Power supply system: Production electricity in Yên Bình Industrial Park is supplied by 03 110kV/22kV substations with a capacity of 3x63 MVA built on the technical land of the industrial park through 22kV lines connected to each land plot. In addition to supplying production electricity, these substations also provide electricity for lighting and living in the Industrial Park, and the independent arrangement of substations also helps the Industrial Park to flexibly supply backup power in the event of an incident with a line
Water supply system: Yên Bình Industrial Park has its own Yên Bình clean water treatment plant built by the investor with Japanese processing technology with a treatment and supply capacity of 150,000 m3/day and night for production activities.

Wastewater treatment system: All production wastewater in the Industrial Park, after being treated locally at the factory, will be collected and treated at the industrial park's centralized wastewater treatment system with a capacity of 80,000 m3/day and night to standard A before being discharged into the environment.

Internal traffic system: The main road of the industrial park has a cross-sectional width of 47 m, the branch roads have a cross-sectional width of 21.5 m along with the sidewalk system, green trees on both sides and medians along with the lighting system.

Telecommunications system: The cable system and telecommunications transmission equipment are installed according to international standards and submerged through technical cable trench systems to each land plot in the industrial park.

Industrial gas supply system: a special feature of Yên Bình Industrial Park is that the industrial park has an industrial gas supply system built right in the industrial park for investors who need it.

III. LAND RENTAL COSTS AND INVESTMENT INCENTIVES AT YEN BINH INDUSTRIAL PARK

Infrastructure usage fee: 75 USD/m2/entire lease term, unit price may vary depending on the location and area of the leased land

Infrastructure management and maintenance fee: 0.45 USD/m2/year

Land rent: 15 USD/m2/50 years (form of land lease with one-time payment for 50 years).

Electricity price: applied according to EVN's electricity price list

Clean water price: 12,500 VND/m3. The unit price may be changed according to the decision of the Thái Nguyên Provincial People's Committee

Wastewater treatment fee: 0.51 USD/m3, calculated on 80% of the amount of clean water used

Other costs: applied according to the fee of the supplier

Corporate income tax incentives: Enjoy a preferential tax rate of 17% for the first 10 years. In which, 100% of corporate income tax is exempted in the first 02 years and 50% of the tax payable is reduced in the next 04 years.

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT YEN BINH INDUSTRIAL PARK

Currently, Yên Bình Industrial Park has leased over 92% of the industrial park land area with more than 30 investment projects with a registered investment capital of over 7.92 billion USD, of which typical examples include the project to manufacture electronic, communication and household appliances... of SAMSUNG Electronics Vietnam Thái Nguyên Co., Ltd., the electronic component manufacturing project of Hansol Electronics Vietnam Co., Ltd.; Battery and battery manufacturing project of Trina Solar Energy Development Co., Ltd.; Camera module manufacturing project of Sunny Opotech Vietnam Co., Ltd. and a series of projects by Korean and Chinese investors.
