Khai Quang Industrial Park

I. LEGAL INFORMATION AND LOCATION OF KHAI QUANG INDUSTRIAL PARK

Khai Quang Industrial Park was approved as an addition to Viet Nam’s industrial park development plan under Decision No. 1107/QD-TTg dated August 21, 2006, issued by the Prime Minister, with a planned area of 262 hectares. On August 28, 2006, the investment project for Khai Quang Industrial Park was approved under Official Dispatch No. 1315/TTg-CN by the Prime Minister, with an official planning area of 262.2 hectares upon establishment.

On September 11, 2006, Khai Quang Industrial Park was officially established under Decision No. 67/2006/QD-UBND issued by Vinh Phuc. The industrial park’s investor is Vinh Phuc Infrastructure Development Joint Stock Company, with a total investment capital of over 286 billion VND and an operational term of 50 years starting from September 2003.

Khai Quang Industrial Park was approved for its detailed plan for the first time under Decision No. 3946/QĐ-UBND dated December 25, 2007, by Vinh Phuc Provincial People’s Committee. The detailed plan was subsequently adjusted under Decision No. 4229/QD-UBND dated December 02, 2009; Decision No. 2362/QD-UBND dated September 20, 2012; Decision No. 3415/QD-UBND dated November 25, 2013; Decision No. 2026/QD-UBND dated July 25, 2014, and most recently (7th adjustment) under Decision No. 2928/QD-UBND dated October 22, 2021, issued by Bac Ninh Provincial People’s Committee and Official Dispatch No. 2/TTg-CN dated January 04, 2021, from the Prime Minister. Accordingly, the current planned area of Khai Quang Industrial Park is 221.46 hectares, of which the leasable industrial land area is 163.45 hectares (accounting for 73.81% of the total planned area).

In terms of nature, Khai Quang Industrial Park was is planned as a multi-sector industrial park, primarily attracting investment projects in the fields of precision mechanical manufacturing; electronics and refrigeration production; electronic and refrigeration equipment manufacturing; automotive and motorcycle parts manufacturing; metal and non-metal mold production, among others.

In terms of regional linkage, Khai Quang Industrial Park is located within the administrative boundaries of Khai Quang Ward (Vinh Yen City), and the communes of Quat Luu, Tam Hop, and Huong Son (Binh Xuyen District). The park offers convenient access to major transportation routes and key economic centers in Northern Viet Nam. Specifically, Khai Quang Industrial Park:

- Close to the center of Vinh Yen City

- 10 km from the Ha Noi – Lao Cai Expressway interchange

- Approximately 5 km from National Highway 2B and about 3 km from National Highway 2A

- 27 km from Noi Bai International Airport

- 54 km from Ha Noi City center and 61 km from Bac Ninh City

- 180 km from Hai Phong Port

II. INFRASTRUCTURE AT KHAI QUANG INDUSTRIAL PARK

Power supply system: Khai Quang Industrial Park has invested in the construction of a 110/22kV transformer substation with a capacity of 126 MVA, which is capable of fully meeting the electricity demands for production within the park. The 22kV power lines are pre-connected and ready to supply each individual land lot in the industrial park.

Water supply system: The clean water supply for Khai Quang Industrial Park is provided by Vinh Yen City’s water treatment plant, with a maximum capacity of 32,000 m3/day and night.

Wastewater supply system: All industrial wastewater in Khai Quang Industrial Park is treated by the park’s centralized wastewater treatment plant to meet Standard A standards before being discharged into the environment. The plant has a maximum treatment capacity of 15,000 m3/day and night.

Internal traffic system: The internal road system is conveniently arranged, directly connected to major transportation routes near the industrial park, and asphalt-paved to ensure smooth and efficient movement within the park.

III. INVESTMENT INCENTIVES AT KHAI QUANG INDUSTRIAL PARK

Corporate income tax incentives: A corporate income tax rate of 20% is applied. In addition, new investment projects in the industrial park are entitled to a 100% tax exemption for the first 2 years and a 50% reduction of payable tax for the following 4 years.

Import tax incentives: Import tax is exempted for goods imported to form fixed assets of new investment projects, provided that such goods are included in the list of incentivized items as prescribed in the Decree guiding the Law on Investment at the time of project implementation.

IV. STATUS QUO OF ATTRACTING INVESTMENT AT KHAI QUANG INDUSTRIAL PARK

Currently, Khai Quang Industrial Park has completed its infrastructure development and achieved a 99% occupancy rate, with over 80 investment projects and a total registered capital of nearly USD 900 million, including 69 FDI projects. Notable active projects in Khai Quang Industrial Park include: the plastic product manufacturing project by Sun Hua Industrial Co., Ltd.; the water purifier manufacturing project by Haohsing Viet Nam Industrial Co., Ltd.; the auto and motorcycle parts manufacturing project by Toyo Taki Viet Nam JSC; and the metal components manufacturing project by Diamond Industrial Co., Ltd., along with numerous other projects from Korean, Japanese, and Vietnamese investors.
