I. LEGAL INFORMATION AND PLANNING OF HOA LAC HIGH-TECH PARK
On October 12, 1998, Khu cong nghe cao Hoa Lac was established under Decision No. 198/1998 of the Prime Minister with an initial planned area of approximately 1650 hectares in the administrative boundaries of Ha Tay province, now Ha Noi.
On May 27, 2016, Khu cong nghe cao Hoa Lac was approved by the Prime Minister to adjust the general construction plan at a scale of 1/5000 until 2030. Accordingly, the area of the high-tech park was adjusted to 1,586 hectares, divided into 2 areas: North of Thang Long Avenue, approximately 1,262.2 hectares, and South of Thang Long Avenue, approximately 323.7 hectares, within the administrative boundaries of Quoc Oai district and Thach That district, Ha Noi. At the same time, the High-Tech Park is planned with 11 functional sub-zones, including: Education and training zone (123.53 ha); Research and development zone (263.15 ha); Software zone (55.93 ha); High-tech industrial zone (391.01 ha); Central zone (43.14 ha); Mixed-use zone (80.12 ha); Residential zone (75.5 ha); Entertainment and sports zone; Tan Xa Lake and buffer zone; Transportation and technical infrastructure hub; Greenery... in which the high-tech industrial zone is where factories producing high-tech products and bonded warehouses are concentrated.

In terms of nature, Hoa Lac High-Tech Park is oriented to be built with the goal of becoming a national center for high-tech research, development, and application, focusing on developing and attracting investment in high-tech industries such as: Information technology; telecommunications, electronics, biology, mechatronics, machine manufacturing, new materials; developing new energy sources and other high-tech products under the list of encouraged development.
In terms of regional connectivity, Khu cong nghe cao Hoa Lac is adjacent to the Thang Long Avenue axis, directly connecting to the center of Ha Noi. At the same time, the High-Tech Park is located near Expressway 21, the inter-regional railway running along Thang Long Avenue, Provincial Road 420, urban roads, etc., helping Hoa Lac High-Tech Park connect conveniently with residential areas, the inner city, and satellite cities.
Regarding investment incentives, Khu cong nghe cao Hoa Lac - Ha Noi enjoys the highest level of investment incentives according to Vietnamese law on tax, land, and investment procedures.
II. TECHNICAL INFRASTRUCTURE SYSTEM OF HOA LAC HIGH-TECH PARK
Internal road system: roads connecting functional sub-zones in Hoa Lac High-Tech Park have cross-sections from 11 m - 58 m, designed with multiple lanes and reasonably arranged, making it extremely convenient to move between functional sub-zones within the area.
Power supply system: The power supply for Hoa Lac High-Tech Park is ensured by 03 sources, depending on the stage. In phase 1, the project uses power supplied from the 110/22 KV Hoa Lac No. 1 temporary transformer with a capacity of 2*63 MVA. In phase 2, a 110/22KV Hoa Lac 2 load substation with a capacity of 2*40 MVA will be built. In phase 3, a second power supply source will be built through the 220/110 KV Hoa Lac transformer station with a capacity of 3*250 MVA.
Water supply system: The water source for living and production activities at Khu cong nghe cao Hoa Lac is taken from the Da River water transmission pipeline running along Thang Long Avenue with Japanese standard operation and management.
Information and communication system: Building a switchboard with a capacity of about 300,000 numbers, high transmission quality, and expandable capacity. At the same time, the information and communication system is arranged along the traffic routes in the industrial park.
Wastewater treatment system: all production wastewater at Khu cong nghe cao Hoa Lac is treated through a centralized WWTP system and meets standard A before being discharged into the environment. In which, High-Tech Park 1 has a wastewater treatment system with a capacity of 42,000 m3/day and night, serving the treatment for both the North and South areas of Thang Long Avenue; High-Tech Park 2 has a second wastewater treatment system built with a capacity of 8,000 m3/day and night when the treatment system in Zone 1 has reached sufficient wastewater flow according to the design.
Rainwater drainage system: arranged separately from the wastewater system, divided into 6 main drainage areas with drainage towards the Tich River located in the East of the industrial park to effectively solve local anti-flooding activities in the high-tech park when heavy rain occurs.

III. CURRENT STATUS OF INVESTMENT ATTRACTION IN HOA LAC HIGH-TECH PARK
