I. LEGAL INFORMATION AND LOCATION OF MY THUAN INDUSTRIAL PARK

ssOn November 24, 2024, the Prime Minister included My Thuan Industrial Park in the development planning of industrial parks in Nam Dịnh until 2020, stated in Document No. 2343/TTg-KTN. The investment project for infrastructure construction and business of My Thuan Industrial Park in Nam Dinh was approved by the Prime Minister for investment policy under Decision No. 282/QD-TTg on February 26, 2021, assigned to the investor of Dai Phong Infrastructure Construction Joint Stock company with a total investment capital of more than 1,620 billion VND. The project is located within the administrative boundaries of Mỹ Lộc District and Vụ Bản District, Nam Dinh.
On March 5, 2021, My Thuan Industrial Park was officially established under  Decision No. 495/QD-UBND issued by Nam Dinh Provincial People’s Committee. Accordingly, the project has an implementing location in My Thuan and My Thinh communes, My Loc district, and Hien Khanh, Vu Ban district, Nam Dinh, with an operational duration of 50 years (from 2021 to 2071).
The industrial park was initially planned with the area of 200ha, approved by Nam Dinh provincial people’s committee for the 1/500 detailed planning under Decision No. 1429/QĐ-UBND on August 22, 2011. Subsequently, on May 15, 2019, Nam Dinh provincial people’s committee issued Decision No. 994/QĐ-UBND on approving the adjustment of the detailed planning for My Thuan Industrial Park, Nam Dinh (scale 1/500), the area of the industrial park was adjusted down to 158.48ha, then the site was approved for the adjustment under the Decision No. 2217/QĐ-UBND on October 14, 2021 of Nam Dinh provincial people’s committee. Based on the approved detailed planning, the total area of industrial land for lease of My Thuan Industrial Park was 118.96ha (account for 75%), the area for infrastructure construction, green spaces and traffic roads was nearly 38ha (account for 23% of the planned area).
On November 25, 2021, Nam Dinh provincial people’s committee held the Groundbreaking ceremony for My Thuan Industrial Park’s infrastructure construction investment project with the investor’s commitment that the project would begin operations in 2022.

In terms of nature, My Thuan Industrial Park is planned as a multi-sector site, attracting various industries such as mechanical engineering, electricity, electronics, agricultural and food processing, constructing material manufacture and other light industries in line with the landscape and policy of attracting investment each period.
In terms of regional linkage, My Thuan Industrial Park is located adjacent to National Highway 21B, from Phu Ly to Nam Dinh city, providing convenient traffic connection:

II. INFRASTRUCTURE SYSTEM OF MY THUAN INDUSTRIAL PARK

Power supply system: the power supply for My Thuan Industrial Park is sourced from 110kV-E3.14 My Loc substation through 35kV transmission lines, which are connected and laid underground to each plot within the industrial park. In addition, four 35kV(22)/0.4kV transformer stations have been installed to provide electricity for lighting purposes.
Water supply system: the site gets water from Nam Dinh waterwork plant with a total water supply capacity of 75,000 m3/day and night, of which approximately 26,000 m³ per day and night is allocated for the industrial park. Water supply pipelines are arranged in a looped form, branching out to each plot of land.
Wastewater treatment system: all produced wastewater at My Thuan Industrial Park is collected and treated at the centralized wastewater treatment plant of the site with the treatment capacity of 4,500 m3 per day and night, ensuring it meets Standard A before being discharged into the receiving point.
Internal road system: the main axis of My Thuan Industrial Park has a width of 36m, arranged in the North-South direction. The branch roads have a width of 21m, in which the roadway width on each side is from 6 - 10m, while the sidewalk and median strip widths are 12 meters and 3 meters, respectively. The main axis of My Thuan Industrial Park is directly connected to National Highway 21 and 21B. At the same time, the internal traffic network of the site is arranged in a grid pattern, ensuring convenient and efficient transportation.
Rainwater drainage system: The system is designed separately from the wastewater drainage system, with pipelines ranging in size from D600 to D1500, reinforced and installed underground. The drainage operates on a gravity-based principle, discharging water into the Tiên Hương River through three outlets located in the southwest of the area, ensuring no flooding in the industrial park, even when there is heavy rain.
Fire prevention and fighting system: Fire hydrants are installed along the sidewalks of the roads within My Thuan Industrial Park at the interval of 150m per hydrant, utilizing the shared clean water supply. At the same time, the site is predicted to construct a fire prevention and fighting station with the area of 1,000m2, fully equipped with fire prevention and fighting equipment.
Other infrastructure facilities: My Thuan Industrial Park is also invested in building the communication system, service infrastructure, technical facilities, and landscaping to create a synchronized space and ensure stable operation for projects within the industrial park.

III. LAND LEASING COSTS AND INVESTMENT INCENTIVES AT MY THUAN INDUSTRIAL PARK

Infrastructure rental price: 105 USD/m2/entire project term (until 2071). Rental price may change depending on location and area of ​​the leased land.
Annual land rental fee: My Thuan Industrial Park applies the one-time payment land lease method, with the land rental fee included in the infrastructure rental price.
Infrastructure management and maintenance fee: 0.5 USD/m2/year
Electricity price: applied according to EVN's electricity price list (reference from 1,007 VND - 2,871 VND/kWh)
Water price: applied according to Nam Dinh province's clean water price at each time
Wastewater treatment fee: 0.5 USD/m3, wastewater volume is calculated by 80% of input clean water volume

Investment incentives at My Thuan Industrial Park: All investment projects at My Thuan Industrial Park will be exempted from 100% of corporate income tax in the first two years and reduced by 50% of tax payable for the next four years.

IV. STATUS QUO OF ATTRACTING INVESTMENT AT MY THUAN INDUSTRIAL PARK

Currently, My Thuan Industrial Park has basically completed its technical infrastructure and has been put into operation for leasing. Initially, the project has attracted major investment projects from Taiwan, South Korea, etc., such as the laptop manufacture project by Quanta Group - Taiwan; the high-tech household appliance manufacture project by Jia Wei Group - Taiwan, making My Thuan Industrial Park become the newly most prominent new industrial park of Nam Dinh recently.
