Nam Dinh Vu Industrial Park - Hải Phòng

I. LEGAL INFORMATION AND LOCATION OF NAM DINH VU INDUSTRIAL PARK

Nam Dinh Vu Industrial Park is an industrial park located in the overall planning of the Nam Dinh Vu Non-Tariff Zone and Industrial Park (Zone 1) with a total area of more than 1,329 hectares, including: Industrial Park (917 ha); Seaport; Non-tariff zone (210 ha); Petrochemical and petrochemical warehouse area (62 ha); Logistics area, warehouse (105 ha)
Specifically, Nam Dinh Vu Industrial Park was approved for addition to the general planning of industrial parks in Hải Phòng until 2020 according to Official Dispatch No. 180/TTg-CN dated February 1, 2008 of the Prime Minister with an initial planned area of 1,200 ha, located in Dong Hai 2 ward, Hải An district, Hải Phòng city. Afterwards, the industrial park was adjusted to increase the planned area.
The Nam Dinh Vu Industrial Park project is built including 02 sub-areas:
Nam Dinh Vu Industrial Park (Zone 1): 
- Also known as Nam Dinh Vu Industrial Park
- Approved for detailed planning at a scale of 1/2000 according to Decision No. 795/QD-UBND dated May 5, 2009 of the People's Committee of Hải Phòng city with an area of 917 hectares.
- The project has an investor which is Sao Do Investment Group Joint Stock Company with a total investment of over 2,400 billion VND.

Nam Dinh Vu Industrial Park (Zone 2):
- Now renamed Deep - C2A Industrial Park
- Approved detailed planning 1/2000 according to Decision No. 644/QD-UBND dated April 16, 2009 and approved detailed planning at a scale of 1/500 according to Decision No. 2047/QD-UBND dated November 29, 2010 of the People's Committee of Hải Phòng city. Deep C2A Industrial Park has a planned area of 513.3985 ha, of which the area of industrial land, factories, and warehouses is 397.55 ha (accounting for 77.43% of the planned area). 
- The project has an investor which is Hong Duc Industrial Joint Stock Company with a total investment of 2,468 billion VND.

On October 3, 2012, the Prime Minister approved the general construction plan for the Dinh Vu - Cat Hai economic zone, Hải Phòng city. Accordingly, Nam Dinh Vu Industrial Park is one of the first six industrial parks planned in the Dinh Vu - Cat Hai Economic Zone. II. INFRASTRUCTURE SYSTEM OF NAM DINH VU INDUSTRIAL PARK

Internal seaport system: Nam Dinh Vu Port is a seaport located in the overall plan of Nam Dinh Vu IZ, invested and built with a capital of over 1,700 billion VND on an area of 65 hectares and designed with a port length of over 1,500 m with 07 container and general cargo berths. Nam Dinh Vu Port has the capacity to receive ships with a maximum tonnage of 40,000 tons, with the goal of directly serving the import and export needs of businesses operating in the industrial park, helping to save logistics costs and cargo transportation time. Currently, Nam Dinh Vu Port has been completed and put into operation.

Internal traffic road system: the traffic roads of Nam Dinh Vu industrial park are built widely and synchronously. The main axis of the industrial park connects directly to Dinh Vu port and has a width of 35 m - 46 m, the branch roads in the industrial park have a width of 24 m - 34 m. The entire traffic road system in the industrial park is equipped with a lighting system, sidewalks and green trees on both sides.
Power supply system: the power source for production in Nam Dinh Vu industrial park is supplied through a 110KV/22KV transformer station with a capacity of 4x63 MVA invested and built internally. 22KV lines are connected along the internal traffic routes to each plot of land in the industrial park.
Water supply system: the clean water source for production for manufacturing enterprises in Nam Dinh Vu industrial park is supplied by the general water supply system from Hải Phòng Water Supply Company with a designed water supply capacity of 30,000 m3/day and night, which can be adjusted to increase capacity when water demand increases.
Wastewater treatment system: all production wastewater in the industrial park is treated at the industrial park's centralized wastewater treatment system with a treatment capacity of 10,000 m3/day and night. In which, phase 1 of the project with a capacity of 2,500 m3/day and night has been completed, the next phases will continue to be built as the industrial park's wastewater treatment needs increase. The wastewater treatment system has the ability to treat incoming wastewater from column B to column A according to Vietnam's environmental technical standards.
Information and communication system: the telecommunications and internet cable system is laid underground along the traffic routes in the industrial park and connected to each plot of land in the industrial park according to the investor's needs. 
Fire protection system: fire hydrants are arranged along traffic routes in the industrial park with a distance of 120m-150m/each pillar.

III. LAND LEASE COSTS AND INVESTMENT INCENTIVES AT NAM DINH VU IZ

Infrastructure usage fee: 120 USD/m2/entire lease term. Unit price may vary depending on the location and area of ​​the leased land plot.
Infrastructure management and maintenance fee: 1,400 VND/m2/month
Annual land rent: Nam Dinh Vu Industrial Park is exempt from annual land rent for the entire term of the project.
Electricity price: applied according to EVN's electricity price schedule and subject to management fee surcharge depending on the enterprise's actual electricity usage needs
Water price: 16,300 VND/m3, the water price may be changed according to the decision of Hải Phòng City.
Wastewater treatment fee: from 9,000 VND - 24,000 VND/m3 depending on the quality of incoming wastewater. 
Other costs: Collected by the supplier according to the enterprise's actual usage needs.

Investment incentives at Nam Dinh Vu Industrial Park: Nam Dinh Vu Industrial Park is located in the Dinh Vu - Cat Hai economic zone, therefore, businesses operating in the industrial park are entitled to all tax incentive policies of the economic zone, including
Corporate income tax incentives: A preferential tax rate of 10% is applied for the first 15 years (the normal rate is 20%), while 100% of corporate income tax is exempted in the first 04 years and 50% reduction of tax payable in the next 09 years.
Import tax incentives: Import tax exemption for goods on the list of tax incentives imported to create fixed assets for the business. 
In addition, investors in Nam Dinh Vu industrial park are also supported by the investor in investment license procedures and the local government creates conditions to shorten the time for procedures through a one-stop mechanism.

IV. CURRENT STATUS OF INVESTMENT ATTRACTION AT NAM DINH VU INDUSTRIAL PARK

Currently, the northern area (phase 1) of Nam Dinh Vu industrial park with an area of 370 hectares has been completed by the investor in infrastructure and leased to achieve an occupancy rate of over 90% of the area. The southern area (phase 2) with an area of 959 hectares has completed 100% of compensation for site clearance and infrastructure has been completed for about 220 hectares. Currently, phase 2 of the project has leased to fill over 25% of the area, the remaining area is continuing to be completed by the investor in infrastructure.
